PERFORMANCE WORK STATEMENT

06/17/2022

PWS for Ft Leavenworth Backbone System Maintenance Services On-site personnel located in the Fort Leavenworth area to perform Backbone System Maintenance Services. Response time for critical infrastructure failures will be four (4) hours from time of notification by customer until a technician is on-site at the point of most likely failure. Upon notification the technician may commence remote dial up access troubleshooting (if available) to make an initial assessment and possibly initiate a temporary work around solution. Even if dial up troubleshooting is initiated, the on-site response time will remain at 4 hours.

Place of Performance Location for all work at surrounding buildings and towers is at 645 Biddle Blvd. Fort Leavenworth Ks, 66441. COR Is the POC for further clarification.

Backbone Maintenance Service also includes all required replacement maintenance parts. As items are utilized from Fort Leavenworth’s spares inventory, the defective items will be shipped to a Repair and Return Center. R&R will repair or replace the item and return the item to Fort Leavenworth where those items will be placed into Fort Leavenworth spares inventory.

A major system failure necessitating a guaranteed 4-hour response time call out is defined as any failure that reduces the overall system, individual system, or site availability in of the following ways:

1) Loss of system database servers

2) Loss of system switching servers

3) Loss of trunking mode of operation

4) Loss of one or more trunked or conventional radio repeater sites

Preventative Maintenance Services Comprehensive Preventative Maintenance services can detect issues with the system before they impact user operations. Actions can be taken to proactively address potential issues. The following items will be included in the Preventative Maintenance Services.

Semiannual Services The following services will be performed for Fort Leavenworth:

1. Perform TX test to verify that all channels are functional at all sites.

2. Perform RX test to verify that all channels are functional at all sites.

3. Verify that multisite operation is functional to all sites.

4. Verify the Generator is cycling and testing on schedule (from alarm system Log files).

5. Visual site checks consisting of:

Visually checking for possible lightning hits on all PolyPhasers.

Visually check shelter temperature and if all HVAC units are working and adjusted properly.

Visually check for shelter water leaks or water damage.

Visually check battery chargers and batteries for possible damage or leaking (if appropriate).

Visually check outside of shelter for vandalism or damage.

Semiannual System Alignment for Fort Leavenworth P25 semiannual Preventative Maintenance

1. Check RX sensitivity and TX power of test radio(s).

2. Verify TX modulation levels on each channel per site.

3. Verify RX Sensitivity of each channel per site.

4. Check and log TX power of all stations to combiner input per site.

5. Check and log TX power out from combiner to antenna from each site.

6. Calibrate sniffers for all stations and combiners.

7. Sweep antennas for VSWR and Return Loss at each site.

8. Perform Tower Top amp test (if appropriate).

9. Check UPS Operation and check for presence of any alarms.

10. Verify and log Software and Hardware versions for all equipment.

NSC Annual and Consoles

1. Verify that all connections are tight, secure, strain relief if present.

6. Verify monitors are functional and screen brightness has not diminished. A written report to the customer within 30 days of completion of the Annual Preventative Maintenance check. This report will show the recommended specification for each measurement, the “as found” measurement and the “as adjusted” measurement.

Some testing conducted during the Annual Preventative Maintenance check will require brief outages of some pieces of equipment. Some potential examples would be:

Testing of Transmit combiner output power per channel Testing of Transmit combiner output VSWR reading These two tests require disconnection of the combiner from the antenna, insertion of test equipment and transmitting on one channel to make the measurements. During this time period all channels connected to this combiner must be taken out of service. Outage period will be approximately 10 minutes.

Testing of Receiver Tower Top Amplifier Testing of Effective Receiver Sensitivity of Testing Effective Receiver Sensitivity requires interruption to all receivers at one site for a period of approximately 10 minutes.

Testing of Receiver Tower Top Amplifier will require disabling of the TTA intermittently over an approximate 10 minute time period. During this test the site will receive, however the TTA is disabled, receiver coverage will be reduced.

Provide advance notification of commencement of all Preventative Maintenance tests.

Disruptive tests will be planned and conducted on a mutually agreeable schedule to minimize impact to system users. Summarizing, agreement will be for Preventive Maintenance Services for hardware.
