About this file
This is a Performance Work Statement for weekly dry ice pellet delivery services to the Department of Veterans Affairs Cooperative Studies Program Clinical Research Pharmacy Coordinating Center in Albuquerque, New Mexico. The vendor must deliver 600 pounds of 5/8-inch dry ice pellets every Monday (or the next business day if Monday is a federal holiday) for a total of 52 weekly deliveries per year, equaling 31,200 pounds annually. The contract covers a base year plus four optional years. Deliveries must occur between 8:00 a.m. and 3:30 p.m. Mountain Time at 2401 Centre Avenue SE, Albuquerque, NM 87106, with points of contact Steven Micklos (505-265-1711 x6344) and Paul Hicks (505-248-3206).
The vendor must provide properly maintained, insulated storage containers with hinged lids and casters capable of holding a minimum of 700 pounds of dry ice pellets. Container insulation walls must be at least 2.5 inches thick, and sublimation loss must not exceed 8 percent of total mass per 24 hours (industry standard is 3-8 percent). The vendor is responsible for picking up the previous week's container during each new delivery. Delayed orders are not acceptable, as the biorepository requires continuous dry ice supply for shipping biological specimens. The facility has its own loading and receiving dock separate from the VA Hospital, and there is no maximum distance requirement provided the dry ice integrity is maintained during transit.

Performance Work Statement Dry Ice Pellet supply
Cooperative Studies Program Clinical Research Pharmacy Coordinating Center New Mexico Veterans Affairs Health Care System (NMVAHCS) Introduction:
This requirement is for delivery of 600 pounds of dry ice pellets every week for a total of 52 deliveries per year (31,200 pounds per year) for a five-year period.
Background:
The Cooperative Studies Program Clinical Research Pharmacy Coordinating Center’s Biorepository in Albuquerque, New Mexico requires dry ice pellets for use when shipping biological samples.
Required Services:
A. Vendor will every week, on a Monday (unless Federal Holiday then vendor will deliver next day), deliver 600 lbs. of 5/8-inch dry ice pellets in a storage container. The storage container must keep sublimation to minimum possible level to maintain maximum useable quantity of dry ice. Acceptable performance standard is the weekly delivery of 600 pounds of dry ice pellets every week for a total of 52 deliveries per year and conformance standards are met.
B. Vendor will pick up previously delivered container when delivering new container.
Conformance Standards:
A. Contract service shall ensure delivery containers meet applicable safety guidelines related to storage of dry ice.
B. Storage container should be insulated with a hinged lid on casers designed for storage of dry ice pellets. This container is to be left at facility until the following delivery period. Container must be in good condition, fully operational casters, and lid. Container must also be free of damage or punctured insulation walls. Insulation walls of container will need to be a minimum of 2 1/2” inch thickness. Containers must have capability to hold a minimum of 700lbs of dry ice pellets. Lid must have a mechanism for holding the lid closed and in place. Containers must have a minimum of four casters, two that swivel, to support total weight of at least 700lbs of dry ice and allow for mobility across flat level surfaces.
C. Loss due to sublimination should be less than eight percent (8%) of total mass every 24 hours. Common rule is 3-8% of total mass every 24 hours. Greater loss would be a result of inadequate or damaged containers.
Hours of Coverage:
A. Normal delivery hours are Monday through Friday from 7:30 am to 3:00 pm Mountain time. Deliveries must occur during normal delivery hours.
B. Federal Holidays observed by NMVAHCS are:
| New Years' Day | Labor Day | ||
| Martin Luther King Day | Columbus Day | ||
| Presidents' Day | Veterans' Day | ||
| Memorial Day | Thanksgiving Day | ||
| Juneteenth | Christmas Day | ||
| Independence Day |
Information Security:
A. In accordance with Appendix A, Handbook 6500.6 Checklist blocks 7, the C&A requirements do not apply to this requirement, and Security Accreditation Package is not required.
Other Pertinent Information or Special Considerations:
A. Delivery Address/Point of Contact:
Department of Veterans Affairs Cooperative Studies Program Clinical Research Pharmacy Coordinating Center 2401 Centre Ave SE Albuquerque, NM 87106
Points of Contact and Delivery Verification – Steven Micklos, steven.micklos@va.gov, 505-265-1711 x6344 Paul Hicks, paul.hicks@va.gov, (505) 248-3206
We have our own free-standing facility detached from VA Hospital with loading/receiving dock.
There is not a max radius location from vendor to delivery location as long as the integrity of the dry ice supply is not compromised in transit.
B. Delivery Hours:
8:00am-3:30pm (MT)
C. Delayed Orders:
Delayed orders are not acceptable. Analyzing and testing biospecimens cannot be conducted as there would be no means to transport biospecimens while remaining viable for testing.
Period of Performance:
A. The period of performance shall be for one base year PLUS up to four (4) option years. The Government may extend the term of the awarded base/option year by written notice to the Contractor within 30 days of annual expiration date, provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 days before the contract expires.
