PERFORMANCE WORK STATEMENT
WILLAMETTE FALLS LOCKS
HISTORIC AMERICAN ENGINEERING RECORD DOCUMENTATION
1.0 GENERAL STATEMENT:
The U.S. Army Corps of Engineers, Portland District (Corps) has executed a Memorandum of Agreement (MOA) resolving adverse effects resulting from the closure of the Willamette Falls Locks pursuant to Section 106 of the
National Historic Preservation Act and implementing regulations 36 CFR 800. The Willamette Falls Locks are located on the Willamette River in West Linn, Clackamas County, Oregon and are owned and managed by the
Corps. The property was listed in the National Register of Historic Places (NRHP) in 1974 (nomination updated in
2011) and Historic American Engineering Record (HAER) documentation of Lock Chamber No. 1 was completed in 1980 (https://www.loc.gov/pictures/collection/hh/item/or0002/). One of the mitigation stipulations in the executed MOA includes HAER documentation for the Willamette Falls Locks that incorporates and expands upon the 1980 documentation.
This firm-fixed price contract will complete updated HAER documentation for the Willamette Falls Locks. The
Corps consulted with the National Park Service (NPS) to determine the requirements for this updated HAER documentation. Documentation will include a HAER narrative overview report for the Willamette Falls Locks and eight sub-reports for the principal historic components of the property as defined in the 2011 NRHP nomination update. The eight resources, based on the NRHP nomination, are: Lock No. 1, Lock No. 2, Lock No. 3, Lock No. 4, Canal Basin, Guard Lock (Gates 6 and 7), Historic Lockmaster’s Office, and Basalt Stairs. Specific documentation requirements are outlined in Task 5.5.

Documentation will consist of a HAER narrative overview report for the Willamette Falls Locks and eight sub-reports for the principal historic components of the property as defined in the 2011 NRHP nomination update. The eight resources are: Lock No. 1, Lock No. 2, Lock No. 3, Lock No. 4, Canal Basin, Guard Lock (Gates 6 and 7), Historic
Lockmaster’s Office, and Basalt Stairs. The reports will consist of written historical and descriptive data and photographic documentation, including scanned or black and white photographic reproductions of existing construction plans. All documentation must be completed in accordance with HAER standards and guidelines available at https://www.nps.gov/hdp/standards/index.htm.
The narrative overview report and all sub-reports will follow the outline format for engineering structures available at https://www.nps.gov/hdp/standards/HAER/HAERHistoryGuidelines.pdf. Headings in the outline format may be deleted or expanded as appropriate depending on the nature of the resource and available research.
Specific elements and requirements include:
• Narrative Overview Report: The narrative overview report will be based on both primary and secondary sources. It will include a detailed description of the character of the Locks and the history of their development, both in terms of its physical history and historical context. The overview will identify primary historic structures and buildings that comprise the Locks and will describe the overall spatial organization of the property as it relates to its historic function. It will also identify any non-historic https://www.nps.gov/hdp/standards/index.htm https://www.nps.gov/hdp/standards/HAER/HAERHistoryGuidelines.pdf
HISTORIC AMERICAN ENGINEERING RECORD DOCUMENTATION
resources on the site and provide descriptions of any additional historic structures and landscape elements not covered in the sub-reports. Sub-reports will be referenced in the overview report under the “Project
Information” heading.
• Sub-Reports (eight total): Sub-reports will provide descriptions of the history, physical character, and function of each of the structures/buildings but do not need to repeat the general history and context included in the narrative overview report. Pertinent general history can be briefly summarized with reference to the narrative overview report. Research will confirm the primary and secondary names of each of the individual resources (primary name will be the historic name and secondary names will be included in parentheses in the title blocks for each report). The eight resources are:
o Lock No. 1 – previously documented, see specific requirements o Lock No. 2 o Lock No. 3 o Lock No. 4 o Canal Basin o Guard Lock (Gates 6 and 7) o Historic Lockmaster’s Office o Basalt Stairs – There are basalt stairs on each side of the Locks, and they should be documented together in one sub-report.
• Maps and Site Plans: A location map and site plan will be included as figures at the end of the narrative overview report. Also include site plans as figures at the end each sub-report that show the locations of the individual resources.
• Narrative Report Photography: For the narrative overview report, provide approximately five (5) to ten
(10) large-format 4”x5”, 5”x7”, or 8”x10” black and white archival photographs showing the setting, overall character, and spatial organization of the Locks, as well as any ancillary structures or landscape features. If vantage points for taking contextual photos are limited or inaccessible, the set can include large-format black and white photographic reproductions of existing images, including aerials that provide a broader overview of the property as a whole. All historic images (plans, photos, etc.) reproduced in
HABS/HAER/HALS surveys must be in the public domain or released into the public domain via the NPS copyright release form. The Contractor will work with the COR to ensure proper release and Corps OPSEC review.
• Sub-Report Photography: For each sub-report, provide large-format 4”x5”, 5”x7”, or 8”x10” black and white archival photographs that show the resources in context and any significant construction or design features. Include photos taken at lower water levels to ensure construction and design details of the Locks walls and gates are visible. The photos should include images of smaller scale features such as the notches that the lock gates fit into when opened and the vents for admitting and releasing water. All images reproduced in HABS/HAER/HALS surveys must be in the public domain or released into the public domain via the NPS copyright release form. The Contractor will work with the COR to ensure proper release and Corps OPSEC review. Specific quantities and considerations include:
o Lock No. 1 – Given the past documentation, include select new photos showing any character-defining features not depicted in the original set as well as any alterations since initial documentation (1980).
o Lock No. 2 – Provide between ten (10) to fifteen (15) photos.
o Lock No. 3 – Provide between ten (10) to fifteen (15) photos.
o Lock No. 4 – Provide between ten (10) to fifteen (15) photos.
o Canal Basin – Provide between ten (10) to fifteen (15) photos.
o Guard Lock (Gates 6 and 7) – Provide between ten (10) to fifteen (15) photos.
o Historic Lockmaster’s Office – Provide views of the building in context, each elevation (oblique views are acceptable), and any character-defining exterior and interior design details.
o Basalt Stairs – Provide between four (4) to six (6) images of the basalt stairs showing their locations and any significant design or construction details.
HISTORIC AMERICAN ENGINEERING RECORD DOCUMENTATION
• Additional Historic Images and Plans: Select historic images showing the locks in use or that demonstrate features that have been altered since the historic period should also be included with the documentation. These can be photographically reproduced and included with the other black and white photographs or (with the exception of contextual overviews or aerials included with the narrative overview report set) scanned and included as figures at the end of the written reports.
Include reproductions of existing construction plans and drawings with the overview report and each of the sub-reports, as applicable. These can be photographically reproduced and submitted with the other black and white photographs or scanned and included as figures at the end of the written report if they are high quality and legible at a scale of 8.5”x11”. All historic images (plans, photos, etc.) reproduced in
HABS/HAER/HALS surveys must be in the public domain or released into the public domain via the NPS copyright release form. The Contractor will work with the COR to ensure proper release and OPSEC review.
• Photo Key and Negatives: For each report, include a photo key with the “Index to Photographs” showing the resources and locations of the photos. The Contractor will follow the HABS/HAER/HALS guidelines for preparing the negatives and prints to ensure they are archivally stable and meet HABS photographic standards (available at https://www.nps.gov/hdp/standards/PhotoGuidelines.pdf).
Draft reports must be submitted electronically in Word format. The draft documentation should include all the requirements above and outlined in the HABS/HAER/HALS transmittal guidelines (available at https://www.nps.gov/hdp/standards/Transmittal.pdf). Copies or scans of the large format photographs must also be submitted so NPS can assign HABS numbers. The Government, NPS, and other parties identified in the Closure
