About this file
This Performance Work Statement (PWS) details a demolition and site restoration project for the Department of the Army National Guard at a military installation. The project involves demolishing two alert trailers in Building 316, including complete removal of foundations, decking, stairs, AC units, gas lines, water lines, and sanitary sewer lines. Additional scope includes repairing and regrading the site, installing a new fire hydrant and water valve, constructing a new sidewalk, and implementing comprehensive environmental restoration and seeding.
Key project requirements include conducting lead and asbestos testing prior to demolition, managing waste with a focus on recycling, performing precise grading with specific compaction requirements, and establishing new landscaping using hydraulic seeding techniques. The project has a six-month period of performance, with strict requirements for quality control, environmental protection, and site restoration. Contractors must provide numerous technical submittals, including environmental protection plans, waste management plans, soil compaction reports, concrete testing reports, and final warranty documentation. The work will be performed Monday through Friday between 0700-1630 hours, excluding federal holidays, with careful attention to storm water management and maintaining an easily maintainable site.

1.2 Background: The aircraft and engine high power area and the metal storage building are no longer required. The Wing has no longer required this area since the conversion of mission in 2013. This area is maintained by the Civil Engineer Squadron and needs to return to a state that will allow for easy maintenance (mowing) of the area as well as ensuring proper storm water management. The final product will need to ensure that the area doesn’t encourage wildlife to shelter in the area.
1.3 Period of Performance (PoP): The Period of Performance shall be 6 months.
1.4 General Information:
1.4.1 Place and Performance of Services: The contractor shall provide services between the hours of 0700 - 1630 on Monday through Friday, except on recognized US holidays or when the Government facility/installation is closed due to local or national emergencies, administrative closings, or similar Government-directed facility/installation closings. Performance shall be at building 229 and the general area. The contractor shall at all times maintain an adequate work force for the uninterrupted performance of all tasks defined within this PWS when the Government facility/installation is not closed for the above reasons. When hiring personnel, the contractor shall keep in mind that the stability and continuity of the work force are essential. Teleworking is not authorized.
1.4.1.1 Telework:
The Government does not permit the contractor to telework in support of this requirement. In furtherance of Continuity of Operations Planning (COOP), a telework program may be enacted to ensure that the Government's mission-critical operations stay operational during times of national emergency or incidents of national significance. Telework shall be at no additional cost to the Government.
1.4.1.2 Unscheduled gate closures by the Security Police may occur at any time causing all personnel entering or exiting a closed installation to experience a delay. This cannot be predicted or prevented. Contractors are not compensated for unexpected closures or delays.
