About this file

This is a Performance Work Statement (PWS) for Tactical Assault Kit (TAK) Services and Support issued by the Defense Threat Reduction Agency (DTRA), Combat Support Directorate, Contingency Operations Department (CZ-CO) in February 2026. The contract is structured as an experimental procurement under 10 U.S.C. § 4023 for signal, chemical activity, and telecommunications supplies supporting CBRN (Chemical, Biological, Radiological, and Nuclear) operations. The Period of Performance consists of a twelve-month base period followed by four optional one-year periods.

The contractor must deliver services across five integrated phases: Phase 1 requires software modernization and updates (approximately twice yearly) for ATAK, WebTAK, TAKX, TAK Server, and the CBRN Data Service, plus annual testing and modifications on Android devices and documentation updates. Phase 2 involves providing minor bug fixes and UI modifications (four times annually per component) and help desk support on an as-needed basis. Phase 3 encompasses Edge and Cloud TAK Server administration, support, testing, and validation twice yearly, with AWS Gov Cloud deployment and Authority to Operate (ATO) documentation for cross-domain solutions. Phase 4 requires development of automated testing protocols and creation of a mock CBRN Sensor API for simulation testing. Phase 5 entails monthly status reporting. Key deliverables include bug fixes, semi-annual UI modifications and regression testing, updated documentation, and monthly status reports. Security requirements mandate that the contractor possess and maintain a Top-Secret Facility Security Clearance, with all personnel holding or able to obtain DoD SECRET clearances, with potential requirements for higher clearances (TOP SECRET/SCI, CNWDI). Performance will be evaluated against a Quality Assurance Surveillance Plan (QASP) monitoring completeness, reliability, accuracy, timeliness, and quality standards, with compliance required to multiple DoD directives including DoDI 8500.2, DoDI 8510.01, DoD 8570.01-M, and Application Security and Development STIG.

Performance Work Statement (PWS) Tactical Assault Kit (TAK) Services and Support

February 2026

1.0 Statutory Authority

This document outlines a plan of experimentation to be conducted under the authority of 10 U.S.C. § 4023, "Procurement for Experimental Purposes." The supplies and services described herein are for experimental and test purposes to develop and refine critical capabilities for the national defense, specifically within the domains of "signal," "chemical activity," and "telecommunications" supplies as authorized by the statute.

2.0 Background and Experimental Justification

The Defense Threat Reduction Agency (DTRA), Combat Support Directorate, Contingency Operations Department (CZ-CO) requires the evaluation and enhancement of its Tactical Assault Kit (TAK) ecosystem. TAK is a critical map-based Common Operating Picture (COP) that provides enhanced Situational Awareness (SA) for Command and Control (C2). It is utilized by the Department of Defense (DoD), other government agencies, first responders, and foreign partners.

This experiment is necessary to test and evaluate the continued functionality, interoperability, and modernization of TAK Chemical, Biological, Radiological, and Nuclear (CBRN) Plug-ins, containerized services, and associated server infrastructure. The experiment will provide data and insights to ensure the development of the best supplies needed for national defense, as it pertains to CBRN detection and response.

3.0 Experimental Objectives

The primary objective of this experiment is to test, evaluate, and refine the TAK ecosystem for CBRN operations. The experiment will focus on the following:

• Software Modernization and Interoperability: To test the impact of software updates, modernization of features, APIs, and formats on the operational effectiveness of ATAK, WebTAK, TAKX, TAK Server, and the CBRN Data Service.

• User Interface and Experience: To experiment with UI modifications and bug fixes to enhance usability and reduce operator error.

• Server Architecture and Performance: To evaluate the performance and interoperability of Edge and Cloud TAK Server configurations, including cross-domain solutions.

• Automated Testing and Sensor Integration: To develop and test automated testing protocols and to experiment with the integration of mock CBRN sensor data to simulate real-world operational conditions.

4.0 Scope of Experimentation

The experiment will be conducted through the following phases and activities:

• Phase 1: Software Modernization Experimentation

• Conduct annual testing and modifications on Android devices to align with the CZ-CO Basis of Issue Plan (BOIP).

• Update documentation as needed (approximately twice per year) to align with TAK Product Center release cycles.

• Modernize software, features, APIs, and formats for ATAK, WebTAK, TAKX, TAK Server, and the CBRN Data Service (approximately twice per year).

• Phase 2: User Interface and Help Desk Experimentation

• Provide minor bug fixes and User Interface (UI) modifications for ATAK, WebTAK, TAKX, TAK Server, and the CBRN Data Service, estimated at four times per year for each component.

• Provide minor help desk support on an as-needed basis to gather user feedback and identify areas for improvement.

• Phase 3: TAK Server Administration and Support Experimentation

• Edge TAK Server: Provide support, updates, bug fixes, and ensure interoperability with the Cloud TAK Server. Conduct testing and validation twice per year.

• Cloud TAK Server: Provide support, updates, bug fixes, and ensure interoperability with VPNs and Edge servers. Conduct testing and validation twice per year and provide documentation to support Authority to Operate (ATO) adjudication.

• Cross Domain Solutions: Deploy a secure Cloud TAK Server on AWS Gov Cloud with feature parity to the existing server and provide ATO documentation.

• Phase 4: Automated Testing and Sensor Simulation Experimentation

• Develop and expand automated tests to increase feature coverage before each release.

• Create automated tests for ATAK CBRN functionalities using mock DTRA CZ-CO sensors.

• Build a mock CBRN Sensor API to simulate sensors in automated tests.

• Phase 5: Project Management & Operational Support

• Provide monthly status reports detailing task progress, funding status, and any emergent issues.

5.0 Experimental Deliverables

The following will be delivered as part of this experiment:

• Bug fixes, troubleshooting, and technical support as required.

• Semi-annual modifications to TAK CBRN UIs, CBRN Data Service, WebTAK, and TAK Server.

• Semi-annual regression testing.

• Updated documentation and user guides for the CBRN Plug-in, CBRN Data Service, and TAK Server.

• Management of Other Direct Costs (ODCs) for hardware, software, and cloud services.

• Monthly status reports.

6.0 Period of Performance

The Period of Performance (PoP) will consist of a twelve (12) month base period and four (4) one-year option periods.

7.0 Security Requirements

Prior to solicitation response, the Contractor must possess, then successfully maintain, a Top-Secret Facility Security Clearance. All personnel must have, or be able to obtain, a DoD SECRET clearance.

Higher clearances (up to TOP SECRET / SCI, CNWDI, etc.) may be required based on specific mission needs.

8.0 Quality Assurance

The Government will evaluate the contractor’s performance in accordance with the Quality Assurance Surveillance Plan (QASP). The QASP outlines the standards for completeness, reliability, accuracy, timeliness, and quality. The Government's Contracting Officer’s Representative (COR) will monitor performance, and any deficiencies must be corrected within the specified time frame.

9.0 Applicable Directives

Performance under this PWS shall comply with all applicable directives, including but not limited to:

• DoDD 5105.62, Defense Threat Reduction Agency

• DoDI 8500.2, Information Assurance (IA) Implementation

• DoDI 8510.01, Risk Management Framework (RMF) for DoD Information Technology (IT)

• DoD 8570.01-M, Information Assurance Workforce Improvement Program

• Application Security and Development (ASD) STIG

• And others as listed in the PWS.
