PERFORMANCE WORK STATEMENT (PWS)

Secure Area Badging System

THE RESEARCH AND ANALYSIS CENTER- FORT GREGG-ADAMS

5 June 2024

1. Objective. To obtain system upgrades and maintenance agreement for the secure area access system located in building 12400, Fort Gregg-Adams, Virginia. This system will require a dual CAC swipe access and security code entry.

2. Background. The Research and Analysis Center (TRAC) conducts studies and analysis that routinely require working with classified documents in a secure environment. In both the 2022 and 2023 walk-through inspections conducted by the Fort Gregg-Adams Security Office, an observation made was that the secure area of TRAC-FGAV requires a two-point security pad (badge swipe and security code entry) to become compliant with current Physical Security requirements.

3. Required Tasks. The following tasks must be quoted as separate line items in the contractors quote.

3a. Physical removal of existing system.

3b. Installation of an Access Control System for the Secure Space at Building 12400, including:

· Keypad/CAC Combination Reader

· Control Panel with Control Board and Enclosure

· Door Power Supply for Electrified Lock

· Backup Batteries for Door Power Supply

· PIR Motion Detection Request-to-Exit

· Push-Button Request-to-Exit

· Door Position Switch

· Identiv Access Control Software License

· Enrollment Card Reader for Enrolling Cards Into System Pipe, Wire, Plywood, Connectors, and Other Materials for a Complete System

· Programming/Configuration

· On-Site Commissioning

· FIPS and FICAM Compliance

3c. A complete five (5) years of maintenance and on-call repair support. This may take the form of up to four option years in addition to the vendor’s standard warranty.

3d. The government will provide an appropriately network-accessed PC for access control system administration.

3e. As much as is practicable, appropriate wiring will be run through internal spaces (walls, ceilings, etc.) or conduit attached to external spaces.

4. Compatibility and Interoperability. The service agreement will include periodic updates to the system firmware. If, as firmware updates are applied, the control systems or attached equipment functionality changes, the programmed interface software will be modified to guarantee that all equipment in the suite remains operational through and accessible from the control system and panel.

5. Schedule for Delivery. The contractor shall complete tasks 3a, 3b, and 3e as needed or as agreed upon with TRAC-FGAV government technical representative NLT 60 days from date of award. The contractor shall complete tasks 3c and 3d as needed or as agreed upon with TRAC-FLVN government technical representative NLT 120 days from date of award. The period of performance will be for one (1) year (base period) plus four (4) one-year option periods that may be exercised by the Government.

6. Installation, Programming, and Training. The contractor shall integrate TRAC’s existing equipment with the final government-approved contractor’s equipment list to ensure TRAC compatibility and capability with existing equipment. The contractor shall assemble, install, and interconnect all components. All work shall be done in a neat and professional manner. Cables of like purpose shall be bound together using cable ties or wraps. Wiring and cables shall be of sufficient length to relieve mechanical strain on the wires, but not present excessive length. The contractor shall program all of the system's control components to operate as an integrated system. The contractor shall provide training to government personnel in the operation and maintenance of the integrated system when the installation is complete and functional. This instruction shall include necessary information required to turn on the extended monitors and audio components. The contractor shall submit as-built drawings when work is completed.

7. Government Furnished Equipment. The government will furnish one network-enabled PC inside the secure area for access control system administration.
