October 2026
1.0 General:
1.1 Scope: The contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary, except as specified in Paragraph 3.0 as Government Furnished, to perform Centralized Credentialing and Privileging (C&P) Program Management Services for the Air National Guard (ANG), as defined in this Performance Work Statement (PWS).
1.1.1 Objectives: The contractor shall provide operational support for Clinical Quality Management Program. This includes Health Risk Management, Credentialing and Privileging, Accreditation and Compliance, Clinical Measurements, and Clinical Quality Improvement. Health Risk Management encompasses the Adverse Actions process with the ANG having a history of approximately 18 actions within the last 6 years. The Credentialing and Privileging process includes the privileging of privileged and non-privileged Health Care Providers (HCPs), to include; new accessions into the ANG, maintenance of current credentialed and privileged HCPs, mobilizations and training requirements for HCPs, program training for users, coordinators, and privileging authorities, technical system support within the system of record Joint Centralized Credentials Quality Assurance System (CCQAS), and conducting the Credentials and Privileging Certification Board. In total, the ANG credential and grants privileges to approximately 2,500 Military and Non-Military HCPs, for example: Physicians, Physician Assistants, Nurse Practitioners, Nurses, Dentists, Directors of Psychological Health, Optometrists, and Pharmacists. In the healthcare context, “credentialing” is the process of assessing and verifying a health care practitioner’s qualifications. The credentialing process includes review of the licensure, training and education of skilled HCPs. Additionally, it assures their clinical competency and that they maintain regulatory compliance in their scope of practice. Privileging is the process health care organizations employ to authorize practitioners to provide specific health care services within a specific facility. All health care providers within the ANG hold an Air Force Specialty Code (AFSC) or Civilian Classification that corresponds to their clinical specialty, wherein privileges are granted and specified. Accreditation and Compliance for the ANG includes the compliance of Unit CQM program through the AF Inspection Agency and the use of the IGEMS system for reporting. Clinical Measurements and Clinical Quality Measurements are new programs for the ANG which will support the entire CQM program by using data and clinical measurements to bring about quality changes and improvements throughout the entire CQM program. The Clinical Quality Management Program is governed in accordance with (IAW) Air Force Instruction (AFI) 44-119, the Air Force Officer Classification Directory (AFOCD), Defense Health Agency (DHA) Procedures Manual (PM) 6025.13 and Department of Defense Instruction (DoDI) 6025.13.
1.2 Background: The Military Health Systems (MHS) Human Capital Strategic Plan for 2008-2013 established the goal to define and deploy a standardized C&P system across the military services.
These strategic plans also established goals for ensuring information is accessible to military health system leaders at all levels to promote informed decision-making. The requirement was further
CUI
expanded in June 2010 to incorporate centralization of the C&P system. The management of C&P as a centralized program will ensure the National Guard Bureau (NGB) remains compliant with AFI 44-119, DHA PM 6025.13, and DoDI 6025.13. This effort will ensure the National Guard (NG) provides HCPs capable of delivering a medically ready and protective force through continuous monitoring of health statuses, identifying medical threats, and finding the means to provide protection and improved health for individuals.
1.2.1 To establish the Air National Guard’s Clinical Quality Management (CQM) program IAW DODI
6025.13. the Government requires the advanced expertise of a Clinical Nurse Specialist (CNS). This position introduces critical clinical Subject Matter Expertise (SME) that standard administrative personnel cannot provide.
