1.0 Introduction
1.1 Background
The U.S. Army Corps of Engineers Finance Center has a requirement to support, maintain and modernize (development) the Corps of Engineers Financial Management System (CEFMS II) which is an enterprise financial management system supporting the business processes and mission of U.S. Army Corps of Engineers (USACE) worldwide. CEFMS II provides integrated, end-to-end automated financial management services enabling full transparency of funds execution for USACE projects. CEFMS II provides functionality for receipt and end-to-end execution of appropriated Civil Works and Military direct funding and reimbursable funding. CEFMS II provides automated pro-forma transactions and general ledger updates in compliance with U.S. Treasury Standard General Ledger (USSGL) policies. CEFMS II enables USACE to produce auditable financial statements and sustain audit readiness. CEFMS II has been designated as major AIS DBS for USACE and vitally critical to the day-to-day operations and carrying out the overall missions of USACE. The CEFMS II system requires continuous availability to prevent USACE mission failure.

4.2 Agile Development Process
The Contractor shall incorporate software development processes under this PWS using Agile Development Methodologies. Agile Development involves a series of short- duration, iterative projects that deliver incremental capabilities in shortened timeframes. It is intended to deliver working software quickly and evolves quickly to meet changing requirements.
The principles of the agile methods are:
· Customer involvement: Customers should be closely involved throughout the development process. Their role is to provide and prioritize new system requirements and to evaluate the iterations of the system.
· Incremental delivery: The software is developed in increments with the customer specifying the requirements to be included in each increment.
· People do not process: The skills of the development team should be recognized and exploited. Team members should be left to develop their own ways of working without prescriptive processes.
· Embrace change: Expect the system requirements to change and so design the system to accommodate these changes.
· Maintain simplicity: Focus on simplicity in both the software being developed and in the development process. Wherever possible, actively work to eliminate complexity from the system.
4.2.1 Requirements Definition
Requirements definition shall use agile development methodologies to capture capability needs through User Cases. This phase of agile development involves the users and process owners with participation by developers as needed.
4.2.2 Software Development Iterations and Integration
Software development shall follow agile development methodologies using short duration development cycles or “sprints” that produce demonstrable “interim deliveries” of software. These deliveries of capability may or may not be fielded to the operational community. The time required to create a delivery iteration is dependent on planning, complexity of features, or other influences. Iterations may also be based on a fixed time cycle, with variances in the number of features developed. The Contractor is expected to use continuous integration best practices in developing software solutions.
4.2.3 Product Testing
Product testing in the agile development process requires frequent engagement of the customer and/or designated representative testers. Agile development shall include use of automated regression testing techniques and utilities included part of a continuous software integration process. The Contractor shall ensure all products are thoroughly tested prior to delivery to the government. The Contractor shall support the Government to identify and correct product testing issues identified throughout the agile development process, but especially during integration testing of a releasable set of software features.
4.2.4 Software Releases
Based on a plan for each agile project, software releases shall be completed, delivered, and fielded. Most agile projects will require several iterations culminating in a release to the field. Every project will be tailored to the scope of the project, driving longer or shorter iteration and release schedules as required and directed by the Government. The Contractor shall participate in the release planning team and its process, including feature selection, with other Government directed representatives. Release planning is the responsibility of the Government, but the Contractor shall provide knowledge and input that is deemed critical by the Government to the planning process.
