About this file

This document is a Performance Work Statement (PWS) for the maintenance and service agreement of a Low Voltage Electron Microscope 25E (LVEM 25E) System for the Naval Medical Research Unit San Antonio (NAMRU-SA).

The PWS requires a vendor to provide annual preventative maintenance and on-site service support for the LVEM 25E System, which is crucial for NAMRU-SA's research on micro and nano structures related to dental materials and cellular components. The vendor must provide first, second, and third level support, including troubleshooting, on-site service visits, and repair at the manufacturer's facility. All repair costs, including parts and labor, will be covered under warranty by the manufacturer, DeLong America Inc. The PWS specifies that the vendor must provide a trained and certified service engineer/technician, and that the equipment must operate within factory specifications to maintain consistency in research data. The anticipated period of performance is 12 months, with a delivery location at JBSA Fort Sam Houston, TX.

The related federal contract opportunity is a sole source contract to DeLong America for the LVEM 25E maintenance, supporting NAMRU-SA's research projects with minimal disruption. The period of performance is from 9-30-2024 to 9-29-2025, and the contracting agency is the Department of the Navy Naval Supply Systems Command.

PERFORMANCE WORK STATEMENT

FY ‘24 Page 1

Low Voltage Electron Microscope 25E (LVEM 25E) System made by DeLong Inc. Service Contract

1. Scope of Work The Naval Medical Research Unit San Antonio (NAMRU-SA) requires, via this PWS, a vendor to provide annual maintenance and an on-site service agreement for its Low voltage Electron Microscope 25E System, manufactured by DeLong America. NAMRU-SA conducts multiple research studies investigating micro and nano structures relating to dental materials and cellular components. These studies require use of the LVEM 25E System and the related software necessary to acquire and analyze the data. Any downtime due to inoperable components, parameters out of line with factory specifications, or other reductions in performance due to equipment not maintained optimally and within factory determined specifications leads to significant losses of time, man-hours, critical data, and research productivity. This loss of time, data, and productivity directly harms the mission of NAMRU-SA to provide gap driven research to improve the survival, operational readiness, and safety of DoD personnel.

2. Definitions and Terms Material & Bio-Material Applications: The all-in-one LVEM 25E provides its users with a never-before-seen level of imaging versatility. For users in materials science, this device provides the possibility to not only measure internal and external structures, but also to analyze the chemical composition of the sample, all in a single device. The advanced software assists the user by automatically setting column alignments and aperture positions. A super-fast sample exchange further enhances imaging throughput. Examples of sample types are nanomaterials, polymers, chemistry (i.e., metal organic framework) or combined materials.

Life Science Applications: The LVEM 25E is the ideal imaging device for applications in life sciences. Equipped with five imaging and analysis modes, it can push research to the next level.

Super-fast sample exchange and enhanced automation make the LVEM 25E a practical and easy-to-use tool for routine imaging applications. The LVEM 25E provides well-contrasted and highly detailed images from samples prepared with standard preparation protocols and provides the option to obtain the same level of detail with reduced staining. Fields of study where this application can be used: pathology, virology, biochemistry, immunology, and oncology.

3. Support Requirements The contracted laboratory/company shall provide a preventative service contract as required by NAMRU-SA on an as-needed basis. The vendor shall provide one on-site preventive maintenance per year, including replacement parts, for the following component: LVEM 25E System (SN: SM542, ECN: 107806). The vendor must also provide First Level Support (Troubleshooting), Second Level Support (Customer-Site Service Visit), and Third Level Support (Service at Delong Repair Facility).

Service and repair costs are as follows: Under this warranty all costs of repairs, including parts and labor will be borne by Delong America Inc. and will not be charged in any form to the customer. In addition, the costs of transportation of the system, as well as the travel and accommodation costs for Delong America Inc.’s technical staff, will be borne by Delong America Inc. Provisions are as follows: The warranty agreement is valid only in the case where the instrument has been operated properly by the customer, and user interaction has been limited to routine operating and maintenance tasks which are defined as those described in the LVEM25E operating manual. Any user actions that are not in conformity with the operating manual may void the warranty, except when the user is asked to undertake any action by Delong America Inc. technical staff which is outside of the practices covered by the operating manual in which case the warranty will not be voided. The warranty period is defined as one year (12 months) from the commencement of the warranty (upon receipt of purchase order for one year warranty).
