Introduction The Chief Digital and Artificial Intelligence Office (CDAO), an element of the Office of the Secretary of Defense (OSD), leads Department of Defense (DoD) efforts to accelerate adoption of data, analytics, and artificial intelligence (AI) from the boardroom to the battlefield to enable decision advantage. CDAO develops, formulates policy for, and oversees implementation of the department’s strategy for data, analytics, and AI, and it creates digital infrastructure and services enabling DoD components to develop, deploy, and operate data-, analytics-, and AI-enabled solutions for their mission needs. In pursuit of these objectives, the office partners with organizations inside and outside DoD—including the military services, combatant commands (CCMDs), other OSD offices, and Intelligence Community agencies—to develop data, analytics, and AI capabilities and to reduce barriers to their adoption. Through its activities, CDAO ensures U.S. warfighters have the most effective digital capabilities and ensures critical business functions have the digital solutions to deliver value for warfighters and taxpayers.

Background Within CDAO, the Advanced Command and Control Accelerator (AC2A) Directorate manages efforts to develop, test, and deploy resilient enterprise data services and digital technologies enabling Combined Joint All-Domain Command and Control (CJADC2). Three CJADC2 strategic objectives guide the directorate’s work: global integration of data-centric workflows to aid deterrence, homeland defense, and military responses; planning, execution, and assessment of machine-enabled joint kill chains and activities for countering unmanned systems; and data integration with foreign partners. The directorate’s efforts encompass the development of data integration concepts, capabilities, and governance to facilitate CJADC2 data exchanges between CCMDs, the military services, and combat support agencies as well as modeling and simulation to understand how CJADC2 capabilities will operate and perform in contested environments. Additionally, AC2A facilitates extensive experimentation, primarily through iterative Global Information Dominance Experiment (GIDE) events, partnering with CCMDs and other stakeholders to test the effectiveness of evolving command and control (C2) concepts and capabilities in operational and tactical environments. All AC2A initiatives foster improved interoperability for and global accessibility to warfighting data, accelerating advancement of the CJADC2 vision: resilient, responsive C2 connecting data from distributed sensors, intelligence assets, open sources, and platforms for all warfighting domains to decision makers at scale and tempo.

Scope CDAO is responsible for driving digital and AI initiatives, including the development of purpose-built CJADC2 data integration services enabling the joint force and partner nations to access and share data. Within CDAO, AC2A is leading the development of a collection of services that will enhance data discoverability, accessibility, and sharing across diverse software applications, weapon systems, and users. These data integration services will ensure secure, seamless data access through vendor-agnostic interfaces. This modern approach will enable DoD leaders and CCMD warfighters to leverage high-quality, fused data for rapid, informed decisions within an outcome-driven development, deployment, and feedback cycle. Current AC2A initiatives focus on deploying a node-based Edge Data Mesh (EDM) for reliable data routing across boundaries; deploying mission command applications via the Maven Smart System (MSS) for aggregating and digitizing C2 functions; and conducting GIDE events to experiment with EDM, MSS, and other C2 capabilities and concepts. EDM and MSS comprise the major foundational elements for CJADC2 data integration services; GIDE events provide the main mechanism for testing and improving those services—and accelerating their deployment and use.

CDAO maturation and implementation of the CJADC2 data integration services require coordinated execution of activities by technical development teams, software integrators, experimentation planners, operators, and other specialists across multiple warfighting, intelligence, and support organizations. Through this task order, the contractor will provide an integrated team to support CDAO with a wide mix of technical services and products for efforts ranging from maturing the CJADC2 architecture to integrating new data, analytics, and AI sources, technologies, and capabilities into that architecture. The contractor will help CDAO integrate a wide range of data, analytics, and AI solutions with EDM and MSS, expanding the scope, scale, capabilities, and mission impacts of the overall set of CJADC2 data integration services. The work will focus on the following primary areas:

Providing architectural products to guide the expansion of CJADC2 data integration services.

Providing engineering, integration, and tools to improve data interoperability across CCMDs, the military services, the IC, and DoD partners through EDM, MSS, and CJADC2.

Aiding identification and fulfillment of opportunities to accelerate adoption of AI/machine learning (ML) via CJADC2 for improved C2 decision making.

Designing, implementing, and maturing processes for planning and executing GIDE events and other verification and validation activities for EDM, MSS, and CJADC2.

Providing training to enable effective stakeholder experimentation with, deployment of, and use of CJADC2 data integration services.

Support for rapid experimentation and the fielding of prototype capabilities—particularly for planning and executing GIDE events intended to demonstrate joint C2 workflows and deliver related, incremental data integration and AI capabilities—will be a particular emphasis. In all efforts, the contractor will apply and integrate applicable standards outlined in the Secretary of Defense guidance memo on Ethical Principles for Artificial Intelligence. By executing the activities described in this performance work statement (PWS), the contractor will help CDAO coordinate the DoD vision for CJADC2; lead the analysis and synchronization of associated activities; reduce duplication of C2 efforts; improve the alignment between mission needs and fielded capabilities; and provide capabilities enabling increased strategic, operational, and tactical situational awareness.

Program Management The contractor shall support program management efforts, including all relevant (1) financial, staffing, risk, quality, performance, schedule, and management activities of the order, (2) weekly and monthly status reporting, (3) quarterly program management reviews, (4) ad hoc stakeholder briefings and engagements, (5) mission support to facilitate travel and security requirements, (6) architecture and system design processes, (7) agile software development processes, and (8) technical delivery roadmaps.

The deliverables for these tasks shall include, but not be limited to, project financial and staffing reports; project risk reports; a project quality assurance plan; a project management plan; a master schedule; weekly and monthly status reports; program management review briefings; trip reports; agile software development procedures; a technical direction plan; technical delivery roadmaps; and ad hoc briefings, reports, papers, and spreadsheets.

Data Integration Services Architecture The contractor shall support agile development and refinement of the architecture for CJADC2 data integration services as well as management of the architecture baseline and measurement of its usability. The contractor shall support architecture development and employment activities through tasks including, but not limited to, the following:

Map CJADC2 Capstone Initial Capabilities Document and other formal Joint Requirements Oversight Council-validated requirements in the Dynamic Object-Oriented Requirements System (DOORS) or a similar tool, and specify methods for testing them, to guide data integration services work to satisfy the requirements.

Develop and maintain the system architecture and design baseline for CJADC2 data integration services, aligning these with existing and planned C2 capabilities.

Support the development of data integration services data architecture artifacts and identification of capability gaps with mitigation plans.

Analyze system architectures through existing and emerging commercial off-the-shelf (COTS)/government off-the-shelf (GOTS) software and integrate emerging capabilities where feasible.

Develop and execute processes for decomposing mission threads and mapping mission workflows to data integration services architecture and design elements using digital engineering methods.

Support assessments of the extent to which specific data sources and applications within the data integration services architecture comply with DoD metadata guidance.

Define—and assist the execution of—plans, processes, and methods for CDAO coordination with the CJADC2 stakeholder community to ensure the military services and defense agencies design CJADC2 reference architectures in accordance with DoD guidance.

Design, and collect and analyze data for, the following:

CJADC2 initiative metrics to measure the efficacy of the CDAO data integration services baseline, including its ability to perform data orchestration, enable application development, and support mission thread workflows.

Qualitative operational metrics to measure changes in end user capacities and abilities to perform existing workflows and the timeliness of associated activities.

Metrics to measure the effectiveness of C2 platforms.

Support and document CDAO development of governance processes and policies for C2 data integration.

Deliverables for these tasks shall include, but not be limited to, data integration service overview descriptions and diagrams; data architecture views and descriptive materials; data architecture gap descriptions and diagrams; mission thread and use case descriptions and diagrams; metadata compliance assessments; stakeholder engagement plans and procedures; and metric descriptions, capture procedures, data assessment reports, and governance processes documentation.

Data Integration Service Engineering and Data Pipeline Management The contractor shall aid the realization of the CJADC2 vision by providing engineering, software pipeline management, and other support for the integration of additional data sources, services, and capabilities into the CJADC2 data integration services architecture via EDM, MSS, and other services as appropriate. The contractor shall support the data integration activities in subsections 3.3.1 and 3.3.2.

Data Integration Pipeline and Tools The contractor shall support the design, refinement, documentation and management of DevSecOps software pipelines and tools for developing and deploying improved CJADC2 data integration services. The contractor shall support data orchestration and data pipeline management through tasks including, but not limited to, the following:

Develop data pipeline architectures, orchestration capabilities, and tools to maximize efficiencies in data movement and interoperability across distributed CJADC2 capabilities.

Lead the definition and adoption of open application programming interface (API) specifications, data products, and interoperability standards for the CJADC2 data ecosystem.

Manage, enhance, and optimize existing continuous integration / continuous delivery pipelines to execute cadenced software builds for CJADC2 data integration services.

Monitor cybersecurity requirements across CJADC2 software development efforts and satisfaction of all relevant security protocols.

Assist systems engineering, data migration, and software development and integration for CJADC2 data integration services.

Support development, integration, testing, deployment, training, operations, and management of data integration services to enable their inclusion within joint experiment and demonstration activities.

Provide engineering, training, and integration support to demonstrate the abilities of data integration services to accelerate application development and deployment for mission use cases.

Develop a metric framework and metric strategy, and collect data, to enable development and analysis of CJADC2 metrics, objectives, and key results and their use for decision-making.

Deliverables for these tasks shall include, but not be limited to, software development pipeline architecture and capability descriptions and diagrams; CJADC2 data products, API specifications, and interoperability standards; test plans and procedures; training scenarios, guides, and presentations; a CJADC2 metrics framework and collection strategy; and metric data assessment reports.

Data Source and Solution Integration The contractor shall support the use of software pipelines and tools to integrate new data sources and data, analytics, and AI solutions into CJADC2 data integration services via EDM, MSS, and other services as appropriate. The contractor shall support data source and solution integration through tasks including, but not limited to, the following:

Discover, assess, and assist CDAO prioritization of new and emerging capabilities for potential integration into CJADC2 data integration services.

Support the integration of critical DoD data feeds into EDM and MSS, applying modern data-centric principles and patterns to unlock siloed data and provide data solutions to the warfighter.

Support the integration of existing CDAO- and DoD-developed solutions with the data integration services for mission use cases.

Design—and collect and analyze data for—metrics to measure the usage and efficacy of individual data sources and solutions integrated into the CJADC2 data integration services.

Catalog and reuse existing CDAO- and DoD-developed solutions to accelerate the fielding of data, analytic, and AI platforms and capabilities.

Deliverables for these tasks shall include, but not be limited to, capability descriptions and assessments; metric descriptions, capture procedures, and data assessment reports; and catalog records for data, analytic, and AI solutions for DoD needs.

Acceleration of Emerging AI Technologies Research and Integration The contractor shall support the identification of use cases, the access to data, and the development, training, and deployment of models for expediting the fielding of AI/ML capabilities for DoD needs and enabling improved C2 decision making. The contractor shall support AI/ML activities through tasks including, but not limited to, the following:

Identify and develop use cases for employing AI/ML to aid satisfaction of CJADC2 requirements.

Conduct market research, analyses, and comparisons to discover and assess potential AI/ML technologies and models with the potential to fulfill CJADC2 data integration services needs.

Identify new COTS/GOTS technology and resources to leverage for CJADC2 AI/ML activities and help CDAO plan and execute the actions necessary for DoD to access, experiment with, and use them.

Provide a taxonomy of natural language processing (NLP) and large language model (LLM) approaches best suited for integration into defense systems and services to advance digital capabilities such as digitization of paper materials, metadata discovery and labeling, data extraction, document generation, document summarization, relationship generation, and chatbot interaction.

Identify potential sources for the operational data needed to train AI/ML models and design simulations—and collaborate with associated data stewards to obtain information about and access to the data for CDAO and its partners.

Provide development and integration of NLP / LLM efforts in support of CJADC2 objectives and experimentation activities.

Support AI/ML use case refinement, training, testing, deployment, and integration efforts.

Catalog CDAO-, CCMD-, and other DoD- and Intelligence Community-developed AI solutions to help defense and intelligence organizations discover these solutions and integrate these into their own operations.

Deliverables for these tasks shall include, but not be limited to, AI/ML employment use cases; assessments of AI/ML technology and models; an AI model methods taxonomy; AI model tactics, techniques, and procedures; test plans and procedures; and catalog records for data, analytic, and AI solutions for DoD needs.

Experimentation Planning, Execution, and Evaluation The contractor shall support the planning, design, development, integration, and execution of GIDE events and other verification and validation activities that assess current and potential technologies, concepts, and capabilities for the CJADC2 data integration services architecture; examine the interactions of architecture elements, including EDM and MSS, and other operational systems; and foster the development of new CJADC2 capabilities. The contractor shall support joint prototyping, modeling and simulation, experimentation, and exercise activities through tasks including, but not limited to, those stated in sections 3.5.1 through 3.5.4.

Experimentation Process Design and Execution The contractor shall design, implement, and mature processes for identifying C2 mission challenges; identifying opportunities to accelerate CJADC2 capability development and testing; designing CJADC2 experiments; and reporting experiment outcomes and recommendations. The contractor shall support experiment process design and execution activities through tasks including, but not limited to, the following:

Develop plans, processes, tools, and techniques to collect, analyze, and report DoD C2 mission challenges, requirements, activities, and collaboration opportunities.

Identify technical opportunities to expedite joint planning, wargaming, modeling and simulation, experimentation, and exercise processes to accelerate the development and testing of CJADC2 capability improvements.

Lead product roadmap workshops and program increment planning events with stakeholders.

Implement and mature processes for experiment design, preparation, and communication, supporting task management and execution through agile artifacts including kanban boards, Jira tickets, product backlogs, and burndown charts as well as roadmaps, schedules, and briefings.

Develop plans, processes, tools, and techniques to capture and share experimentation knowledge—and to measure and report experimentation results and resulting recommendations—across CDAO and throughout the CJADC2 stakeholder community at unclassified, secret, and top secret classification levels.

Deliverables for these tasks shall include, but not be limited to, mission challenge capture, prioritization, and coordination procedures; experiment design, planning, execution, and closeout procedures; and experiment assessment reports and briefings.

Experiment Planning and Preparation The contractor shall identify C2 mission challenges and shall plan and coordinate GIDE experiments and other activities as needed to test technology, processes, and concepts addressing those challenges. The contractor shall support experiment planning and preparation through tasks including, but not limited to, the following:

Identify mission challenges shared by CJADC2 stakeholders—including Joint Staff directorates, CCMDs, joint task forces (JTFs), the military services, and Five Eyes alliance partners—and complementary stakeholder efforts and experimentation opportunities to address those challenges.

Collect and develop stakeholder C2 requirements for experimentation activities and map requirements to test objectives using DOORS or similar tools.

Plan, coordinate, and automate, where feasible, the execution of live and virtual experimentation events with partners through actions including the following:

Developing objectives with associated metrics for CJADC2 experimentation activities.

Planning, executing, and reporting on stakeholder coordination activities.

Performing mission engagement and operational planning activities to incorporate a broad range of DoD national security partners into CJADC2 experimentation.

Assisting CDAO efforts to align capability experimentation activities and deliveries to priority concepts of operations.

Identifying experimentation venues and coordinating integration and deconfliction of events with complementary Joint Staff, service, interagency, and coalition activities.

Developing systems and workflow products for experimentation plans and activities.

Coordinate CDAO and partner personnel access to the systems, training, and materials needed to participate in CDAO-facilitated experiments and exercises.

Deliverables for these tasks shall include, but not be limited to, mission challenge descriptions and diagrams; requirements documents; experimentation plans, schedules, briefings, and progress reports; stakeholder engagement plans; and system and workflow descriptions and diagrams.

Experiment Design and Development The contractor shall develop mission use cases, mission scenarios, mission threads, and other information to guide CJADC2 experiments. The contractor shall support experiment design and development through tasks including, but not limited to, the following:

Define and develop mission use cases from CCMD, JTF, and service integration requirements, linking these to CDAO strategic objectives, operational outcomes, and key results.

Design complex global and theater experimentation scenarios in partnership with CCMD and military service personnel to validate joint C2 principles, test data integration service satisfaction of their requirements, and measure performance—and refine scenario models utilizing experimental results.

Facilitate delivery of mission threads for experimentation events and exercises that incorporate technological, doctrinal, organizational, training, and leadership factors.

Design baseline communications, networks, and architectures for experimentation events and exercises that incorporate joint C2 functions; joint fires capabilities; degraded and contested communications; and other innovative architectural and technology elements.

Deliverables for these tasks shall include, but not be limited to, mission use case descriptions and diagrams; experimentation scenario descriptions, diagrams, and presentations; mission thread descriptions and diagrams; and test plans and procedures.

Experiment Event Execution and Post-Event Activities The contractor shall facilitate the execution and measurement of CJADC2 experiments. The contractor shall support experiment events and post-event activities through tasks including, but not limited to, the following:

Facilitate technical integration of CJADC2, military service, and defense agency platforms, products, and solutions from a wide array of collaborative mission planning scenarios and efforts into experimentation activities.

Plan, organize, and support the operation of red, white, blue, green, and black cells to create realistic data and activities during experiment events when real-world participants and units are unavailable.

Draft doctrine, tactics, techniques, and procedures for employment of data integration solutions for experiments—and refine these based on experimentation activities and outcomes.

Develop simulations, and create constructive entities and environments, for integrating live and virtual systems and personnel as experiment participants.

Apply AI/ML tools to and across mission threads during experimentation and exercises to increase the quality and efficiency of decision making and to solve complex operational challenges.

Develop, implement, and maintain a system integration approach that captures, stores, processes, evaluates, and refines the data informing the joint planning and experimentation workflows.

Provide testing controls—and design and obtain measurements—to assess the causality and benefits of individual mission thread activities.

Design metrics—and collect and analyze data—to measure the success of experiments and to measure differences in human-in-the-loop versus human-on-the-loop execution of mission thread functional tasks based on experimental tools.

Assist data processing and the dissemination of data products from service component sensors, platforms, and partners across warfighting and classification domains during experiment activities.

Develop documentation that describes demonstrated capabilities and provides guidance for their use and sustainment.

Track and organize ongoing CJADC2 cross-functional team efforts and authorities, execute fielding strategies, and collaborate with CJADC2 stakeholders to foster maximum integration of operational capabilities and digital workflows across the enterprise.

Deliverables for these tasks shall include, but not be limited to, test plans and procedures; tactics, techniques, and procedures; modeling and simulation plans and procedures for data integration solutions; data management plans and procedures; metric descriptions, capture procedures, and assessment reports; experiment assessment reports, including progress reports, and briefings; and capability transition plans and procedures.

Provide Training and Enhance User Support The contractor shall support technical and non-technical training for experimentation with, deployment of, and use of CJADC2 data integration services to help CDAO scale their utilization and spur their adoption by users throughout the CJADC2 stakeholder community. The contractor shall support training through tasks including, but not limited to, the following:

Develop standardized documentation to train end users on how to use CJADC2 data integration services, including how to leverage them to extend the functionality of existing operational C2 systems.

Develop repeatable training techniques and scenarios that empower data integration services users, deployment specialists, and managers to perform their duties efficiently.

Facilitate training for deployment of federated data integration services to enable successful service deployment, management, and use and to reduce the chances of misuse.

Consolidate and analyze customer experience information for CJADC2 data integration services.

Identify gaps in the full set of training and customer satisfaction information for data integration services as a whole—and recommend measures to address these.

Deliverables for these tasks shall include, but not be limited to, training scenarios, guides, and presentations and user community feedback analysis reports.

Contractor Management The contractor shall be responsible for managing and overseeing the activities of all contractor personnel as well as subcontractor efforts used in the performance of this effort. Contractor management responsibilities shall include all activities necessary to ensure the accomplishment of timely and effective support, performed in accordance with the requirements contained in the PWS. The Contractor shall provide personnel with the management, technical, and subject matter expertise required to accomplish the activities and prepare the deliverables identified in this TO.

The Contractor shall ensure that all Contractor support personnel are onboard and ready to work, no later than three (3) days after the contract award date.

All Contractor staff must be fully badged and cleared through CDAO security before they may begin billable work on this contract. The Contractor shall submit a concise checklist within two (2) business days post award to the Requiring Activity (RA) and Ordering Contracting Officer Representative (OCOR) that contains background information necessary to begin the security process. The Contractor shall submit any additional required forms and documentation to the office or contact designated by the OCOR within four (4) days of such request.

Attachment 1 to this PWS provides the labor categories for the contract.

Key Personnel Certain skilled experienced professional and/or technical personnel are essential for accomplishing the work to be performed. These individuals are defined as “Key Personnel” and are those persons whose resumes will be submitted and marked by the vendor as “Key Personnel.” Certain skilled experienced program management and/or technical personnel are essential for accomplishing the work to be performed. Key personnel shall be identified by name and title/job classification in Table 1.

The key personnel specified in this contract are considered to be essential to work performance. At least 20 business days prior to the Contractor voluntarily diverting any of the specified individuals to other programs or contracts, the Contractor shall notify the KO and shall submit a justification for the diversion or replacement and a request to replace the individual. The request must identify the proposed replacement and provide an explanation of how the replacement's skills, experience, and credentials meet or exceed the requirements of the contract. The Contractor shall not divert, replace, nor remove key personnel from their role within the first 60 business days from contract award. If the employee of the Contractor is terminated for cause or separates from the Contractor voluntarily with less than 30 days’ notice or within the first 60 business days, the Contractor shall provide the maximum notice practicable under the circumstances. The Contractor shall not divert, replace, or announce any such change to key personnel without the written consent of the KO. The contract will be modified to add or delete key personnel as necessary to reflect the agreement of the parties.

· The Contractor shall ensure the approved key personnel are, unless stated otherwise, 100 percent applied to this effort and have the appropriate certifications and years of experience for their role.

· Key personnel shall have previous experience in the same or similar role of the same size and scope of project.

· The Contractor shall retain identified key personnel on this TO, while in the employment of this Contractor, unless agreed to in writing by CDAO.

Key Personnel Substitution The Contractor shall not remove or replace key personnel listed or described above without notifying and obtaining the written concurrence of the KO. The Contractor’s notification shall be no later than ten (10) calendar days in advance of any proposed substitution and shall include justification (including resume(s) and labor category of proposed substitution(s)) in sufficient detail to permit evaluation of the impact on TO performance.

Substitute qualifications shall be equal to, or greater than, the qualifications of the key personnel being substituted.

All requests for approval of changes hereunder must be in writing, via email, and provide a detailed explanation of the circumstances necessitating the proposed change. Requests for changes should be made when the need is identified. In addition to the resume, the request must also include a comparison of skills and qualifications of the proposed key personnel substitution with those of the incumbent as well as any other information requested by the KO to reach a decision.

Contract Management The Army Contracting Command Rock Island (ACC-RI) is the contracting agency for the U.S. Government (USG). As the contracting activity for this agency, it has the authority, through a duly appointed KO, to enter, administer, and/or terminate this contract and make related determinations and findings. Responsibilities afterwards are in accordance with those defined in the contract and those applicable portions of the Federal Acquisition Regulation (FAR) and its supplements. The ACC-RI KO is the only USG official who can provide direction to the contractor resulting in changes to the scope, schedule, and cost of this effort. Any changes required by the USG Inspector or the COR must be approved in writing by the ACC-RI KO.

Period of Performance. The task order (TO) period of performance shall be include a one-year base plus two (2) one-year options in accordance with FAR 52.217-9, Option to Extend the Term of the Contract.

Place of Performance. The primary places of performance for client delivery will be government and contractor locations in the National Capital Region, primarily in Northern Virginia. The team will also be postured to support distributed engagement across multiple CCMDs, JTFs, joint directorates, and other DoD and Intelligence Community entity locations—some on a temporary and others on a permanent basis—as directed by the CDAO. Remote support is sufficient when agreed by both USG and the contractor.

Personnel will require Common Access Cards (CACs) for authentication purposes and clearances for Secure Compartmented Information Facility access for all work locations. CDAO will provide administrative and technical support to enable the work and will provide access to equipment, networks, and performance locations to cleared contractor employees supporting this effort as specified in the approved DD Form 254.

Travel. As designated, travel shall be used to satisfy the requirements of this contract. Travel is an Other Direct Cost (ODC). ODCs are on a cost-reimbursable basis, with no fee. Travel shall be conducted in coordination with the USG and rates should be comparable to the Joint Travel Regulation (JTR) and reimbursable as outlined in FAR Part 31.205-46. Travel for this contract may include deployment to hazardous duty areas. The contractor may make frequent flights and must be prepared for tasking at remote sites. An increase in labor hours (up to 72 hours) is authorized per week by the USG if personnel are deployed to non-hazardous and hazardous duty areas. Note: This is standard precautionary language, extremely unlikely to ever be needed, and any hazardous duty deployments would be discussed with the contractor on a case-by-case basis at the time if necessary.

Travel shall be in accordance with the provisions of the JTR when applicable. Transportation may be commercial means or, when mission requirements dictate, the USG may provide transportation for the desired travel via USG vehicle (car, van, or small truck) or USG aircraft (fixed or rotary wing). When the cost of travel may exceed the dollars allotted in the TO, the contractor shall notify the KO prior to any travel for authorization to proceed.

Travel Screenings. When contractor personnel are deployed in support of special exercises and operations, the USG will conduct theater-specific training and briefings, issue theater-specific clothing and individual equipment, ensure that medical requirements (such as immunization, DNA screening, HIV testing, and dental examinations) for deployment have been met, and arrange for transportation to the theater of operations.

Travel Documents. As part of the processing of contractor personnel, the USG will provide the following distinct forms of identification:

1. Official No-Fee U.S. Passport and Travel Visas. When deployed in support of the USG, contractor personnel are required to always carry a valid passport. The USG will coordinate through the Department of State and appropriate embassies for use and issuance of official no-fee U.S. passports and the required visas for travel in support of the USG.

CAC. This card identifies one’s status as a contractor employee accompanying the U.S. Armed Forces. This card serves as identification and authorizes access to military facilities.

Personal Identification Tags. The identification tags shall include the following information: full name, social security number, blood type, and religious preference. These tags should be always worn when in the theater of operations.

Other Identification Cards. In addition, other identification cards, courier cards, badges, etc. shall be issued depending on the USG ’s security requirements, the sensitivity of the exercise or operation, or because of other requirements based on the theater of operations.

Force Protection. The USG will provide force protection for contractor personnel accompanying the USG in support of exercises and operations.

Security. Positions provided on this contract require varying levels of clearance. All positions provided in this contract require a SECRET clearance. Some positions supporting this effort may require up to Top Secret/Secure Compartmented Information clearance. The USG’s security requirements are in accordance with the DD Form 254 attached to this contract action. Contractor personnel performing work under this contract must have the required clearance at the time of the proposal submissions and must maintain the level of security required for the life of the contract.

USG Networks and Communications Infrastructure. It is the USG’s intent to have contractor software development and integration efforts interface with required USG systems. Unless approved by the USG, the contractor is prohibited from the development of independent, parallel, or mirrored operating systems. If the contractor is provided with access to, or purchases services on a fee-for-service basis on, any USG networks or communications infrastructure, they will comply with DoD and local guidelines and requirements for review and approval prior to introducing commercial, USG-developed, or contractor-developed applications, software, or equipment into the environment.

Points of Contact and Project Guidance. The points of contact for the contractor will be the KO and the COR. The KO/COR will provide project guidance or direction regarding the functional requirements for all software products generated and customized under this PWS. Functional guidance provided by the KO and COR will be coordinated with the end user organization to ensure that cost and schedule impacts are identified and addressed prior to being implemented by the contractor.

Anti-Terrorism/Operational Security Homeland Security Presidential Directive-12 (HSPD-12). HSPD-12 establishes a mandatory, Government-wide standard for secure and reliable forms of identification issued by the federal government to its employees and contractors (including contractor personnel). Under this directive, the heads of executive departments and agencies are required to implement programs to ensure that identifications issued by their departments and agencies to federal employees and contractors meet the standard.

Individual contractor personnel shall complete the Application for Identification Card/ Defense Enrollment Eligibility Reporting System enrollment (DD Form 1172-2) CAC request and the System Authorization Access Request (SAAR) DD Form 2875 upon arrival. Submitters will provide updates for continued access for contract extensions, new awards, and contract / contractor termination.

The submitters will notify the security office and their contract leads of contract renewals. Subsequent access based on contract / contractor badge renewals will require official notification via email or formal memoranda from submitter to the security office. Documentation not properly completed will not be accepted. Submitters will forward their DD Form 1172-2 and DD Form 2875 to the security office via email. Submitters must also copy appropriate government leads.

The security office will validate the contractor’s security clearance. If a contractor employee has a correct background investigation and favorable adjudication, they will have their CAC application initiated within 24 hours of submission.

If the contractor does not have a valid background check or favorable adjudication eligibly by the DoD CAS (Consolidated Adjudication Service), and is on an unclassified effort, they must undergo the Homeland Presidential Directive 12 (HSPD-12) access vetting process. The submitter, and the security office, will jointly complete the HSPD-12 package vetting process. Contractor CACs in this case must have a completed Federal Bureau of Investigation check with favorable fingerprint results returned prior to granting an interim CAC. The following applies to HSPD-12 vetting:

The submitter, working with their contractor, must submit contractor Declaration for Federal Employment (OF-306) completing items 1, 8, 9, 10, 11, 12, 13, 16, and 17.

The contractor must include an up-to-date resume.

The security office will complete an HSPD-12 Notification of Incoming Personnel (NIP) form and submit it to Protective Security Operations Division for processing.

Operational Security (OPSEC). Protecting critical and sensitive unclassified and controlled unclassified information (CUI) is a collective responsibility. Contractor personnel must follow OPSEC policies. This includes a requirement that contractor personnel must complete Level I OPSEC Awareness training within 30 calendar days of their reporting for duty and annually thereafter.

Information Awareness Training / Cyber Awareness Challenge. Individual contractor personnel must complete the DoD information awareness (IA) training (also referred to as the Cyber Awareness Challenge) before issuance of network access and annually thereafter. All contractor employees working in IA/information technology (IT) functions must comply with DoD training requirements in DoDD 8570.0.1 and DoD 8570.01-M within six months of appointment to IA/IT functions.

Controlled Unclassified Information (CUI). The contractor is required to fully comply with all provisions of the Defense Federal Acquisition Regulation Supplement (DFARS) clause 252.204-7012, Safeguarding Covered Defense Information and Cyber Incident Reporting. This includes the implementation and maintenance of cybersecurity protections in accordance with the National Institute of Standards and Technology (NIST) Special Publication (SP) 800-171, Protecting Controlled Unclassified Information in Nonfederal Systems and Organizations. The contractor shall apply these protective measures to all systems that process, store, or transmit Covered Defense Information (CDI) including CUI.

Government Furnished Property/Equipment Government-Furnished Property (GFP)/Government-Furnished Equipment (GFE) will be provided. Contractors shall have internal controls to manage (control, use, preserve, protect, repair, and maintain) USG property in their possession accountable to the award/order. The USG will also manage and monitor GFP/GFE.

Formal Acceptance or Rejection of Deliverables. Unless otherwise noted in the table above, the CDAO shall have (10) calendar days to review each document and provide feedback and comments. The contractor shall have five (5) calendar days to incorporate comments. A final review shall be conducted with the COR. Delivery of the post-final review document incorporating comments from the final review meeting shall constitute acceptance by the CDAO with the COR’s written approval.

Performance Requirements Summary (PRS) The PRS is the list of performance objectives and standards that must be performed by the contractor.
