HAUSER LAKE AREA GARBAGE REMOVAL
I. Performance Work:
Contractor shall supply all labor, equipment, and materials necessary for removal of solid waste refuse from BLM owned dumpsters at the following locations, all sites are located within sixteen (16) miles of Helena, Montana. The BLM reserves the right to place un-bagged solid waste into the dumpsters. The contractor shall perform to the contract standards along with adhering to local, state, and federal regulations.
A. Devil’s Elbow Campground (6 dumpsters) B. White Sandy Campground (4 dumpsters) C. Clark’s Bay Day-Use Recreation Site (2 dumpsters) This will be a Base plus Four Option Year contract, not to exceed Five Years. (Base Year 2023).
II. Scope of Work:
The BLM’s dumpsters to be emptied are located at Devil’s Elbow, White Sandy, and Clark’s Bay Recreation Areas on Hauser Lake. A total of Twelve (12) dumpsters will require solid waste refuse removal. The capacity of these dumpsters are all 4 cubic yards. A dumpster list is attached.
The Contractor, at their expense, shall repair damages to Government facilities, caused by the Contractor.
Schedule of Services: A set schedule will be from April through October. Based on activities and waste disposal, solid waste removal may be required during the non-set dates. For the unscheduled dates from November thru March, the contractor shall respond within 2 weeks after receiving a request from an authorized Government Representative. The Contractor shall schedule with the Government Representative the date and time the solid waste removal will be conducted. The Government will be responsible for notifying the Contractor which dumpsters are to be dumped and when they will need the service.
Collection Points and Placing of Dumpsters: The Contractor shall relocate the dumpsters to designated collection point locations at the start of the scheduled services. The Contractor shall relocate the dumpsters back to the designated off-season storage locations after the final scheduled service of the season. Designated off-season storage locations will be centrally located within each site. The contractor shall position containers for ease in depositing solid waste refuse. This may require repositioning of containers from time to time. The contractor shall also position containers to minimize interference with adjacent parking areas, sidewalks, roadways, overhead utilities, trees, rummaging by animals, and other potential obstructions. Contractor shall not relocate any container from the designated collection point location without the approval of the COR.
Disposal. The Contractor will transport all accumulated solid waste refuse from the BLM sites to Environmental Protection Agency (EPA) approved landfills. The only items not required to be picked up under this contract are tires, batteries, large appliances (refrigerators, stoves, and air conditioners), paints, liquid gas, or any other hazardous material. Disposal shall be in accordance with existing local, state, and federal regulations. The contractor shall be responsible for any permit or fees associated with the use of disposal locations.
III. Quality Assurance Plan
Inspection will be done by the Government on a random weekly schedule. If standards are not being met the site will start to become inspected on a weekly basis. The Government will consider the work acceptable when the contracted services meet the standards set forth in the scope of work. If the work does not meet these standards the contractor will be notified within 24 hours to take corrective action. Any deficiencies may result in a deduction from payment to reflect the reduced value to the Government.
IV. Industry Standards and Regulations
The Contractor shall comply with pertinent provisions of the Occupational Safety and Health Act (OSHA), and all other state, local, and federal laws. The Contractor shall comply with pertinent Environmental Protection Agency laws and regulations. Examples of applicable regulations include but are not limited to:

V. Payment of Services:
The Government will verify the Contractor emptied dumpsters and moved them to the proper locations. Payment will be full compensation for the work performance. If dumpsters are not emptied on the requested date, the Government will require the Contractor to empty any full dumpsters within 24 hours of the missed pick-up date.

*On the first scheduled service week of April (4/25 in 2023) at Devil’s Elbow Campground, all dumpsters need to be emptied. White Sandy Campground, and Clark’s Bay Day-use site, only two dumpsters need to be emptied (1 dumpster at each site). All dumpsters at Devil’s Elbow, White Sandy and Clark’s Bay need placement at designated collection sites prior to the season and need placed back in centrally located storage area after the scheduled services are completed.
