Performance Work Statement The US Naval Hospital, Guam hereby contracts for the services of an Ordained Roman Catholic Contract Priest (RCCP) at the US Naval Hospital, Guam.

a.The contractor shall provide services as a Roman Catholic Contract Priest (RCCP) in support of the US Naval Hospital, Guam for a period commencing 01 November 2024 through 31 October 2025, plus four option year periods.
b.During the term of this contract, the contractor shall provide, on behalf of the government, pastoral care services to the active-duty military personnel, their dependents, eligible civilian Navy employees, and other eligible beneficiaries within the Roman Catholic congregation. They will provide pastoral services to the civilian, retirees, and dependent Roman Catholic members in the hospital in accordance with the terms and conditions of this contract.
c.The contractor shall provide services as specified here in accordance with scheduled hours as authorized or approved by the Pastoral Care Department Head or his/her representative.
d.The RCCP shall keep track of all sacraments, pastoral visitations, counseling sessions, and turn-in to the Religious Program Specialist (RPS) for mandatory reporting.
e.The RCCP shall provide pastoral care visits to anyone listed in (b) requesting non-emergent pastoral care. The purpose of this visit is to offer the administration of the sacrament; i.e. Anointing of the Sick, Holy Viaticum, Reconciliation, Final Commendation of the Dying, Prayers for the Dead, Pastoral Care and Counseling. This pastoral ministry extends to the family members especially when the patient is gravely ill, dying, or deceased. Non-emergent pastoral care requests take place 0730-1600 Monday-Friday.
f.The RCCP will respond to emergent pastoral care requests for a Catholic Priest. The requests may come from the Commanding Officer, Command Chaplain, Nurse of the Day, or other properly designated hospital personnel. During an emergency call, the RCCP may be expected, but not limited to, administering Anointing of the Sick, Holy Viaticum, Reconciliation, and Final Commendation of the Dying, Prayers for the Dead, private counseling for the patient and/or family, and assisting in the grieving process.
g.The RCCP shall also provide Mass at least once per week to be determined in conjunction with the Pastoral Care Department Head. Mass shall also be provided during Holy Days of Obligation that take place Mondays through Fridays.
h.The RCCP shall provide on-call coverage after hours 52 weeks per year, and 4 weeks per year of on-call coverage during normal business hours.
i.The RCCP will be required to meet with the Command Chaplain at a minimum once a month to discuss the ministry provided or Catholic issues.
j.The contractor shall provide in advance, dates, and times when he will be unable to provide services due to training, leave, furlough, etc. Additionally, the contractor is responsible for ensuring that a qualified replacement is present when the contractor is unable to attend. The contractor is responsible for paying their replacement, as well as acquiring base access for the replacement.
k.The contractor will be responsible to ensure that attendance dates and times are verified by the Religious Program Specialist (RP) prior to submission/processing for payment.
l.The Secretary of the Navy directs contract priest not conduct monetary transactions, revenue disbursements, or the administration of government funds to include Religious Offering Funds (ROF). The ROF is no longer authorized per BUMEDINST 1730.2C.
