SERVICE DESCRIPTION

1. Scope of Work: The Contractor shall provide all equipment, tools, and diagnostic equipment and consumables required for this PWS and will be responsible for providing unique equipment not able to be provided by the base for the installation of an intrusion detection system securing a suite of rooms in building 1558 for the 89 CS. The contractor shall work with the base Fixed Site Sustainment (FSS III) contractor, Security Forces personnel, and the base cable maintenance to connect/test the newly installed system to the Base Defense Operations Center (BDOC).

1.1. The contractor shall submit a detailed list of parts and a proposed layout complete with coverage circles of sensors prior to purchase to the 316th Security Support Squadron, Electronic Security Systems office and shall only select parts from the most current Air Force Approved Equipment Listing (see Appendix). The contractor shall provide an extended 1-year warranty for all parts used in the execution of this PWS, to begin on the date of acceptance by the user. The contractor shall not purchase parts prior to receiving approval from the above agency.

1.2. The contractor shall provide up to date operation and maintenance manuals to the Government for all installed equipment.

1.3. The contractor shall provide testing procedures and test sheets to the Government prior to Government acceptance of the system.

1.4. The contractor shall provide “As Built” drawings to the Government upon completion of the installation. The contractor shall present drawings to the Government in both hard and soft copies. Soft copies are preferably in Microsoft Visio or in a format acceptable to the Government.

1.5. The contractor shall perform verification testing with a Government representative upon completion of the installation. The contractor shall conduct comprehensive testing of every component and feature in order to demonstrate acceptable system performance to the Government. This section discusses system testing and ownership acceptance procedures.

1.5.1. Test Documentation and Acceptance Forms: The contractor shall prepare a test plan along with detailed test procedures and submit these to the Government for approval prior to testing.

1.5.2. Maintenance and Sustainment Plan: The contractor will develop a maintenance and sustainment plan for government approval based on the requirements during the extended 1 year warranty.

1.5.3 Pre-Test Walkthrough: A pre-test walkthrough shall be performed just prior to the start of the final acceptance testing. This allows the final acceptance test to go smoothly and prevents mishaps and additional testing. The walkthrough also provides a good opportunity to check installation workmanship and validate equipment types and quantities against the design requirements.

1.6. Training: The contractor shall provide administrator and operator training. Typically, several training sessions with a minimum of one per work shift shall be provided. Upon training completion, the administrator must be able to unilaterally make additions or deletions to the ACS database.

1.7 Grounding, Bonding, and Lightning Protection: All equipment and cable shields shall be connected to station ground Refer to UFC 3-520-01 Interior Electrical Systems, UFC 3-575-01, ANSI/TIA J-STD-607, NFPA 70, NFPA 780, and MIL Std 188-124B and MIL-HDBK-419 as applicable.

1.7.1 Cable Type: Data communication signals are sensitive to changes in capacitance and resistance associated with different cable types. Digital “1s” and “0s” trigger on sharp LRC (inductance, resistance, and capacitance) time constants. The contractor shall specify low capacitance cable and sufficient twists per foot that meet industry standards.

1.7.2 Surge Protection: The contractor shall provide surge protective devices for all systems identified in NFPA 780. Refer to UFC 3-520-01 for the requirements.

1.7.3 Electromagnetic Interference (EMI): Interference can be introduced to unprotected communication lines that are in close proximity to electrical power wiring, radio frequency sources, large electric motors, generators, induction heaters, power transformers, welding equipment, and electronic ballasts. The contractor shall provide protection from EMI includes avoiding the sources of the interference by physical separation or shielding wire lines by means of specialty wiring (coaxial, twisted shielded (foil) pairs, and metal sheathed cables), and metallic conduit systems. The contractor shall perform EMI testing/scanning and document the presence/non-presence of Electromagnetic Interference (EMI) as part of the acceptance test plan.

1.7.4 Tamper Protection: The contractor shall provide tamper protection for enclosures and components.

1.7.5 Cable Routing: All conduit and cabling associated with the system shall be installed within the perimeter of the protected area to the greatest extent possible. A communications link from a protected area to a central monitoring system is an obvious exception to this guideline. Any cabling leaving the suite shall be physically protected using metal conduit or electronically protected using encryption.

1.7.6. Raceway: All conduit, wireway, and raceway must meet the requirements of NFPA 70. Conduit runs must have a maximum of three 90-degree bends or any combination of bends not-to-exceed 270 degrees.

1.7.7. Labeling: Contractor shall label all cables at origination, termination, entry into and exit from enclosures with permanent labels identifying point of origin and point of termination.

1.7.8. Shielding: When required, shielded cable must only be grounded at one end, typically back at the local security panel to prevent open loop grounds

2. MAINTENANCE: The contractor shall provide a one-year warranty of the product installed. If a discrepancy requires more than 1 day to correct, the Contractor shall notify the designated Government representative and provide recommendations and an estimated completion date/time (ECD/ETC) to correct the discrepancy. The Contractor shall date and document results and make reports available to the Government.

1.6. Exiting IDS Equipment: The contractor shall remove and dispose of any existing IDS system equipment/sensors including the wiring from within the suite back to the controller equipment.

2.1. ROUTINE SERVICES: Routine services are repairs that are reported, scheduled and performed during duty hours. The contractor shall perform repairs to return an existing system or component to full operating condition. The contractor shall document discrepancies and corrective action(s) taken to correct the discrepancies. This information shall be made available to the designated Government representative. When requested by the government, the contractor shall provide equipment hookup to the existing monitoring system, startup and/or shut down, service outage for restoration or other similar work resulting from modifications to a building or system. Upon notification of a routine service requirement by the designated Government representative, the contractor shall report no later than 24 hours after notification. The contractor shall complete routine services within 48 hours of notification unless a waiver is granted by the Government. If the contractor is unable to complete services within required time period, by the designated Government representative shall be immediately notified and additional arrangements made to accomplish the required service as soon as possible. Contractor shall maintain documented status reports of each incident and make the documentation available to the Government upon request.

2.2. EMERGENCY SERVICES: Emergency services are calls initiated after normal duty hours. Normal duty hours are 7:30 am to 4:30 pm Monday through Friday. The contractor shall report as directed no later than 12 hours after notification to include holidays and weekends, and shall continue work until the system has been restored. The contractor shall attempt to complete routine services within 24 hours of notification. If Contractor is unable to complete services before the start of the next business day, the designated Government representative shall be notified by 10:00 am, next business day and make additional arrangements made to accomplish the required service as soon as possible. Contractor shall maintain documented status reports of each incident and make the documentation available to the Government upon request.

2.3 REPAIR/REPLACEMENT ACTIONS: Upon completion of any repair/replacement actions, the contractor shall ensure that the system is restored to its original functionality, and provides 100% annunciation per performance criteria defined in AFI 31-101, the Siting Guide ESE-SIT-0001, and the OEM manual. After IBDSS repair, SF personnel must oversee a contractor-conducted functional test including a test of each received alarm point and any type of alarm that may have been affected by the maintenance action.

2.4 ROSTER UPDATES: The Contractor shall immediately submit a complete and updated roster of all personnel of contact (POC) when any personnel changes have been made. Badges of personnel no longer employed by the Contractor shall be returned to the designated Government representative immediately but no later than the beginning of the next business day after the termination of employment.

CHAPTER 2

Government Furnished Property and Services.

2.1. UTILITIES: The Government will furnish basic utilities necessary to perform maintenance. The Government will provide an Uninterrupted Power Source and generator back-up to the contractor.

2.2. POLICE AND FIRE PROTECTION: The Government will provide police and fire protection.

2.3. MEDICAL: The Government will provide emergency medical service for contractor employees injured while performing work on this installation.

CHAPTER 3

General Information

3.1. EMPHASIS ON GOVERNMENT AUTHORIZED REPRESENTIVE: Any work performed under this contract that is not authorized by the Contracting Officer is done at the Contractor's own risk and responsibility.

3.2. INDIVIDUAL POINT OF CONTACTS: The Contractor Shall Provide to the Contracting Officer or the designated Government representative A Toll Free Or Local Means Of Communication By Which To Be Contacted During And After Normal Duty Hours (I.E., Cell Phone Number) To Meet The Required Timelines As Noted In This PWS.

3.3. NORMAL DUTY HOURS: Normal duty hours are from Monday through Friday, 0730 to 1630 EST.

3.4. GOVERNMENT HOLIDAYS: New Year's Day, Martin L. King, Jr. Day, President's Day, Memorial Day, Independence Day, Columbus Day, Thanksgiving Day, Veteran's Day, Christmas.

3.5. SECURITY REQUIREMENTS: All personnel employed by the Contractor in the performance of this contract, or any representative of the Contractor entering the Government installation, shall abide by all security regulations of the installation. The Contractor shall sign an agreement stipulating the security requirements of this contract.

3.6. CRIMINAL BACKGROUND CHECK REQUIREMENT: The Government will conduct criminal background checks on individuals providing services under this contract, using the procedures set forth in Department of Defense Instruction 1402.5 dated 19 January 1993. Background checks will be based on fingerprints of individuals obtained by a Government law enforcement officer and inquiries conducted through the Federal Bureau of Investigation (FBI) and state criminal history repositories. All personnel working on the contract shall have a top-secret security clearance. Individuals shall provide proof of the background check to the AF/Unit Security Manager. Documents required for proof of background check includes a FBI fingerprint check and State criminal history check.

3.7. PHYSICAL SECURITY: The Contractor shall be responsible for safeguarding all Government property provided for Contractor use. At the close of each work period, all Government facilities, equipment and materials shall be secured. The Contractor is responsible for safeguarding all government property provided for contractor use.

3.8. CONDUCT: The contractor shall be responsible for the actions of any of their employees or who are working at any location as required by this contract.

3.9. WEAPONS: Weapons of any sort are not authorized on Joint Base Andrews, this includes, pistols, shotguns, assault rifles, rifles, knifes, swards, nunchaku brass knuckles, or any other instrument designed with the sole purpose to injure or maim. Combination tools such as Leatherman and small pocket knives with folding blades less than four inches are authorized if used in the performance of duty. If there are any questions concerning an authorization of an item the contractor shall verify with NCOIC at Andrews AFB Visitor Control Center prior to transporting the item on the installation. Those found in violation of directives are subject to apprehension, criminal charges and debarment from the installation.

3.10. ILLEGAL/CONTROLLED SUBSTANCE: The U.S. federal government is the most vocal opponent of the drug industry and it has set the de facto international standards regarding the legality and illegality of different drugs. Illegal controlled substance and narcotics are not authorized on Andrews AFB what so ever, controlled substances may not be transported on the installation via vehicle or on an individual’s person, i.e., marijuana/Cannabis, cocaine, crack cocaine, LSD, Methamphetamine (Meth), Heroin, Anabolic steroids, Psilocybin mushrooms, are some examples of forbidden substances (this list is not all inclusive). Prescription medications are authorized for the person the medication is issued; however, the medication must not be expired and the label must clearly indicate the name of the person the medication is issued to. Otherwise, the prescription medication may be deemed illegal by law enforcement officials. Those found in violation of directives are subject to apprehension, criminal charges and debarment from the installation.

3.11. BASE PASSES: A base identification card/vehicle pass shall be obtained for all employees including any subcontractor involved in the performance of this contract. It is the intent of the government that each employee has possession of his pass at all times while working on this contract. The Contractor shall be responsible for the return of any pass when employment and/or the contract is terminated. Lost or stolen passes shall be reported immediately to the designated Government representative and/or contracting officer with a written follow up to the contracting officer within 72 hours.

3.12. PHYSICAL SECURITY: The Contractor shall be responsible for safeguarding all Government property provided for Contractor use. At the close of each work period, all Government facilities, equipment and materials shall be secured. 3.13. SPECIAL QUALIFICATIONS: All contractor personnel shall be experienced in the installation, tuning, and programming of DoD security systems and Electronic Security Systems. All contractor personnel shall demonstrate a minimum of three years of documented experience for the types of systems. The contractor shall be experienced in underground power line installation with conduit. The contractor will be utilize “Best Commercial Practices” and adhere to American National Standards (ANSI) publications.

3.14. Contractor Resumes: The contractor shall submit resumes of personnel working this project to the designated Government representative demonstrating the experience required in Paragraph 3.13.

3.15. SECURITY AGREEMENT: Contractors’ must sign an agreement stipulating the security requirements of this contract. All personnel employed by the Contractor in the performance of this contract, or any representative of the Contractor entering the Government installation, shall abide by all security regulations of the installation. Individuals providing services under this contract are subject to background checks IAW Department of Defense Instruction 1402.5 dated 19 January 1993.

3.16. ENVIRONMENTAL COMPLIANCE: The Contractor shall comply with all applicable federal, state, and base environmental regulations. The Contractor shall notify the CO or designated Government representative prior to transporting or using hazardous materials on Joint Base Andrews and submit a completed AF Form 3952 (Chemical Hazardous Material Request/Authorization) to the CO/ designated Government representative prior to doing so.

3.17. PARTNERING: The Contractor shall cooperate with the Government in performing all services identified in this performance work statement to jointly ensure timely and successful execution of this contract. The focus for all parties should be to maintain life safety of all facilities.

Routine Services: Includes testing, any Preventive Maintenance described in the equipment manuals, minor outages, and any additional tasks included in the Maintenance Plan Emergency Services: As described in the maintenance plan. With new equipment, the estimate of emergency call outs for the warranty period should not exceed two times.

In the event of a conflict between this document and the references cited herein, the more stringent requirement shall take precedence, unless directed otherwise by the Contracting Officer (CO). In the event of a conflict between this document and the basic Indefinite Delivery (ID)/ Indefinite Quantity (IQ) contract and/or task order, the contract or task order take precedence unless explicitly directed otherwise by the CO. Nothing in this PWS, however, supersedes applicable federal, state and local codes and regulations unless a specific exemption has been obtained.

Note: Dual-technology sensors can only be used in a vault, or secure room if the technologies operate in an

“OR” configuration (either the microwave or PIR sense an intruder). Therefore dual technology sensors are not recommended for this application.

PCU to be cased in lockable

NEMA enclosure located as determined by sites survey.

Contractor will install 1 ea

120V, 20A electrical circuit surge protected to equipment terminated inside the enclosure to a power strip.

Badge manager workstation and Admin workstation location TBD.

Badge manager workstation to be equipped with 22 inch flat panel monitor, video badging camera and, VBM signature pad, and ribbon cartridge badge printer or can be a laptop with the capability of interfacing with the keypad

Contractor to provide supply of printer cartridges and 100 each HID Prox RFID Cred. –

ISO Prox II cards.
