PERFORMANCE WORK STATEMENT
COMBUSTION TUNING AND INSTURMENT CALIBRATIONS
VA SIERRA NEVADA HEALTH CARE SYSTEM
Part 1
General Information
1. General: This is a procurement to perform semiannual tuning of natural gas, oil and adjust burner combustion as needed and calibration of oxygen trim limits of three Nebraska high pressure water tube boilers, along with providing combustion reports for each boiler upon completion of service. Also, the semiannual calibrations of instruments monitoring and control systems (transmitters), along with providing reports of calibrations. The contractor shall work directly with the Contracting Officer’s Representative (COR), Boiler Plant Supervisor, and
Operations and Maintenance (O&M) Chief at VA Sierra Nevada Health Care System (VASNHCS) on all matters related to this service once awarded the contract.
1.1 Description of Services/Introduction: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform the calibrations, and tuning, along with the reports of three Nebraska high pressure water tube boilers. The contractor shall meet the standards in this contract.
1.2 Background:
1. Most Department of Veterans Affairs Medical Centers have a central boiler plant to provide steam for heating and air conditioning, domestic hot water, kitchens, and sterilization. Boiler plant safety, reliability, efficiency, and equipment longevity are paramount concerns of Department of Veteran’s Affairs management. Malfunctioning burners or controls can cause catastrophic events resulting in injuries, death, and massive property damage. Inaccurate or inadequate data management and monitoring systems can fail to warn of unsafe or inefficient performance. Regular inspections by expert technicians are an essential part of a program to address these concerns.
1.3 Objectives: For the Semi-annual tuning, burner combustion and 02 trim calibrations on natural gas and oil on
Boilers 1, 2, 3. Also, to perform semi-annual calibrations of instrumentation monitoring and control systems
(transmitters) for 3 Nebraska Water tube boilers, DA Tank, and Condensate Tank with all required documentation of completed inspections. Also, testing the Low flue Gas Oxygen Level Interlock on all three boilers.
