Performance Work Statement (PWS)
1. Introduction
1.1 Background
The Marine Corps Recruit Depot Parris Island Organizational Clothing department is seeking vendors who can supply physical training short sleave t-shirts, sweat tops, and long sleeve t-shirts to support the battalion's personnel on the Depot. There are nine (9) different shirts, sweat tops, and long sleeves needed. Depictions of the shirts, design, and specific color codes are listed below, a quality logo design (png, jpeg, or other file format) will be sent to vendor upon award, pictures are for reference purposes only. This requirement is for 8,000 short sleeves, 3,000 long sleeves, and 3,000 sweat tops – see attached spreadsheet for sizes, colors and quantities of each.

2. General Requirements
2.1 Place of Performance
Contractor location. The contractor shall provide the necessary resources and infrastructure to manage, perform, and administer the contract at their facility.
2.2 Non-Personal Services
The Government shall neither supervise contractor employees nor control the method by which the contractor performs the required tasks. Under no circumstances shall the government assign tasks to, or prepare work scheduled for, individual contractor employees. It shall be the responsibility of the contractor to manage its employees and to guard against any action that are of the nature of personal services or give the perception of personal services. IF the contractor believes that any actions constitute, or are perceived to constitute personal services, it shall be the contractor’s responsibility to notify the Procuring Contracting Officer (PCO) immediately.
2.3 Business Relations
The contractor shall successfully integrate and coordinate all activity needed to execute the requirement. The contractor shall manage the timeliness, completeness, and quality of problem identification. The contractor shall provide corrective action plans, proposal submittals, timely identification of issues, and seek to ensure customer satisfaction and professional and ethical behavior of all contractor personnel.

2.5 Contractor Personnel, Disciplines, and Specialties
The contractor shall accomplish the assigned work by employing and utilizing qualified personnel with appropriate combination of education, training, and experience. The contractor shall match personnel skills to the work or task with a minimum of under/over employment of resources. The contractor shall provide the necessary resource and infrastructure to manage, perform, and administer the contract.
3. Performance Requirements Summary
3.1 Requirement
8,000 short sleeve shirts, 3,000 long sleeve shirts, and 3,000 sweat tops.
3.2 Performance objectives:
3.2.1 Breakdown of sizes and colors are attached in a excel spreadsheet.
3.2.2 Provided logos must be on left breast portion of the shirt, per dimensions mentioned in Table 1.12.
3.2.3 After delivery of all 14,000 items, you will be required to submit an invoice via PIEE/WAWF for the government to make electronic payment.
3.3 Performance Standard/ Assessment
3.3.1. Short Sleeve shirts must be made from 100% polyester.
3.3.2. Long sleeve shirts must be made from 100% polyester, moisture-wicking blend with cuffed sleeves.
3.3.3. Sweat tops must be made from 50% polyester/ 50% cotton blend with cuffed sleeves.
3.3.4. Logos are marked in the correct location for the correct colors, per pictures and measurements provided.
3.3.5 Delivery is received 90 days from award of contract.
