Performance Work Statement Geotechnical and Structure Laboratory

Limestone Drill Hole Installation

1. BACKGROUND

The U.S. Army Corps of Engineers, Engineer Research and Development Center (ERDC), is conducting experimental research on in-situ charge detonation scenarios in specific limestone material. This work is being conducted as a part of ERDC’s military engineering Survivability and Protective Structures research area; the program specifically supports research initiatives with funding through headquarters of the U.S. Army. As a part of the research, ERDC is required to conduct multiple mission-based experiments that necessitate specialized support in terms of range operations and communications systems.

2. SCOPE

A Firm Fixed Price, Indefinite Delivery Indefinite Quantity (IDIQ), contract is anticipated to accomplish this work. Upon task order request, the contractor will be responsible for access to limestone quarry and all labor and equipment necessary to provide the required testing support outlined in this performance work statement.

3. CONTRACTOR’S RESPONSIBILITIES

Testing shall be conducted in-situ, therefore access shall be provided to quarry with Dolomite with no other geo-material veins in the area and a porosity of 15%.

Multiple experiments will be conducted to evaluate different charge configurations and depths in up to six different iterations. The geometry of the later iterations will be selected based on the results of the first experiments.

For each experimental research effort, the contractor will provide an in-situ test location with charge and witness holes drilled in specific configurations. The methods and means by which the holes are drilled is the contractor’s responsibility. Contractor will provide specific services that are required for the project support including a snake-style camera for viewing downhole features both pre- and post-detonation, test setup and execution, site maintenance and repair as defined by field requirements and damage done during experimentation.

4. MATERIALS AND EQUIPMENT

The contractor will provide necessary equipment and supplies to complete each task. Drill hole geometry and charge characteristics will be defined according to prior test results. Generally, the requirements will include up to six witness holes surrounding a center charge hole at varying distances.

5. DELIVERABLES

The primary deliverable associated with this effort is the drilling of charge and witness holes in specific configurations as identified for each task. Visual inspection footage from the down-hole snake camera collected pre- and post-detonation will be provided to the Government in the as-collected format, no data manipulation or processing will be required.

Multiple testing windows several months apart where the previous test results can be analyzed and applied to the next iteration of testing will be required. This timeframe includes experimental setup at the test site, execution, data collection, and test item recovery.

6. SECURITY AND SAFETY

The baseline certification as stipulated in DoD 8570.01-M must be completed upon contract award.

7. MISCELLANEOUS RESPONSIBILITIES OF THE CONTRACTOR.

Any and all information pertaining to the execution of this work shall remain the property of the Government, and the Contractor shall not share or otherwise disseminate this information with any other organization.

8. PLACE OF PERFORMANCE/PERIOD OF PERFORMANCE.

The work will be performed at the contractor identified quarry. The IDIQ will have an ordering period of two years.

The estimated timeframe for each task is approximately 2 weeks. This timeframe includes experimental setup at the test site, drilling, test execution, data collection, and clean up.
