About this file
This document is a Performance Work Statement (PWS) for a preventative maintenance contract on a ThermoFisher iCAP Q/QNOVA Inter-Coupled Plasma Mass Spectrometry (ICP-MS) instrument at the Naval Medical Research Unit San Antonio (NAMRU-SA). The PWS states that the previous contract expires on 15-SEP-2024 and the government is seeking a one-year base contract with four 12-month option year renewals to provide over the phone and on-site support, including repairs, preventative maintenance, corrective maintenance, and equipment qualification for the ICP-MS instrument. The vendor must have the expertise to facilitate customer inquiries and provide support. The delivery location is NAMRU-SA in San Antonio, TX. The related federal contract opportunity is a sole source award to Thermo Electron North America LLC (ThermoFisher) for this preventative maintenance contract.

NAVAL MEDICAL RESEARCH UNIT SAN ANTONIO
PERFORMANCE WORK STATEMENT
FY ‘24 Page 1
ThermoFisher iCAP Q/QNOVA ICP-MS Preventative Maintenance contract
1. Scope of Work The Naval Medical Research Unit San Antonio (NAMRU-SA) requires a preventative maintenance contract on an as-needed basis. NAMRU-SA’s previous contract for a ThermoFisher iCAP Q/QNOVA Inter-Coupled Plasma Mass Spectrometry (ICP-MS) instrument (ECN: 099793; SN:
03597R) N32398-19-F-0315 expires 15-SEP-2024. It is suggested that the government supports a similar contract for one year (16-SEP-2024 to 15-SEP-2025) and four 12-month option year renewals.
The ICP-MS is an expensive and highly sensitive piece of lab equipment in need of monthly troubleshooting and yearly on-site preventative maintenance. For example, when the instrument is not used for over 30 days, the ICP-MS will fail to meet operational standards stored within the software and cannot be used to collect data until troubleshooting is performed. While trained personnel at NAMRU-SA can perform basic troubleshooting steps such as tuning, cleaning, and method development, replacement parts or a technician may be required if the instrument cannot be returned to operational standards. Accordingly, a purchasing contract is needed to procure the required maintenance services so that the lab’s equipment can be maintained.
2. Definitions and Terms Preventative maintenance is the act of performing regularly scheduled maintenance activities to help prevent unexpected equipment failures in the future.
3. Support Requirements The vendor should offer over the phone and on-site support which includes answering technical questions, repairs, preventative maintenance, corrective maintenance, and equipment qualification.
They should also provide annual preventative maintenance for the term that the system is under warranty. We also require that the equipment warranty service requests are targeted for service within 3 business days.
4. Additional Requirements/Qualifications The vendor selected for the contract of this Performance Work Statement must have the expertise required to facilitate customer inquiries and provide support.
5. Delivery Address Naval Medical Research Unit San Antonio 3650 Chambers Pass, Bldg. 3610 JBSA Fort Sam Houston, TX 78234 ATTN: John W. Simecek Phone: (210) 539-6246
