DRAFT Performance Work Statement (PWS) President, Board of Inspection and Survey (PRESINSURV) Technical Inspector Support

1. BACKGROUND: Board of Inspection and Survey (INSURV) was established to advise SECNAV and the CNO in matters concerning the acceptance of newly commissioned ships and the suitability of active Fleet units for further service. The mission of INSURV is to keep higher authority informed of the material condition of the operating forces and is accomplished through appropriately scheduled ship inspections.

2. SCOPE: INSURV has undergone a transformation in the process and frequency of conducting inspections. As such INSURV has identified requirements for technical inspection support services to conduct material inspections across all departments (Engineering, Combat Systems, Supply/Habitability, NAVOSH/Environmental Protection/Medical, Aviation, Deck, Boats and Craft, and Submarines) in all functional areas of all US Navy afloat assets. The Contractor shall be tasked to conduct material inspections on any shipboard system and or the equipment that may be installed in any vessel or Naval shore facility. For material inspections, it is essential to conduct the inspection with the minimum number of Technical Inspector support personnel necessary to complete all inspection tasks. In most cases inspections are conducted in a two (2) day inspection period for Cruiser and Destroyer (CRUDES), Littoral Combat Ship (LCS) and other smaller Naval vessels. The same approach should apply across all classes of Navy ships though number of inspection days may vary by ship classes such as three (3) inspection days for Amphibious (LSD and LPD) vessels, four (4) inspection days for Air Crafter Carrier (CVN, LHD and LHA) class vessels and Submarines and five (5) inspection days for Trial inspections. Inspectors are not required to be physically located in geographic location of INSURV HQ however, must be able to comply fully with Federal Government Telework/Remote work standards and travel requirements.

3. Period of Performance: It is anticipated that these services will be for a 12-month base, four 12-month options, and FAR clause 52.217-8, Option to Extend Services.

4. REQUIREMENTS: The contractor(s) shall provide performance-based non-personal services necessary to accomplish operational and program support efforts assigned under this performance work statement. Operational support which is required to allow the organization to accomplish its mission(s) on a day-to-day basis, program analysis, or evaluation of operational capability. Program support is that which is associated with both standing and ad hoc programs (also projects) which allows for successful, timely completion of the program or project. The support involved and the products developed will not only enable the Board of Inspection and Survey to comply with Title 10 responsibilities of minimal notice inspections, but also assist the CNO and various Fleet stakeholders in cost-effectively maintaining adequate levels of material readiness throughout the expected service life of the Fleet.

4.1 The Contractor(s) shall perform common requirements listed below:

4.1.1 The Contractor shall ensure the labor rates and man-hours utilized in the performance of the Contract will be the minimum necessary to accomplish the task.

4.1.2 The Contractor management shall meet with the COR bi-weekly in order to discuss important and unresolved issues as well as manning adjustments for optimum task performance. The support team shall align itself to support the Government work force with an efficient use of personnel labor hours utilizing an effective mix of experience and technical expertise to provide an adaptable and flexible structure that is suited to accomplishing both planned and emergent tasks. Emphasis shall be placed on a team structure that maximizes productivity and efficiency.

4.1.3 The Contractor shall provide and manage available contractor qualified subject-matter experts for various contract tasking.

4.1.4 The Contractor shall transition and ramp up immediately upon award, and have the support team in place and fully functioning within six (6) weeks after award of the Contract.
