About this file
This Performance Work Statement (PWS) outlines requirements for hydraulic cylinder rebuild and machining services for U.S. Moorings in Portland, Oregon. The contractor must provide all personnel, equipment, tools, materials, and supervision to perform repair, rebuild, and machining services on multiple hydraulic cylinders: one gimbal hydraulic cylinder, two hopper door hydraulic cylinders, one overflow hydraulic cylinder, and one swell compensator cylinder.
The work includes machining services for two draghead gantry cylinders and one gimbal gantry cylinder, requiring rod eye thickness reduction from 4 inches to 3 inches and replacement of spherical bearings. All cylinders must undergo specific pressure testing (3,000 psi for most cylinders, 1,000 psi for swell compensator) and receive specified coating applications including epoxy primer and acrylic polyurethane finish coats. The work is being solicited as a firm-fixed-price contract under NAICS code 811310 with a $12.5 million size standard, set aside for small businesses. The contract is being administered by the Portland District Corps of Engineers, with performance requirements including strict quality control measures and security protocols for contractor personnel.
