About this file
This is an Army Performance Work Statement (PWS) template for solid waste and recycling management services at Fort Gordon and Fort Gillem, Georgia, effective 01 April 2027 through 31 March 2034 (one base year plus six one-year option periods).
The contractor must provide comprehensive solid waste and recycling collection, transportation, and disposal services for both installations under a Firm Fixed Price contract structure with some "As Required" Contract Line Item Numbers. Services include scheduled collection from designated stations at Fort Gordon (55,857 acres with approximately 9,700 personnel), Fort Gordon Recreation Area (Pointes West), and Fort Gillem Enclave (240 acres with approximately 1,100 personnel). Collection frequencies vary by location and waste type, ranging from weekly to monthly pickups. The contractor must transport all collected waste to a Georgia-permitted landfill, segregate recyclable materials by commodity type, maintain serviceable collection containers and vehicles, respond to service calls within specified timeframes (no more than two complaints per month acceptable), and provide monthly reports including tonnage data and recycling diversion rates. Key responsibilities include container management, vehicle maintenance, special event support, emergency response within one to two hours, yard waste collection, bulk item removal, and cleaning of food service facility containers three times annually. The contractor must furnish all collection vehicles (with leak-proof packer bodies), equipment, materials, labor, and supervision; the Government provides laydown yards, the Base Recycle Center, and the Municipal Waste Convenience Center. Estimated workload includes one full-time Project Manager (960 hours annually) and two Refuse and Recycling Truck Drivers (2,400 hours combined). Contractor personnel must maintain background clearances, complete anti-terrorism and security training within 30 days, comply with all federal and state environmental regulations, and adhere to strict key and lock combination controls. Performance standards require zero deviations for quality control compliance and accurate, timely reporting of all required deliverables.
