GPS.gov Sustainment, Operations, and Maintenance Performance Work Statement

This is a Performance Work Statement (PWS) for the sustainment, operations, and maintenance of GPS.gov, the National Coordination Office (NCO) for Space-Based Positioning, Navigation, and Timing's primary public outreach website. The contract is a Firm Fixed Price (FFP) award with a base performance period of September 1, 2026 through August 31, 2027, followed by four optional one-year periods extending through August 31, 2031. The work will be performed remotely or off-premise at the contractor's facility with approval from the Contracting Officer's Representative (COR).

The Statement of Work encompasses three primary tasks: Task 1 requires maintaining the Drupal-based platform through security patches, module updates, accessibility compliance (Section 508 and USWDS), and coordination with NOAA's Web Operations Center; Task 2 mandates implementation of up to three low-to-moderate complexity system enhancements focused on usability and accessibility improvements, including user acceptance testing; and Task 3 involves providing content governance guidance, quarterly refresher training for content managers, and documentation on Drupal editorial workflows and publishing standards. Key personnel requirements designate a Project Manager/Scrum Master with PMP or Scrum Master certification and minimum three years of relevant experience. Technical standards require adherence to US Web Design System guidelines, Drupal coding standards, WCAG 2.0 AA accessibility requirements, RESTful JSON APIs, HTTPS-Only Federal requirements, and FISMA Moderate security protocols. The government retains ownership of all custom code developed. Deliverables include a Kick-Off Meeting within 14 calendar days of award, a Project Management Plan within 15 days of the Kick-Off Meeting, monthly status reports by the 10th of each month, user acceptance testing reports upon enhancement delivery, and user training and documentation prior to contract expiration. Performance metrics require 100% on-time delivery of status reports with no more than two significant errors, 95% website functionality across iOS and Android devices with a single code base, perfect schedule adherence or three-business-day advance notice of delays, complete documentation on a government collaboration site, and full compatibility with NOAA network and mobile devices.

1. BACKGROUND

The National Coordination Office (NCO) is the permanent staff of the National Executive Committee for Space-Based Positioning, Navigation, and Timing (PNT). It supports the Committee by coordinating GPS-related information across federal agencies, fostering interagency collaboration, and resolving issues. The NCO's primary communication tool is its website, GPS.gov, which serves as the centerpiece of its public outreach and education efforts, providing timely GPS-related information, resources, and data to the public and federal stakeholders.

However, the current site faces challenges, including outdated technology, limited user engagement, and accessibility issues. As digital technologies evolve, the NCO must adopt user-centered design, agile delivery practices, and adhere to federal digital policies to ensure government information is accessible anytime, anywhere, and on any device.

2. OBJECTIVE

The objective of this order is to sustain and maintain the GPS.gov website by ensuring stable operations, compliance with federal web standards, and incremental feature enhancements. The work includes routine maintenance, security updates, content management support, training for contributors, coordination with NOAA's hosting services, and the implementation of up to three low-to-moderate complexity features to improve usability and accessibility. This effort ensures that GPS.gov remains a reliable, accessible, and user-friendly resource for federal stakeholders and the public.

3. TASKS

3.2Task 2 - GPS.gov Enhancements and Feature Development

The contractor shall implement up to three low-to-moderate complexity system changes (updates) to improve usability, content access, or backend efficiency, using existing Drupal architecture and approved design components. Services may include, but are not limited to:

● Update existing components and content types for displaying content.

● Minor updates to the admin user interface.

● Ensure all updates are accessible, responsive, and tested across devices and browsers.

● Conduct user acceptance testing (UAT) and make necessary refinements prior to release.
