The Contractor shall provide all management, tools, supplies, equipment, and labor necessary to perform the contract requirements. This Performance Work Statement (PWS) defines the full range of environmental, construction, and optimization services necessary to conduct site restoration including maintenance of established remedies, implementation of optimization, and remediation activities to achieve performance objectives as identified in this contract.
The former Galena Forward Operating Location (FOL) is located in a remote area in the western portion of interior Alaska (AK). Several sites are being addressed following the Comprehensive
Environmental Response, Compensation, and Liability Act (CERCLA) process. The remaining sites are being addressed under the Alaska Department of Environmental Conservation (ADEC)
Contaminated Sites Program. ADEC is the lead regulatory support agency. The United States
Environmental Protection Agency (USEPA) is consulted, as needed, particularly with regard to hazardous waste and underground injection control (UIC) wells.
This contract includes implementation of the remedy at CS001 in FY25 in accordance with the
Record of Decision (ROD). The performance objective for CS001 is to successfully implement the remedy and demonstrate it is performing as designed.
This contract also includes remedial process optimization (RPO) of existing remedies in FY25 as follows:
• “Hot Spot” excavations at sites CST011 Area 2, SS016, and SS018.
• In-situ remediation optimization (injections) at sites CPL006, SS006, SS015, SS017, SS019, and ST009.
The Contractor is solely responsible for reviewing all publicly available information and forming their independent, professional conclusions/interpretation of site conditions and requirements to achieve the performance objectives of this contract.
The Contractor shall function as an integral team member in support of the United States Air
Force Civil Engineer Center (AFCEC) and Base Realignment and Closure (BRAC) mission, to include the sharing of information with other AFCEC Contractors and AF personnel, and cooperation with communities, regulators, and other government entities. Requirements such as the achievement of accurate, on-time, quality performance objectives and timely identification and solution of impediments to successful project execution are necessary to ensure efficient management of this contract. Early involvement in the process by all parties allows for the development of the most cost-effective and technically sound approach or solution. The AFCEC will rely on the Contractor’s expertise in recognizing and addressing problematic issues and successful execution of this contract. The Contractor shall perform all work in accordance with federal, state, and local statutes and regulations. Remedies shall conform to environmental permits, decision document requirements, or other legal requirements.
ATTACHMENT 1
