PERFORMANCE WORK STATEMENT

FOR

2ND RECONNAISANCE BATTALION

MOBILE ARMOY REPAIR SERVICE

1. Scope. This is a non-personal services contract to repair 16 mobile armories for 2nd Reconnaissance Battalion (2D Recon Bn) located on Camp Lejeune, North Carolina. The government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the contractor who, in turn is responsible to the government.

2. Background. 2d Reconnaissance Battalion has 4 operational companies and the headquarters company with numerous weapons and optics that require strict physical security storage requirements.

Due to the small size of the internal armory facility, the battalion is required to use portable armory as the main storage capability for their small arms. These containers were designed and produce by ARMAG to provide the appropriate level of security for these items but have become degraded over the years. In addition to the physical security of the equipment, these containers also provide a climate-controlled environment to protect the equipment from environmental factors. Time and weather have degraded many of these boxes and require repair in order to return them to an acceptable usable condition. 2d Reconnaissance Battalion will continue to require these containers in order to store current and future equipment.

3. Requirements. The contractor shall provide all personnel, equipment, supplies, transportation, tools, materials, and supervision necessary to perform the repairs outlined within this section.

3.1. General Requirements. At a minimum the contractor shall be responsible for the following general requirements:

3.1.1. The measurements and quantities furnished here are for reference only. The contractor is responsible for actual field verification prior to bidding, ordering material and during every step of repair for existing surfaces, dimensions and conditions.

3.1.2. For bidding purposes, contractor to assume laydown area adjacent to portable armories. Only one

(1) laydown area for entirety of project. Contractor to coordinate exact laydown location with building tenant prior to construction.

3.1.3. No more than two (2) armories will be allowed to be worked on at one time.

3.1.4. Waterproof the armories nightly.

3.1.5. The contracting officer shall be notified immediately in order to provide direction for all hidden damage or potential repair requirement not specified within this scope that is discovered during the course of work.

3.1.6. Repair / refurbish areas damaged or disturbed by new work to be provided under this contract.

3.1.7. Properly remove, haul and dispose of all debris. The contractor shall not utilize the dumpster provided by Camp LeJeune for the occupants of the buildings.

3.1.8. Disposal of construction debris at Landfill. Contractor may use the Camp LeJeune Sanitary Landfill for the disposal of construction debris including asbestos containing materials, building product with tightly adhered lead containing paint, non-contaminate dirt and clean gravel. The hours of operation are 0730-1530 Monday-Thursday and 0730-1430 on Friday. Deliver of acceptable materials (identified above) shall be made by appointment only. 3.1.9 Armory Work Breakdown Attachment. The attached document shows the exact armories and work required by serial number that is to be performed below.

3.2. Repair of wood flooring and wall paneling. At a minimum, the contractor shall be responsible for the following detailed requirements for the armories requiring the below listed tasks:

3.2.1. Remove and dispose of the existing rotted wood flooring and plywood wall panel.

3.2.2. Replace existing floor joists and solid blocking with hardwood. Match existing thickness, 3 inch minimum. Install new ½ inch plywood flooring, painted.

3.2.3. Modify existing threshold as required to ensure watertight. Provide new threshold to match existing if necessary.

3.2.4. Install new ½ inch plywood wall panels at areas of previously removed wall panels, painted to match existing.

3.2.5. 6 armories require flooring and wall paneling replaced. 2 armories require only wall paneling replaced. For bidding purposes estimate flooring to be replaced from entry door to 42 inch inside container, field verify. Wall paneling will require replacement entire wall of entry side of armory.

3.2.6. Professionally clean interior of armory at completion of work.

3.2.7. All work shall conform to MCO 5530 14A, TDS-NAVFAC EXWC-SH-2206.

3.3. Electrical Requirements.

3.3.1 Demolition. Remove 100 amp 12 space surface mounted load center, conduit, and wire as required for repair of water damaged walls and floors in 6 portable armories. Retain for reinstallation once repairs are complete. Remove and dispose of the existing fluorescent light fixtures in 16 portable armories (64ea 8ft 2-lamp fluorescent strip lights total). Existing switches to remain; conduit and wiring to be rerouted and reused where practical.

3.3.2 Lighting Full Portable Armory. Install 4ea 2’ x 4’ high efficiency LED strip lights, 4000 lumens, 3500K color temperature, and minimum 80 color rendering index where indicated. The basis of design is Lithonia model CLX L48 4000LM HEF WDL MVOLT 35K 80CRI.

3.3.3 Lighting Divided Portable Armory. Install 4ea (2 per side) 2’ x 4’ high efficiency LED strip lights, 4000 lumens, 3500K color temperature, and minimum 80 color rendering index where indicated.

The basis of design is Lithonia model CLX L48 4000LM HEF WDL MVOLT 35K 80CRI.

3.3.4 Power. Install 1ea 125V 20A duplex receptacle on a dedicated circuit in 9ea portable armories where indicated. The circuits shall be fed from the existing electrical panels in each identified armory.

Install 9ea stand-alone dehumidifiers per manufacturer’s instructions where identified. Basis of design is Munters model DEW-50.

3.3.5 Stand-alone Dehumidifier Specifications. Dehumidifier shall be of the desiccant wheel type capable of continuous operation in ambient temperatures ranging from -40°F to 120°F. Desiccant wheel shall have a structure with the desiccant impregnation of the wheel of such quality that the process and reactivation process can be efficiently performed while in continuous operation without replenishment or replacement of the desiccant required for 30,000 hours or more under normal operating conditions. The wheel shall be positioned within the dehumidifier casing to allow for the smallest and lightest weight equipment design per 30-50 scfm of delivered process air flow. Fully assembled overall dimensions shall not exceed 10.75"(l) X 10.75"(w) X 15.25"(h) and 22 lbs.; or if turnkey configuration: 15.75"(l) X 13"(w) X 20"(h) and 35 lbs. Unit shall be energy efficient with total connected load not to exceed 0.74kW. Unit shall be shipped complete with reactivation heaters, filters, motors, fans, desiccant wheel drive unit and electrical controls. The filters for process air and reactivation air shall be easily accessible and not require the use of tools. Dehumidifier casing shall be constructed of aluminum for maximum strength, durability, and corrosion resistance. Unit shall be painted with a polyurethane coating. Dehumidifier shall be capable of removing moisture from the air at various conditions. Equipment shall not employ chlorofluorocarbons which may pose an environmental threat to the ozone layer. Packaging and preservation are commercial.

Equipment shall have a one year warranty.

3.4. Special Qualifications. Contractor performing work must have minimum three (3) years’ experience performing similar type work. All electrical work shall be performed by licensed Electrician.

4. Performance Management Assessment Program (Quality Control).

4.1 Quality Control. Government Technical Representative (GTR) will utilize the Government's Quality Assessment Program (QASP) and may evaluate the contractor's performance any time during the duration of this contract. The GTR will record all assessment observations. When observation indicates defective performance, the GTR will require the contract manager to provide a representative at the site to initial the observation. This initialing of observations does not necessarily constitute concurrence with the observation; only acknowledgement that he or she has been made aware of the defective performance.

If performance defects are identified and validated by the GTR, the contractor shall be provided the opportunity to re-perform. Disputes between the GTR and contractor personnel over performance standards shall be referred to the contracting officer for final determination. The government reserves the right to inspect tasks not shown on the Service Summary.

4.2 Acceptable Performance. Acceptable performance is achieved when performance meets or exceeds the minimum contract performance standard(s).

4.3 Unacceptable Performance. Exists when the contractor does not meet the minimum contract performance standard(s). Re-performance of unacceptable services at no additional cost to the government is the preferred course of action when appropriate.

4.4 Unacceptable Performance. Re-performed by the contractor and acceptable to the GTR will not be considered a defect. However, unacceptable performance not corrected with the specified period or re-performed and still considered unacceptable by the GTR will be considered a "defect". When defect(s) in service(s) cannot be corrected by re-performance, the government may reduce the contract price to reflect the reduced value of the service(s) performed and require the contractor to take the necessary action to ensure future performance conforms to contract requirements.

4.5 Re-performance. When service performed does not conform to contract requirements, the contractor shall re-perform the service in conformity with the contract specifications at no additional cost to the Government. Re-performance of the services shall commence immediately upon notification by the GTR. Contractor shall have a sufficient workforce dedicated to ensuring corrections are accomplished by the period specified by the Government’s Technical representative without degradation of normal services.

5. Period of Performance. Estimated period of performance is 1 September 2023 to 1 February 2024, 120 - 180 days (4-6 months) following award of contract, estimated 1-2 weeks per mobile armory repair.

5.1. Business Hours, Business Days, and Holidays. Contractor personnel shall work 8 hours at an agreed upon time with the Operations Officer or Executive Officer between the hours 0730 to 1630 (local time), Monday through Friday, with a 30 minute lunch break. Observed Government holidays are listed below:

7. Contractor Warranty. One year warranty for labor if issues are identified to be the fault of the contractor. Any manufacturer issues identified that are not the fault of the contractor, there will not be repairs rendered, but a new manufacturer item will be sent to the customer.
