Performance Work Statement (PWS)

Preventative Maintenance Service Agreement Contract for a JEOL JEM-2100F Transmission Electron Microscope (TEM)

29 September 2021 C.1 Background

In support of its mission and customer programs, the Weapons and Materials Research Directorate (WMRD) of the U.S. Army Research Laboratory (ARL) relies upon a transmission electron microscope (TEM) instrument manufactured by JEOL USA, Inc. (JEOL). This is a highly complex instrument whose hardware and software require periodic and routine maintenance, as well as emergency repair, in order to remain fully operational and meet the original performance specifications as defined in the original procurement documents. The current service contract is set to expire on 25 October 2021 and it is important to have no break in coverage of the instrument in order to avoid having repairs that must be paid out-of-pocket (requiring lengthy periods of inoperability), avoid costs associated with recertifying the instrument performance, and re-covering the field emission electron source. The preventative maintenance agreement contract that is requested will be for a one (1) year base service contract with two (2) option years to maintain its performance.

C.2 Objective

The objective of this request is to obtain a new service contract that allows the continued, uninterrupted, comprehensive preventative maintenance contract of the JEOL JEM-2100F TEM and prevent any lapse in coverage by acquiring a one (1) year preventative maintenance agreement service contract for this instrument from JEOL USA, Inc., 11 Dearborn Rd, Peabody, MA 01960 to go into effect by 27 OCT 2021 with two (2) option years to follow.
