PERFORMANCE WORK STATEMENT (PWS)

US Army Transportation School Sustainment Center of Excellence (SCoE)

Maritime and Intermodal Training Department (MITD) Conductor and Locomotive Engineer and Training Simulators (CLETS)

05 September 2024

Part 1 General Information

1. General: This is a non-personal service(s) contract under which the personnel rendering the service(s) are not subject, either by the contract’s terms or by the manner of its administration, to the supervision and control usually prevailing in relationships between the Government and its employees. This contract is to provide all personnel, needed supplies, transportation, supervision, and non-personal services necessary to build and deliver two Locomotive and Yard simulators to the Transportation School, Fort Eustis, VA. The Contractor shall perform to the standards outlined in this PWS.

1.1 Background: The Transportation School at Fort Eustis, to provide current, state of the art training for soldiers MITD must maintain properly maintained training simulators. The current locomotive simulator was procured in the early 1980’s. The current Simulator has no maintenance support due to the company no longer exists.

1.2 Scope: The scope of work covers the complete cost, time, travel, and purchase of components for the project as stated in the PWS. Additionally, this includes required delivery and installation of new software, hardware, parts, components for the Simulators and successful site acdceptance by MITD. All work will be limited to the upgrade for the simulation platform and done at the contractor’s location and or a combination of visits to Fort Eustis to complete the tasks associated with the project. Work to be completed no more than 4 months after contract award.

1.3 Objectives: The objective is to:

1.3.1 Obtain the necessary services, software, and hardware to complete the build, delivery and set up two (2) 120-Ton Electra-Motive Diesel (EMD) locomotive simulators, as outlined in this

PWS.

1.3.2 To effectively train new hire engineers on proper train handling and fuel conservation.

1.3.3 To provide refresher training and evaluation on existing Locomotive Engineers.

1.3.4 To improve safety within all aspects of USATS’s operations – locomotive handling and safe & effective yard operations is a key aspect of this objective.

1.3.5 Utilize a flexible solution that allows for training on full sized locomotive hardware stands.

1.3.6 Standardize the training experience for all students and to perhaps centralize training under the training group.

1.3.7 Remedy Cost of $100.00 per day for each calendar day from date of completion of refresh.

1.4 General Information:

1.4.1 Quality Control Plan (QCP): The contractor shall develop, implement, and maintain an effective Quality Control System, which includes a written Quality Control Plan (QCP). The QCP shall implement standardized procedure/methodology for monitoring and documenting contract performance to ensure all contract requirements are met. The offerors shall provide a QCP to the Contracting Officer with their proposals.

1.4.1.1 The Contractor shall inform the COR of issues or potential issues that might affect the performance within 2 working hours of identifying those issues. Verbal reports shall be followed up by written reports within 2 working days.

1.4.2 Quality Assurance: The Government will evaluate the Contractor’s performance under this contract. This evaluation is primarily focused on what the Government must do to ensure that the Contractor has performed in accordance with the performance standards.

1.4.3 Recognized Holidays: The following provides information on recognized holidays for the purpose of the PWS. If submittal of any documentation (e.g. deliverables, submittals, etc.)

deadlines fall on a holiday, the closest work day prior to the holiday will apply as the deadline for submittal.

1.4.3.1 U.S. Holidays: Work shall not be performed on U.S. federally recognized holidays occurring during the normal workweek unless otherwise directed by the Contracting Officer.

When a U.S. holiday occurs on a Saturday or a Sunday, the holiday is observed on the preceding Friday or following Monday, respectively.

1.4.4 Operating Hours: The Government facility office hours, facility operating hours, and the Contractor support hour requirements often coincide, however, they may differ. Please refer to the following.

1.4.4.1 Government Facility Office Hours: The Government facility office hours are 0800- 1700, Monday - Friday except U.S. Holidays identified in paragraph 1.4.3.1 above or when the

Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings.

1.4.4.2 Contractor Support Hours: The Contractor shall provide support between the hours of 0800-1700, Monday - Friday except U.S. Holidays identified in paragraph 1.4.3.1 above or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. The Contractor shall maintain an adequate workforce at all times, for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce is essential.

1.4.5 Training Holidays Not applicable

1.4.6 Place of Performance: The work to be performed under this contract will be performed The U.S. Army Transportation School MITD Rail House, Bldg. 2750 Washington Blvd. Fort Eustis, Virginia.

1.5 Security Requirements: The following information is provided on security related matters.

1.5.1 Security Program: A security clearance is not required for the effort.

1.5.2 Installation Access: Access to U.S. installations, buildings and controlled areas is limited to personnel who meet security criteria and are authorized. Failure to submit required information/data and obtain required documentation or clearances will be grounds for denying access to U.S. installations, buildings and controlled areas. The Contractor shall ensure that any subcontractors used in performance of this contract complies with these requirements and that all employees, of both the Contractor and any subcontractor utilized by the Contractor, are made aware of and comply with these requirements.

1.5.2.1 Visitor Access. Fort Eustis conducts identification (ID) checks of all adults (18 years and older) entering the post. Anyone coming to Fort Eustis for the first time without a federal identification card, or with an expired access pass, must go to the 733rd Visitor Control Center (VCC), located at 1 Dozier Road, building 2, Fort Eustis, VA 23604, with a valid government-issued photo ID (such as a driver's license) to receive an initial background check. Security Manager and COR will coordinate with the contractor to facilitate visitor/vehicle access.

1.6. Final Inspection and Acceptance by the Government. A final inspection of all work will be conducted jointly by the Contractor POC and the COR to ensure all work and components are satisfactory and the quality of work is sufficient for payment under this contract.

1.7 Contracting Officer’s Representative (COR): Refer to Part 2 of this PWS for the definition of a COR. As determined by the Contracting Officer, a COR will be appointed and identified by letter of designation, a copy of which will be provided to the Contractor by the Contracting Officer.

The designation letter states the responsibilities and limitations of the COR, especially with regard to changes in cost or price, estimates, or changes in delivery dates. The COR is not authorized to change any of the terms and conditions of the resulting order. The COR monitors all technical aspects of the contract and assists in contract administration. The COR is not authorized to obligate the Government. If the work is not written in the contract, the COR is not authorized to request new work. The COR is authorized to perform the following functions:

assure that the Contractor performs the technical requirements of the contract, perform inspections necessary in connection with contract performance, maintain written and oral communications with the Contractor concerning technical aspects of the contract, issue written interpretations of technical requirements, including Government drawings, designs, specifications, monitor Contractor's performance and notifies both the Contracting Officer and Contractor of any deficiencies, coordinate availability of Government property, and coordinate site entry of Contractor personnel.

PART 2

DEFINITIONS & ACRONYMS

2. Definitions and Acronyms

2.1 Definitions: Although not inclusive of every term used within this PWS, the following provides a list of definitions used throughout this PWS and commonly used in the acquisition field.

Contracting Officer – means a person with the authority to enter into, administer, and/or terminate contracts and make related determinations and findings on behalf of the Government.

Note: The only individual who can legally bind the Government.

Contracting Officer's Representative (COR) – As defined in DFARS 202.101, means an individual designated and authorized in writing by the Contracting Officer to perform specific technical or administrative functions. DoD Instruction (DoDI) 5000.72, Part II Definitions states the following when defining a COR: “Defined in subpart 202.101 of Reference (f). Any individual delegated responsibilities pursuant to subpart 1.602-2 of Reference (e), regardless of local terminology, must be certified in accordance with this instruction. For example, local terminology can be COR, Contracting Officer’s technical representative, technical point of contact, technical representative, alternate COR, administrative COR, assistant COR, line item manager, task order manager, quality assurance personnel, quality assurance evaluator, or COR management.” In addition, Army Regulation 70-13, Chapter 2, paragraph 2-2g, states, in part, the following when providing other surveillance support personnel to assist the COR when needed, “…These other surveillance support personnel may serve as on-site representatives of the COR in performance of actual contract surveillance if they meet all COR requirements and have been appointed by the Contracting Officer as alternate CORs.”

Contractor – means a supplier or vendor awarded a contract to provide specific supplies or service to the Government. The term used in this contract refers to the prime.

Contractor-acquired Property - means property acquired, fabricated, or otherwise provided by the Contractor for performing a contract and to which the Government has title.

Day – means, unless otherwise specified, a calendar day.

Deliverable – means anything that can be physically delivered, but may include non-manufactured things such as meeting minutes or reports.

Government Property - means all property owned or leased by the Government.Government property includes both Government-furnishedand Contractor-acquired property. Government property includes material, equipment, special tooling, special test equipment, and real property.

Government property does not include intellectual property and software.

Quality Assurance – (or Government contract quality assurance) means the various functions, including, inspection, performed by the Government to determine whether a Contractor has fulfilled the contract obligations pertaining to quality and quantity.

Quality Control – means all necessary measures taken by the Contractor to assure that the quality of an end product or service shall meet contract requirements.

Statement – means the specific results-based activities required to satisfy HLOs. A statement contains a result, the context of the statement, and the required action(s). Statements focus on “what” is to be accomplished; however they are not prescriptive in describing “how” the outcome is to be achieved. Each HLO may have several statements to flesh out the areas necessary to meet the objective. Statements are similar to Level 3 in a Work Breakdown Structure.

Subcontractor – means one that enters into a contract with a prime Contractor. The Government does not have privity of contract with the subcontractor.

Work Day - The number of hours per day the Contractor provides services in accordance with the contract.

Work Week - Monday through Friday, unless otherwise specified.

2.2 Acronyms: Although not inclusive of every term used within this PWS, or that may be included in an acquisition, the following provides a list of acronyms commonly used in the acquisition field.

3. Government Property and Services

3.1 Services: The Government will not provide any Government Property or Services.

PART 4

CONTRACTOR FURNISHED ITEMS AND SERVICES

4. Contractor Furnished Property and Services

4.1 General: The Contractor shall furnish all labor, supplies, equipment, tools, and services required to perform work under this contract.

PART 5

SPECIFIC TASKS

5.1 Basic Services: The Contractor shall obtain the necessary services, software, and hardware to complete the build, delivery and set up as outlined in this PWS.

5.2 Tasks: Specific tasks consist of the following for the Conductor and Locomotive Engineer and Training Simulators (CLETS):

5.2.1 Contractor shall provide, for the Locomotive Simulator, the following items in 120 days from the contract award date.

5.2.1.1 Locomotive Simulator License.

5.2.1.2 USATSCH Branding- Rules and Standards for GP-10 120 tons.

5.2.1.3 Full size Control Stand.

5.2.1.4 Full motion seat.

5.2.1.5 Locomotive simulator PC hardware.

5.2.1.6 Trainer station hardware package.

5.2.1.7 Setup and training (ensuring total system function after completion of work). The contractor shall send team members to the US Army for on-site support, training, and set up of the simulation equipment. The contrtactor shall send team members to Fort Eustis for 3 full days of on-site support, training, and set up of the simulation equipment. During that time, the contractor will provide multiple “train the trainer” sessions with the US Army teachers and staff.

The contractor shall also provide 30 hours of virtual guided training sessions and support.

5.2.2 Contractor shall provide, for the Conductive Simulator, the following items 120 days from the contract award date.

5.2.2.1 Conductor Simulation License.

5.2.2.2 USATSCH Branding- Rules and Standards for GP-10 120 tons.

5.2.2.3 Conductor simulation hardware.

5.3 Salient Characteristics: Train based events trigger an undesirable or unexpected event that requires the trainee to react appropriately. The events can either be triggered at the car or locomotive level based on the appropriate real-world trigger. Consisting of:

5.3.1 Power Efficiency

5.3.1.1 Power Efficiency: A 12% reduction in traction motor efficiency for selected locomotives.

5.3.1.2 Adhesion Efficiency: A 35% reduction in adhesion efficiency globally.

5.3.1.3 Train Brake Efficiency: A 10% reduction in train brake efficiency globally.

5.3.1.4 Brake Pipe Leak: The selected car/loco suffers a break pipe leak at a specified rate.

5.3.1.5 Undesired Release: The selected car/loco suffers an undesired release.

5.3.1.6 Undesired Emergency: The selected car/loco suffers an undesired emergency.

5.3.1.7 Dynamic Brake Failure: The locomotives in the simulation consistantly losing their dynamic brakes.

5.3.1.8 Coupler Strength: The selected car/loco has its coupler strength altered.

5.3.1.9 Brake Pipe Blocker: The selected car/loco suffers a break pipe blockage at a specified rate.

5.3.1.10 Brake System Reset: The entire brake system is set to initial conditions.

5.3.2 Track based events are triggered by the train passing over a location in the track.

Consisting of:

5.3.2.1 Placeable: Places an object on or near the track at set rotation and distance.

5.3.2.2 Static Train: Places a static train object on the track.

5.3.2.3 Moving Train: Places a moving train on the track moving at a specified speed/direction.

5.3.2.4 Multimedia Box: Plays a video/audio, shows an image/text, text to speech.

5.3.2.5 Set Signal: Set a signal state.

5.3.2.6 Set Switch: Set a switch direction

5.3.2.7 Train Events: Laid out in 5.3.1

5.3.2.8 iExam Call: Pause sim and call a CBT event via iExam.

5.3.2.9 Positive Train Control: Events for use with PTC enabled scenarios.

5.4. Deliverable Reports.

5.4.1. The contractor shall prepare and deliver reports to the COR as per contract requirements.

5.4.2. Site Acceptance Checklist. The Site Acceptance Checklist shall include:

5.4.2.1. Software will be deemed to be accepted by the US Army upon notification by the contractor of delivery to secure FTP site. The Licensed Software will be delivered to the US Army on a secure FTP site. The Licensed

5.4.2.2. The hardware will be deemed to be accepted by the US ARMY upon successful notification of shipment of material by the contractor.

5.4.2.3. Basic customization will be deemed to be accepted by the US Army upon notification by the contractor of code delivery.

5.4.2.4. Basic customization of locomotive skins will be deemed accepted by the US Army.

The contractor shall place the US Army paint scheme onto a locomotive in the software program. The US Army logo shall also be added to the loading screens.

5.4.2.5. The training and support will be deemed accepted by the US Army upon successful notification of completed training by the contractor.

5.4.3. Quality Control Plan as outlined in PWS Section 1.4.1.
