About this file
This document is a Performance Work Statement (PWS) for soil sampling along a 22,000 linear foot JP7 fuel line at Beale Air Force Base in California. The scope of work includes delineating wetlands intersecting the fuel line, obtaining soil samples every 20 linear feet along the line, and analyzing the samples for jet fuel, BTEX, naphthalene, and MTBE. The contractor must provide a wetland shapefile and a dataset of the soil sampling findings to the government. The contract will only cover the soil sampling effort, as other JP7 line closure activities such as draining, cleaning, and filling the line will be performed by a separate contractor. The key deliverables are the wetland shapefile due prior to soil sampling, and the soil sampling dataset due within 15 workdays after the sampling is complete. Security requirements such as base access and vehicle operation are also outlined.

PERFORMANCE WORK STATEMENT
BEALE AIR FORCE BASE, CA
JP7 LINE CLOSURE SOIL SAMPLING
1.0 BACKGROUND AND SCOPE
1.1 Background: During a construction project on the base’s flightline a contractor encountered an abandoned, underground fuel line that was not in the base’s GIS records. Base personnel determined that this line is part of an older JP7 line that was closed in the 1990’s. Please see the attached enclosure for details on the distribution and status of the JP7 lines on base.
Several portions of the line were not officially closed with the state (yellow lines in the attached figure). Approximately 22,000 feet of the JP7 line was drained, filled with Nitrogen, capped and given cathodic protection to preserve for future use.
More recently, one of the valves on the capped portion of the JP7 line was damaged, likely during ground maintenance operations. Subsequent investigation revealed that water had infiltrated the line. Base personnel obtained samples from low points along the pipeline and confirmed the presence of water and residual JP7 fuel.
The sections of pipeline colored yellow in the attached figure need to be closed with the State of California. The State has several requirements for closure of underground fuel storage equipment. These requirements are outlined in California Health & Safety Code, Chapter 6.7, Section 25292, California Code of Regulations, Title 23, Division 3, Chapter 16, Section 2672, and UFC 3-460-01, Chapter 14, and include:
1. draining fuel
1. pigging
1. cleaning
1. filling any lines to be abandoned in-place with inert solid
1. soil sampling every 20 linear feet along any line to be abandoned in-place
1. remediation of any contamination detected through soil sampling
Items (1) – (4) above will be completed by a separate Defense Logistics Agency funded government contractor. Items (5) and (6) must be completed by the base. This contract will only address item (5) above.
1.2 Scope: The Contractor shall provide management, labor, and materials to conduct soil sampling for jet fuel along the 22,000 linear feet of JP7 line on Beale AFB, CA outlined in Enclosure 1 in accordance with State and Federal requirements.
2.0 SPECIFIC REQUIREMENTS
1. Wetland delineation. The JP7 line runs under several sections of wetlands. Wetland features that intersect the JP7 line shall be delineated, marked and mapped for the base’s GIS database. A shapefile of all wetlands shall be provided to Beale AFB Environmental for verification. The contractor shall coordinate with Beale AFB Environmental to conduct a site walk of the wetland delineation areas. Upon receipt of approval from Beale AFB Environmental, vehicle entry and egress routes, and soil sampling locations shall be clearly marked to avoid damage to wetlands. Weight dispersing mats may be required for traversing sensitive areas. These areas will be identified by Beale AFB Environmental during the verification site walk.
1. Soil sampling. The contractor shall use a small diameter auger (not to exceed 4”) to obtain soil samples below the bottom elevation of the JP7 pipeline, as close to the pipeline as possible, every 20 linear feet along the entire length of the identified sections. Boreholes shall be back-filled with a bentonite slurry to the depth of the hole, with the top 24” filled with native soil. Soil samples shall not be obtained from within 30 feet of the marked wetland areas. Soil samples shall be georeferenced, including latitude, longitude, sample ground elevation, and sample depth in inches. Samples shall be analyzed for
1. jet fuel using EPA method 8015B
1. BTEX, naphthalene, and MTBE using EPA method 8260B/C
1. Sampling for jet fuel using EPA method 8015B shall be calibrated to detect JP7 fuel based on a standard obtained from the JP7 line. This standard sample shall be provided to the contractor upon request prior to soil sample analysis.
1. Dataset. The contractor shall provide the base with a complete dataset of the findings from the soil sampling in tabular format, including geographic and elevation data as columns in the dataset. The contractor shall also supply the original laboratory results as documentation to the base for reference.
3.0 DELIVERABLES
Deliverable
PWS Reference
Due Date
Wetland Shapefile
2.0
The Contractor shall submit a wetland shapefile of all wetlands to Beales Environmental team and Project Manager upon completion of the wetland delineation and prior to commencement of soil sampling.
Dataset of findings
2.0
The Contractor shall submit a complete dataset of findings from the soil sampling to Beales Environmental team and Project Manager within 15 workdays after services are complete.
4.0 USE OF INFORMATION
The information and materials collected by the Contractor, Subcontractors, or Associates during the performance of this Project shall become the property of the Government. The information and materials shall not be used by the Contractor, Subcontractors, or Associates for any purpose other than the performance of this Project without written consent of the Government.
5.0. SECURITY REQUIREMENTS
Physical Security: The Contractor shall be responsible for safeguarding all Government property provided for Contractor use. At the close of each workday, Contractor shall be responsible for safeguarding and securing all Government property, facilities, equipment and materials available for Contractor use.
Pass and Identification Items: The Contractor shall obtain the pass and identification items required for contract performance. At a minimum, security checks shall be obtained by the Contractor for base access and to operate a vehicle on base.
Traffic Laws: The Contractor shall comply with base traffic regulations.
Weapons Firearms and Ammunion: Contractor employees are prohibited from possessing weapons, firearms, or ammunition on themselves or within their Contractor-owned vehicle or privately owned vehicle while on Beale AFB.
6.0. CONTRACTOR MANPOWER REPORTING
The contractor shall report all un-loaded direct labor hours and unburdened direct labor dollars required for performance of services provided under this contract. After the prime contractor has reported its data, subcontractors are required to report their information. The prime contractor has overall responsibility for ensuring subcontractors enter their respective data. The contractor must completely fill in all required data fields.
For FY20 and beyond, contractors will report manpower data relating to the performance of services contracts in the System for Award Management (SAM). The secure data website (htp://www.sam.gov) is the collection point for this information. User manuals are available at the SAM website. Contractors may direct questions to the SAM help desk.
Reporting: Reporting inputs will be for the direct labor executed during each Government fiscal year (FY), which runs 1 October through 30 September.
1. While inputs may be reported any time during the FY, all data for the FY shall be reported no later than 31 October of each calendar year.
2. The contractor shall notify the contracting officer via e-mail when all prime contractor and subcontractor input is complete.
Uses and Safeguarding Information: Information from the secure web site is proprietary in nature when the contract number and contractor identity are associated with the direct labor hours and direct labor dollars. At no time will any data be released to the public with the contractor’s name and contract number associated with the data.
