US Army Corps of Engineers, Sacramento District

PANSPD-20-P-0000 001876

1. Contracting Activity:

US Army Corps of Engineers, Sacramento District, 1325 J St., Sacramento, CA 95814.

2. Description of Action:

Procurement of Acoustic Telemetry equipment and technical support to sustain SPK Planning Division’s ongoing fisheries monitoring efforts.

3. Description of Supplies/Services:

The equipment to be purchased in FY 2020 (base purchase) is as follows:

- Lithium batteries for VEMCO HR3 307 kHz Coded Acoustic Receivers

- VEMCO V3 307 kHz Transmitters

- VEMCO VR100 – 300 Receiver

- VEMCO VHTa-307 kHz Transponding Hydrophone

- VEMCO Positioning System (VPS) data processing fee for two 2-Dimensional array deployments

- VEMCO HR3 (HTI Coding) data processing software and training

More purchases may be made in each option year (FY 2021 to 2024), to include additional miscellaneous VEMCO acoustic telemetry monitoring equipment and technical support.

The required hydro-acoustic equipment is necessary for implementation telemetric monitoring of fish movement to support the development of a fish habitat planning model and green sturgeon Habitat Monitoring and Mitigation Plan (HMMP) for several Sacramento District Levee Protection Projects. The fish habitat model is being developed to support planning and design processes, as well as environmental compliance with terms and conditions of Biological Opinions from the National Marine Fisheries Service.

Any party putting forth an offer on this solicitation must clearly and successfully demonstrate the sufficient capacity to provide all equipment and support listed as items A. through F. for base year 2020, as well as to provide any or all of the equipment and support listed as items G.

through I. in any or all of the option years (FYs 2021 to 2024).

BASE PURCHASE

A. Thirty (30) lithium batteries compatible for use in VEMCO HR3 307 kHz coded acoustic receivers. Estimated battery life should be provide at least 6 months of continuous operation.

B. Forty (40) VEMCO V3 307 kHz coded transmitters, which must have unique codes and must be detectable by VEMCO HR3 307 kHz coded acoustic receivers.

C. One (1) VEMCO VR100-300 receiver. This unit must have the ability to utilize various hydrophones for detecting 69 kHz, 180 kHz, and 307 kHz Vemco coded tags.

D. One (1) VEMCO VHTa-307 kHz transponding hydrophone. This unit must be able to operate with VEMCO VR100 model receivers.

E. Technical support in the form of data processing for data collected from VEMCO VR2W 69 kHz acoustic receivers; specifically, the offeror must use the Vemco Positioning System (VPS) algorithm to derive two-dimensional positions using the VR2W 69 kHz and 307kHz detections obtained during two (2) distinct USACE studies.

F. Training for interpreting 307 kHz HTI tag codes and processing the data for analysis, and/or provide necessary software for processing HTI-coded detection data retrieved from VEMCO HR3 307 kHz acoustic receivers.

OPTION YEAR PURCHASES*

G. Lithium batteries compatible for use in the following VEMCO coded acoustic receivers:

HR3 307 kHz and/or HR2 180 kHz (Maximum 30 per year)

H. VEMCO V3 307 kHz coded acoustic transmitters (Maximum 40 per year)

I. Technical support in the form of data processing for data collected from VEMCO VR2W 69 kHz, VR2W 180 kHz, and/or HR3 307 kHz coded acoustic receivers, to derive two dimensional positioning data from collected detections (Maximum 3 studies per year)

*For option year purchases, any combination of any items listed in G. through I. may be purchased. Itemized list would be produced at time of procurement.

Estimated BASE year purchase total including shipping charges = $

Estimated annual cost for each OPTION year (four option years) = $

Estimated TOTAL cost (BASE + 4 OPTION years) = $

4. Reason for Authority Cited:

The Sacramento District Planning Division, Environmental Resources Branch needs to collect monitoring data and develop planning models to support the Sacramento River Bank Protection Project, the WRDA16 Common Features Project, and the West Sacramento Project General Reevaluation Report. The monitoring requires equipment with specific technical specifications to accomplish the objectives for fish size and 2-dimensional and 3-dimensional tracking within the Sacramento River. This equipment will be used to track fish which are tagged by other agencies, and there are certain specifications of frequency and coding of the tags used by these agencies that are required of this equipment to achieve project objectives.

5. Efforts to Obtain Competition:

Potential bidders must be able to supply goods and services compatible with VEMCO (INNOVASEA) equipment meeting the specifications for the projects. Some of this technology is patented and uniquely held by the manufacturer.

6. Actions to Increase Competition and Remove or Overcome Barriers to Competition:

Beyond the limitations of access to patented technology, no other barriers have been identified.

Competitors are responsible for developing their products to provide the types of equipment that will meet the needs of their customers.
