About this file
This document is a Performance Work Statement (PWS) for Blood Smear Sample Analysis Services. The objective is to conduct complete blood count and lymphocyte analysis on blood samples, with results verified by a certified pathologist.
The key requirements are: 1) Routine staining of blood smear samples (1,000 samples in base year and 650 in option year), 2) Microscopy examination of the stained samples by an ACVP-certified pathologist to classify lymphocytes, and 3) Consultation services (40 hours per year) to interpret the data, analyze biological/toxicological significance, and correlate with clinical observations. The period of performance is 12 months for the base period (10 Sep 2024 - 09 Sep 2025) and a 12-month option period (10 Sep 2025 - 09 Sep 2026). The services will be performed at the IDEXX BioAnalytics facility in West Sacramento, CA. The related federal contract opportunity is a sole source notice for these blood smear sample analysis and consultation services.

IDEXX Reference Laboratory offers a wide variety of sample analysis for veterinary and research settings.
C.2 Objective:
The objective of this effort is to conduct complete blood count and lymphocyte analysis on our blood samples, with all results verified by a certified pathologist.
C.3 Requirements:
C.3.1 The Contractor shall complete the following sample analysis services for classification of Lymphocyte Morphology on a Blood Smear:
C.3.1.1 Routine Staining of Blood Smear:
· Preparation and staining of blood smear samples to facilitate microscopic examination.

C.3.1.2 Microscopy:
· Examination of the stained blood smear by an American College of Veterinary Pathologist (ACVP)-certified clinical pathologist.
· Classification of lymphocytes into two (2) categories:
· Unremarkable: Lymphocytes with scant clear cytoplasm, a clumped chromatin pattern, and no visible nucleolus.
· Reactive or Atypical: Lymphocytes with morphology that deviates from "unremarkable" criteria, as described above.
· Notation of any lymphocytes exhibiting very unusual morphology.
C.3.1.3 Exclusions: The following analyses and assessments are not included in this service:
· Standard five-part differential leukocyte count
· Assessment of the erythron
· Assessment of the platelet mass and morphology
· Data interpretation beyond the classification of lymphocytes C.3.1.4 Calibration and Consultation:
· An initial pilot study for calibration between the Principal Investigator (PI) and the IDEXX clinical pathologist is recommended to ensure consistency and accuracy in the classification of lymphocytes.
· Consultation services for this calibration study are complementary and will be provided at no additional cost.
This detailed scope ensures that the specific needs for lymphocyte classification are met, while also providing a pathway for consistent and accurate results through the recommended calibration study.
C.3.2 The Contractor shall provide further consultation services (anticipated 40 hours per year base and option year one (1)) related to the experimental data sets, including (reference paragraph C.9.2):
