About this file

This is a Performance Work Statement (PWS) for Fixed Wing Airlift support services to be provided to the Special Warfare Training Wing (SWTW). The PWS establishes the operational and technical requirements for aircraft and airlift operations that will support specialized training activities including static line (SL), military free fall (MFF), and container delivery system (CDS) parachute operations. The aircraft must be a fixed-wing ramp aircraft with inboard-folding side doors capable of opening and closing in flight, capable of operating at 18,000 feet mean sea level, and equipped with a minimum of 18 approved fold-up seats. Critical payload requirements include the ability to transport 16 combat-equipped jumpers with two jumpmasters (300 lbs each) plus 100 lbs of additional equipment per mission, or alternatively, six water-equipped SL/MFF jumpers (300 lbs each) with a CDS bundle (up to 900 lbs) and two jumpmasters (275 lbs each). The aircraft must demonstrate the capability to transport a minimum of 5,500 lbs of combined payload under non-stop instrument flight rules conditions at positive 10 degrees Celsius for two hours.

The PWS further specifies that the aircraft must be rigged and configured for SL/MFF/CDS paradrop operations with a cabin floor load rating capable of supporting the stated weight requirements. Win Aviation has been identified as the sole source provider due to its unique capability to operate aircraft meeting these precise specifications and its listing on the Air Mobility Command Paratroop Commercial Operator Part 91 register. The contract is structured as an Indefinite Delivery, Indefinite Quantity (IDIQ) agreement with an anticipated ordering period from February 6, 2027, through February 5, 2032, with the Air Force Installation Contracting Center (AFICC) managing the procurement on behalf of the Air Education and Training Command.
