Training classes will normally consist of two pilots per session, with each session including a one-hour prebrief, four-hour simulator training period, and one-hour post-simulator debrief. Course content must incorporate all items from the FAA Flight Standardization Board Report, and United States Air Force cockpit procedures and checklists must be used throughout. The contractor must provide course syllabi at least one week before class start and collaborate with units to optimize training profiles, submitting updated syllabi to AMC two months prior to implementation. The contractor shall designate a single point of contact for overall contract management and must furnish all training materials, Computer Based Training (CBT) courseware compatible with government systems, and emergency minor medical services. Instructors must be 14 CFR Part 142 certified with a minimum one-year combination of B737-8 MAX flight, classroom, or simulator experience, be U.S. citizens with access to export-controlled material and USAF C-40 Controlled Unclassified Information, and be type-rated B737-8 MAX pilots with Upset Prevention Recovery Training (UPRT) qualifications. The period of performance extends from contract award through October 31, 2026, with training conducted at the contractor's facility during specified hours (7:00 a.m. to 6:00 p.m. for academic training, with simulator training between 7:00 a.m. and 10:00 p.m. when possible). The performance threshold requires no more than one validated student complaint concerning quality of instruction during a training quarter. The contractor must maintain CMMC Level 1 certification throughout the contract period and report all labor hours via the Service Contract Reporting section of SAM. Deliverables include AF Form 1522 (ARMS Additional Training Accomplishment Report), course syllabi, OSA/EA Student Course Critique forms, student failure notifications, and student hospitalization notifications.

The contractor shall provide each student with a syllabus for the C-40 NG to MAX Differences Training course at least one week before the class start date. The syllabus shall outline the daily activities. A Contracting Officer's Representative (COR) or a designated unit Subject Matter Expert (SME) may coordinate with the contractor to include USAF-specific items of interest.
