About this file

This document is a Performance Work Statement (PWS) for an extended maintenance service agreement for two Licox Brain Tissue Oxygen Monitoring Systems owned by the Naval Medical Research Unit San Antonio (NAMRU-SA).

The PWS states that NAMRU-SA requires an annual extended maintenance service agreement to ensure the reliability and validity of the data collected using these systems, which are critical to their research in trauma and controlled-hemorrhagic shock. The required services include annual preventive maintenance, calibration, 24/7 technical support, and the provision of a loaner device when needed. The period of performance is a 12-month base period, followed by two 12-month option periods for one monitor, and a 12-month base period for the second monitor.

The related federal contract opportunity is a sole-source acquisition from Integra Life Sciences Corporation, the manufacturer of the Licox systems. The contract will support NAMRU-SA's research projects with minimal disruption. The period of performance is 29 Sep 2024 to 28 Sep 2025.

NAVAL MEDICAL RESEARCH UNIT SAN ANTONIO

PERFORMANCE WORK STATEMENT

FY ‘24 Page 1

Extended Maintenance Service Agreement for Licox Brain Tissue Oxygen Monitoring System

1. Scope of Work The Naval Medical Research Unit San Antonio (NAMRU-SA) is currently conducting research in trauma and controlled-hemorrhagic shock, with model development animals undergoing catastrophic events in cognitive function. Brain injury due to inadequate blood flow and only partial supply of oxygen to the brain is known as brain hypoxia. By utilizing monitoring systems of brain tissue oxygenation NAMRU-SA can characterize and better understand the hypoxic events of trauma and hemorrhagic shock, provide the early warning signs of neurologic function, and allow for therapeutic intervention. Currently, NAMRU-SA owns two Licox Brain Tissue Oxygen Monitoring Systems which can provide these in-house measurement capabilities. To maintain the proper functionality and performance of the equipment, the monitor requires an extended maintenance agreement to ensure the reliability and validity of resulting data.
