PWS 1.0 Background on the Government’s Requirement

The Bureau of Land Management Bakersfield Field Office requires a contractor to provide pumping and cleaning services to vault type toilets and additional portable toilets as needed at various locations in the Kern River Valley region, including the

Keyesville Special Recreation Management Area (SRMA) and Southern Sierra Recreation Sites at Walker Pass, Chimney Creek, and Long Valley Campground. The purpose of this contract is to maintain sanitary facilities for use by visitors to the listed BLM recreational areas that meet prescribed standards for cleanliness and hygiene.

PWS 2.0 General Scope of Work

Public use of the recreation areas in Keysville and the rest of the Kern River Valley continues to increase. The BLM requires not only scheduled vault toilet cleaning and pumping service, but also cleanings or pumping on an on-call basis dictated by fluctuations in public use or other factors that are difficult to predict.

Deliverables:

1) Contractor shall pump out and maintain proper water levels in the vaults, clean the interiors of vault toilets, and restock toilet paper and other consumables as requested on the schedule indicated in Table 1 below.

Cleaning the interiors will include washing floors, toilets, and regularly touched surfaces including door handles and balance bars. Cleaning will also include the removal of any visible material on the interior walls.

Pumping service shall be provided a minimum of once a year for locations in Keysville and at Walker Pass. Pumping shall be done through the exterior access portal if possible. Pumping removes human waste from the vault and included adding water to maintain the proper functionality of the vault toilet. Additional service calls for pumping may be requested by the BLM.

Modifications of the pumping and cleaning schedule may be requested on a seasonally pre-scheduled basis and as needed by the BLM—including additional cleanings on summer holiday weekends and reduced cleaning during the low use winter season.
