Performance Work Statement 377 ABW/XP (Plans and Programs)
System Maintenance, Kirtland AFB NM, Building 20604
POC:

Part 1
General Information
1. Program Overview: This is a non-personal services contract to provide system maintenance of audio/video and video teleconference (VTC) equipment and all its components for the 377th Air Base Wing, Plans and Programs (377 ABW/XP) Installation Command Center (ICC) at Kirtland Air Force Base, New Mexico. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. The contractor shall provide all labor, tools, parts, components, equipment, supervision and time/materials (labor only for non-warrantied equipment) necessary to perform the services required by this Performance Work Statement (PWS).
1.1. Minimum Specifications: The requirements contained herein are the minimum required specifications and features to be accepted under the resulting contract.
1.1.1. Equipment currently not under manufacturer warranty will be billed as material/time cost throughout the duration of the maintenance contract.

2. Background:
2.1. The audiovisual system used by 377 ABW/XP in building 20604 is an integral part of directing command and control of the 377th Air Base Wing.
3. Objectives/Requirement:
3.1. The Contractor shall provide maintenance for Audio Visual equipment critical to support the 377 ABW ICC secure conference room. Audio Visual systems are used to conduct presentations, teleconferences and audio/video point-to-point and/or multi-point meetings.
4. Scope of Work:
4.1. Services include system maintenance, troubleshooting, support and services for Emergency/Non-emergency on-call repairs and maintenance.
4.2. Maintenance: Quarterly maintenance checks plus any Break/Fix labor and support of equipment including trouble shooting/fault diagnosis and remediation of issues.
4.3. Equipment Loss or Damage: Any equipment damage caused by contractor during system maintenance shall be repaired or replaced at no cost to the Government.

5. Hours of Operations:
5.1. The Contractor is responsible for conducting business between the hours of 0800 - 1600 Monday thru Friday, except Federal holidays or when Government facilities are

closed due to local or national emergencies, administrative needs, or similar Government-directed facility closings.
5.2. Non-Emergency On-Call and Quarterly Preventive Maintenance:
5.2.1. Normal duty hours are from 0800 - 1600 with 24 hour response, excluding
Saturdays, Sundays, Federal Holidays and any other Government-directed closures.
5.3. Emergency On-Call: Expected availability of Emergency on-call service is 24 hours a day, 7 days a week with a 4-hour response. The contractor may be required to perform Emergency on-call work during periods other than normal duty hours/days.

6. Security Requirements and Base Access:
6.1. A local short term and long term pass issued by the 377th Security Forces Squadron (Kirtland Air Force Base Pass Request Form, see Attachment 2) is needed for contractors to access the base facility; the pass requires a criminal background check through the National Crime Information Center (NCIC). The contractor shall ensure the pass and identification items required for contract performance are obtained and current.
The process for background checks may take up to 10 business days. Once approved, contractor(s) must provide current driver's license, vehicle registration and auto insurance. This request is for contractor(s) whose scope of work may require 30 days or more assessment. For example, a pass for 30 days or more in a 90-day period cannot be used, and access will be denied after they have access on the facility for 30 days or more.
6.3 377 ABW/XP will make all arrangements to meet contractor at the Truman gate to obtain a visitors pass for Kirtland Air Force Base.
6.3.1. Current vehicle registration
6.3.2. Current Proof of Insurance
6.3.3. A valid and current Driver’s License for the driver
6.3.4. A valid and current Driver's License or other State Identification for any passenger(s) in the vehicle.
6.3.5. A Service request /order which includes the Air Force installation name, date of anticipated Service, and specific destination information.
6.4 All commercial trucks must enter through the contractor's gate located just before the intersection of Gibson and Carlisle. In accordance with Kirtland Air Force Base, base entry procedures must adhere to requirements mandated by Kirtland Air Force Base. Supplier shall coordinate with 377 ABW/XP and Base Security to gain permissions to access the base. Contractors will utilize the Truman gate. Once at the gate, the driver must be able to show:

6.2. Entry Gates and Times: Vehicles are subjected to vehicle search. Gate Hours are subject to change and contractor should contact security forces for hours.
7. Post Award Conference:
7.1. The Contractor agrees to attend any post award conference convened by the contracting activity or contract administration office in accordance with Federal Acquisition Regulation (FAR) Subpart 42.5.
8. Period of Performance:
8.1. Maintenance: The period of performance shall be accomplished during a period running 365 days from date of award. The period of performance will consist of FY 22, FY 23, FY 24, and FY 25.
9. Place of Performance:
9.1. The work is to be performed at building 20604 at Kirtland Air Force Base, NM.

10.3. The Contractor shall provide a Contract Manager who shall be responsible for the performance of the work.
Provide the actual periods of performance for the base and all option years.
PART 2 Performance Objectives
11.
11.1. Basic Services: The Contractor shall conduct the Quarterly System
Maintenance and any Break/Fix repairs and maintenance. Contractor personnel shall have working experience with Crestron Control Equipment, Clearone DSP, and Cisco Codec hardware and software systems.
11.1.1. Contractor personnel shall hold manufacturers certifications for Crestron
Control Equipment, Clearone DSP's, and Cisco Codecs. Technicians must hold Extron XTP-E certified, Crestron DMC-D-4K certified.
11.1.2. Contractor personnel must know the requirements and have working knowledge of the proper configuration for spacing separation (EMSEC/TEMPEST) between classified and unclassified networks and devices.
11.2. Quarterly System Maintenance: Contractor shall perform quarterly system maintenance for the conference room. Maintenance shall consist of the following:
11.2.1. Test Video and Audio
11.2.2. Check Crestron Error Messages, repair and clear errors to zero
11.2.3. Install any equipment that has been purchased due to failure
11.2.4. Check for any software updates and install
11.2.5. Troubleshooting (if needed)
11.2.6. Check and ensure all equipment is connected as intended
11.2.7. Dust all equipment, to include fans and venting, if required
11.3. On-Call Break/Fix:
11.3.1. On-call (physical presence or telephonic response) to system failure or malfunction for a total of 15 hours annually.
11.3.1.1. Emergency: Contractor will respond to a phone call within 1 hour and an email within 2 hours of notification to set up an appointment with the appropriate POC to resolve issue.
11.3.1.2. Non- Emergency: Contractor will respond to a phone call within 2 hours and an email within 24 hours of notification to set up an appointment with the appropriate POC to resolve issue. This is situationally dependent and the appropriate POC will determine the required physical presence response time
11.4. Work Area:
11.4.1. Contractor shall ensure all debris is cleaned off all work surfaces to include furniture and carpet.
11.5. Facility Protections:
11.5.1. During maintenance/installation the Contractor shall protect all furniture and building materials, to include carpet, existing within the space with industry approved protective coverings inclusive to painter’s drop cloth, moving blankets, plastic, or another suitable material. shall not use protective material that will leave any type of residual adhesive, print, outline or imaging on any furniture or building materials.
11.6. Damage to Facility:
11.6.1. The Contractor shall be liable for any damage to government property caused by the contractor or their representatives. The Contractor shall not perform the repairs to finishes but will hire a licensed General Contractor to perform the work at no cost to the government.

12. Definitions and Acronyms:
12.1. Definitions:
12.1.1. Contractor: A supplier or vendor awarded a contract to provide specific supplies or service to the Government. The term used in this contract refers to the prime.
12.1.2. Contracting Officer (CO): A person with authority to enter into, administer, and or terminate contracts, and make related determinations and findings on behalf of the Government. Note: The only individual who can legally bind the Government.
12.1.3. Deliverable: Anything that can be physically delivered and/or installed per this Scope of Work and associated attachments.
12.1.4. Quality Assurance (QA): The Government procedures to verify that services being performed by the contractor are performed according to acceptable standards.
12.1.5. Quality Control (QC): All necessary measures taken by the contractor to assure the quality of an end product or service shall meet contract requirements.
12.1.6. Subcontractor: One that enters into a contract with a prime contractor. The Government does not have privity of contract with the subcontractor.
12.1.7. Work Day: The number of hours per day the contractor provides services in accordance with the contract.
12.1.8. Work Week: Monday through Friday, unless specified otherwise.
