Replace Cryocooler Detectors 12760420Q0142
Performance Work Statement (PWS) USDA/Forest Service Replace LN2 Dewars w/ Cryocoolers and Integrate Detectors National Infrared Operations (NIROPS) April 13, 2020
1.0 Background
The US Forest Service National Infrared Operations (NIROPS) requires two split cryocooler systems for use in chilling Teledyne/Judson Technologies MCT infrared detectors mounted in two airborne line scanners (Texas Instruments RS-25). Reference the detector and scan head images in Technical Exhibits 1 & 2. To meet this requirement, the replacement of two Liquid Nitrogen (LN2) dewars will be replaced with split cryocooler systems, and the MCT detector pairs will be relocated into the new split cryocooled systems. The implementation of cryocooled detectors in the two systems will eliminate the need for NIROPS crews to carry a LN2 dewar onboard the aircraft and eliminate the logistics of maintaining a supply of LN2. This will also improve safety onboard NIROPS aircraft.
2.0 Description of Work or Scope
The Contractor shall provide all labor, materials, equipment, transportation, management and supervision to remove two pairs of detectors from two government provided LN2 Dewars and reinstall on the cold finger of two new contractor supplied cryocooler systems. Build custom Dewar with mounting flange for each new split cryocooler system. All work shall be performed in accordance with the terms and conditions of the order, the PWS, technical exhibits and applicable federal, state and local laws and regulations.
2.1 Task 1
a. Remove the two cold filter assemblies and corresponding dual detector pair from the cold finger of the two each government furnished LN2 Dewars within 14 calendar days of receipt (Reference image Item 1). Maintain the serial number association and devise a method to correctly orientate the dual detector pair w/cold filter assembly onto the new cold finger. Communicate the results of the first detector pair removal and report any issues encountered to the Technical Representative. The Technical Representative shall concur on proceeding with removal of the second cold filter assembly and corresponding dual detector pair.
b. Supply two new split cryocooler systems utilizing a flexure bearing compressor including any necessary heatsinks, and build custom dewar with mounting flange that has low reflectance surfaces (excluding the cold head gasket seal area) (Please reference Technical Exhibits 2 through 6). Provide the Forest Service Technical Representative with availability and delivery information for the Contractor acquired cryocoolers within 30 calendar days after award.
c. Reinstall the two government furnished detector pairs with cold filters onto the custom built cryocooler systems cold finger (custom adaptor may be required) in the proper orientation and physical distance relationships (reference Technical Exhibits 2 through 6 and solid model files). Maintain the detector serial number and calibration data associations with the serialized cryocooler system. These cryocooled cold finger(s) will require custom built dewars and integrated mounting flange. Maintain the associated Teledyne/Judson Technologies serial number and calibration data with the paired serialized cryocooler assembly and deliver with the completed cryocooler systems to the Forest service.
d. After assembly, setup and or configuration is complete test for successful operation. Successful operation is defined in para 3.0. Report test results to the FS Technical Manager.
e. If reinstallation of government furnished detectors is unsuccessful, contact the Forest Service Technical Representative prior to beginning Task 2 for the second sets of new detector pairs.
2.2. Task 2 Option, CLIN 0002
If the removal or relocation of the government furnished detector pairs is unsuccessful, the Contractor will procure, with Technical Representative concurrence, two new identical detector(s) as contained within the Teledyne/Judson Technologies Model #J15D12-M360-S165U-58-CF2:2E, Part #453169 (Reference image Item 1) and install them on the custom built cryocoolers systems cold fingers (custom adaptor may be required) in the proper orientation and physical distance relationships. These cryocooled cold finger(s) will require custom built dewars and integrated mounting flange (Reference Technical Exhibits 2 through 6 and the ‘government furnished LN2 dewars with detectors’). Maintain the associated Teledyne/Judson Technologies serial number and calibration data with the paired serialized cryocooler assembly and deliver to the Forest Service. Prior to procuring parts under this option, the Contracting Officer will exercise CLIN 0002 by modification to this order to authorize the Contractor to proceed. If this CLIN is exercised and there are impacts to the performance period, the performance period may be modified.
3.0 Acceptance Testing
a. Upon completion of work and no later than 30 calendar days prior to the end of the performance period, ship new cryocooler systems to:
NIICD/NIROPS Bld 410B ATTN: Charles Kazimir 3833 S. Development Ave.
Boise, ID 83705
b. The Government will perform acceptance testing within 10 calendar days of receipt. The cryocooler system must meet the following acceptance criteria:
1. Each split cryocooler system will conform to elements listed in the Description and Technical Exhibits 1-6 of the PWS.
2. Each split cryocooler system demonstrates ability to be standalone operable at main power up.
3. Each split cryocooler systems will be no larger than as specified in Exhibit 2 excluding the cold head heat sink.
4. Orientation of the detectors are correct and validated by seeing the signal from the 3-5um channel occur before the 8-12um channel signal, when correctly installed in the RS-25 Scan head and viewed with an Oscilloscope.
5. The cryocooler system and associated control electronics operate as specified and validated through functional bench test at room temperature. A Black Body signal will be stepped through a range of 300 Kelvin to 950 Kelvin and will be focused by the RS-25 optics onto the new cryocooled detectors after chilled equilibrium of about 77 Kelvin is reached <= ~20 minutes. Electrical measurements will be made at the LOW BIAS for the 3-5um channel and at the MEDIUM BIAS for the 8-12um channel, as outlined on the Teledyne/Judson Technologies “TEST RESULTS FOR DUAL ELEMENT PHOTOCONDUCTIVE MERCURY CADMIUM TELLURIDE DETECTOR” performance datasheet.
6. The system test supports operability with a mains power of 28VDC. Testing validation performed through use of calibrated electronic multimeter or Oscilloscope.
c. The Technical Representative will advise the Contractor of the results of acceptance testing within 5 calendar days after testing and accept or reject the work. In the event the work is unacceptable, the Technical Representative and Contractor will coordinate the rework that may be required to bring the units to an acceptable state or conclude otherwise in coordination with the Contracting Officer. Inspection and acceptance is in accordance with Clause FAR 52,212-4(a).
4.0 In the unlikely event that the government furnished detectors or newly acquired detectors cannot be successfully reinstalled into a new cryocooler system in Task 1 or Task 2 due to product technical limitations, this order may be terminated for the convenience of the government under the terms of clause FAR 52.212-4(l)
