About this file
This is a Performance Work Statement (PWS) for the procurement of one purebred female English Bulldog puppy to serve as the official mascot for Marine Corps Recruit Depot (MCRD) Parris Island. The mascot will fulfill ceremonial and community relations duties, replacing the current mascot "Opha" upon her retirement in January 2027.
The puppy must meet specific breed and physical criteria: AKC-registered, female, 8-16 weeks old at delivery, white with brown markings, and possess sound temperament suitable for public interaction and ceremonial duties. Health and veterinary requirements are extensive, including a pre-delivery comprehensive veterinary exam with USDA Certificate of Veterinary Inspection, respiratory airway screening (BOAS evaluation), Orthopedic Foundation for Animals (OFA) clearances for both parents, DNA health panel screening for Hyperuricosuria, Canine Degenerative Myelopathy, and Canine Multifocal Retinopathy 1, age-appropriate vaccinations (DHPP, Bordetella), parasite control documentation, and permanent ISO 11784/11785 compliant microchip implantation. The contractor must provide a certified 3-generation AKC pedigree, complete medical dossier, and 14-day nutritional transition guide with 5-day supply of current diet at delivery.
Vendor qualifications mandate active USDA Class A or B licensing in compliance with the Animal Welfare Act, zero critical or direct non-compliances on USDA Animal Care Inspection reports within 24 months, and facilities meeting or exceeding federal standards for sanitation, socialization, space, nutrition, and veterinary care. Physical delivery is required within 100 miles of MCRD Parris Island between December 1-15, with military veterinary evaluation conducted within five business days post-delivery. The contractor provides a 14-day immediate health warranty covering pre-existing acute viral/bacterial illness or undisclosed physical defects, and a 2-year congenital/genetic warranty covering life-threatening or debilitating hereditary conditions, with remedies including full reimbursement of treatment costs, replacement puppy, or full refund at government discretion.
