c. CCP Proposal Content

i. CCPs shall include the following information, where applicable:

1. A summary description of the proposed courseware content.

a. The major tasks required to implement the solution and cross reference to the pricing volume for correlation.

b. A Requirements Traceability Matrix (RTM) showing the compliance of the solution to the requirements of the RFP as well as traceability to Government requirements and needs.

c. An impact statement on the proposed change’s ability to meet the training needs.

2. An identification of all risks and their mitigation/recovery plans and affects on the proposed changes and cost IAW the Risk Management process. Even though the Service Provider may “assume risks” due to a Firm Fixed Price (FFP) type contract, the Service Provider shall identify all risks that may affect successful execution of the project.

Changes to training courseware to increase the fidelity of the training experience, may be incorporated at the Government’s discretion in accordance with Federal Acquisition Regulation (FAR) Clause 52.243‐1 (Changes) and as approved by the Procuring Contracting Officer (PCO). Changes may be anticipated due to the ever-evolving needs of the warfighter and, as such, these strictures shall be considered to be within the scope of the authority established by this contract. The PCO may at any time, by written or e‐mail communication, request the Service Provider prepare and submit an CCP (see CCP Process paragraph of this section). All CCPs, whether submitted at the Government's request or upon the Service Provider's request or upon the Service Provider's own initiative, shall address all impacts to Cost, Schedule and Performance.

ii. CCP’s shall be submitted as Firm‐Fixed‐Price (FFP) proposals, unless otherwise agreed to in advance of the submittal, and they shall be submitted in accordance with and contain the information required by the applicable Performance Work Statement (PWS) and the other provisions and Contract Clauses of this contract. Change Order Accounting (COA) shall be used. Specific charge accounts must be set up early enough in the planning process, and as soon as new work is identified to avoid using estimates or accumulating costs which cannot be certified as actuals, separate from the original bidding.

iii. The Service Provider agrees to respond to requests for CCPs within 30 days. Requests for extension to this schedule will be considered by the PCO on a case-by-case basis.

iv. All Change proposals shall remain valid for a period of not less than one hundred eighty (180) days from the date of submission to the Government.

v. The parties agree that issuance of a contract change order directing approved changes proposed by the Service Provider shall not prejudice the right of either the Service Provider or the Government to negotiate an equitable adjustment of contract Terms and Conditions in accordance with the provisions of the "Changes" clause.

vi. Each modification to this contract shall constitute a full, complete and final settlement for all prices, terms and conditions relating to the respective CLIN (including Options) and requirement defined within the scope of that modification.

vii. The cost of preparing change proposals (Bid and Proposal costs) shall be included and separately identifiable in each proposal. In the event the proposal is approved by the Government, the negotiated price shall recognize and include these negotiated preparation costs. At its sole discretion, the Government, as represented by the PCO, may decline to incorporate any proposal, meaning the Service Provider will absorb all applicable proposal preparation costs. If the requirement, in substantially the same form as determined by the PCO, is “revived” for consideration at a later date, Bid and Proposal Costs, which may include costs from a prior year, may be considered under the resulting “revised” proposal, as allowable, allocable, appropriate and reasonable.
