Conservation of Painting in Haleakalā NP Museum Collection at Haleakalā National Park, Hawai‘i

1.0 BACKGROUND

Haleakalā National Park (HALE) is located on the east side of the Island of Maui and was established as the Haleakalā Section of Hawaiʻi National Park in 1916. The park was separated from Hawaiʻi Volcanoes National Park and re-designated as Haleakalā National Park in 1961. The park encompasses over 33,000 acres and extends from the 10,023 foot (3055m) summit of Haleakalā down the southeast flank of the mountain to the Kīpahulu coast near Hāna. The Summit District and the Kīpahulu District of the park are not directly connected by road, but both can be reached from Kahului.

This project will provide for an experienced art conservator to perform preventative conservation on the 1951 Paul Rockwood painting in the Haleakalā Museum Collection entitled Maui Snaring the Rays of the Sun (Catalog No. 168, Accession No. 36; see Figure 1). The painting shall be conserved, and re-framed, to prevent further deterioration and to preserve the integrity of this historic work of art.

The 1951 Paul Rockwood oil on wood painting was created for Haleakalā National Park while Rockwood was the temporary Museum Construction Specialist at the Museum Development Program at Hawaii National Park (Haleakalā National Park was a section of Hawaii National Park at the time). Along with paintings for the Kīlauea Section, Rockwood traveled to Maui Island and visited the Haleakalā Section. Maui Snaring the Rays of the Sun was inspired by the legend of Maui. It depicts the demigod Maui at the summit of Haleakalā snaring the rays of the sun for his mother, Hina. Rockwood was a graphic artist, printmaker and lithographer who created works of art through the Works Progress Administration (WPA) in the 1930s and became the head of the art department of the Western Museum Laboratories (WML), formerly the National Park Service Field Division of Education. As an artist of WML, he prepared illustrations, maps, models, dioramas, other graphic devices and lettering for museum exhibits as well as drafted layouts for exhibit plans, designed posters and worked on various museum construction projects. His work for the National Park Service also includes paintings of Mount Mazama at the Crater Lake National Park Museum, as well as drawings of early transportation on the western rivers at the Jefferson National Expansion Memorial. His work was also exhibited at the De Young Museum in San Francisco, California in 1939.

2.0 SCOPE

The contractor shall provide all labor, material, equipment and means of transportation to conserve and repair the painting entitled Maui Snaring the Rays of the Sun (Catalog No. 168, Accession No. 36) for Haleakalā National Park.

3.0 OBJECTIVES

The objective of this contract is to acquire professional conservator contractor services to conduct cleaning, stabilize damage, and fix structural instabilities for one painting entitled Maui Snaring the Rays of the Sun (Catalog No. 168, Accession No. 36) located at the HALE Museum Facility located in the Summit District of Haleakalā National Park at the Puʻunianiau Area Park Baseyard at Mile Marker 11 Crater Road, Kula, HI 96790.

4.0 TASKS/ DELIVERABLES

The Contractor shall perform the following tasks:

1) Conservation of Painting entitled Maui Snaring the Rays of the Sun (Catalog No. 168, Accession No. 36). Proposed treatment comes from Examination Report (1990) (GFD #1) and Object Condition Report (2015) (GFD #2).

a. The contractor shall provide the services of a qualified art conservator.

b. The contractor shall provide all management, qualified personnel, equipment, supplies, transportation, shipping, tools, materials and other resources necessary to perform the standards for the conservation on the 1951 Paul Rockwood painting in the Haleakalā Museum Collection entitled Maui Snaring the Rays of the Sun (Catalog No. 168, Accession No. 36).

c. The contractor shall be responsible for the removal of protective covers and frames to conduct the conservation and preservation of the painting.

d. The contractor shall examine and fix support battens on the backside of the painting.

e. The contractor shall stabilize the painting and materials where possible and feasible that demonstrate unstable characteristics including but not limited to cracking, paint loss, separation between paint layers (cleavage), correct discolored varnish, clean grime off the surface of the painting and reapply varnish if needed. The final state of the painting should be stabilized to as near as its original appearance as possible.

f. The contractor shall preserve the object by protecting it from exposure to dust, debris, detritus, vandalism, and damaging light.

2) The contractor shall re-frame the painting with its existing frame, in order to prevent further deterioration and preserve the integrity of this historic work of art.

3) The contractor shall document the condition of the painting with photographs and submit a treatment report at the end of the project.

5.0 DELIVERY

The contractor shall deliver services on site at Haleakalā National Park. The contractor shall deliver any equipment and materials within 90 days of contract award to the HALE Museum Facility located in the Summit District of Haleakalā National Park at the Puʻunianiau Area Park Baseyard at Mile Marker 11 Crater Road, Kula, HI 96790.

6.0 GOVERNMENT-FURNISHED PROPERTY/SERVICE

National Park Service will provide office space, tables, and a sink for conservation work. It is the contractor’s responsibility to find housing and transportation to and from the park.

7.0 SECURITY& ACCESS REQUIREMENTS:

The contractor will have clearance to enter the park without paying a fee. Contractor will be escorted by Haleakalā Museum Curator when in the museum facility and will not need a key.

8.0 PLACE OF PERFORMANCE

The Haleakalā National Park’s Museum facility which is located in the Summit District of Haleakalā National Park at the Puʻunianiau Area Park Baseyard at Mile Marker 11 Crater Road, Kula, HI 96790.

9.0 COMPLETION DATE/ PERIOD OF PERFORMANCE

Completion date: 180 days from date of award
