About this file
This Performance Work Statement (PWS) details technical test services for the U.S. Army DEVCOM Chemical Biological Center involving enhanced leak testing of 34 specialized Type II tray filters used in critical life-safety collective protection systems. The testing requires performing non-destructive leak tests on individually fabricated filters with specific parameters including a 26 cfm feed air flow rate, 12-minute feed time, R134a mass feed rate of 92 g/min, and a 40 cfm co-current purge air flow rate.
The contractor must measure multiple test parameters including challenge and effluent air temperatures, dewpoint temperatures, and R134a concentration, with the ability to accurately measure 0.25 ppm. Deliverables include an Excel file with individual filter data and a combined data plot, to be emailed within 5 calendar days. The filters have specific dimensions of 5.875" x 22.25" x 38", and the government will furnish the 34 Type II tray filters for testing. The contract is unclassified, with potential Operations Security (OPSEC) measures to protect sensitive unclassified information.

PERFORMANCE WORK STATEMENT
Type II Tray Enhanced Leak Testing
1.0 Scope. The Contractor, as an independent Contractor and not as an agent of the Government, shall provide the necessary resources (except for those identified as Government Furnished Property) to perform the work described herein for services for the U.S. Army Combat Capabilities Development Command Chemical Biological Center (DEVCOM CBC). The Contractor shall perform technical test services for enhanced leak test screening of specialized Type II tray filters.
1.1 Background. The U.S. Army DEVCOM CBC with its headquarters at the Edgewood Area, Aberdeen Proving Ground, Maryland (APG-EA) is a subordinate activity of the U.S. Army Futures Command (AFC). The center is primarily responsible for the conduct and management of research, development and life-cycle engineering of chemical and biological defensive systems such as chemical/biological agent detection and protective measures. The U.S. Army DEVCOM CBC also provides expertise in employing detection and protective methods in client-owned facilities and laboratories.
1.2 Objective. The purpose of this effort is to provide test services to execute enhanced leak testing on Qty 34 specialized Type II tray filters to determine if they meet performance requirements. Each filter will be tested to ensure there are no identified leak paths in either the filter weldment or carbon bed and the test is non-destructive. These filters were individually fabricated and do not have the same dimensions as a commercially available version. The filters are used in critical life-safety collective protection systems.
1.3 Quality Assurance: The Government will evaluate the Contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan (QASP). This plan is primarily focused on what the Government must do to ensure that the Contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the acceptable quality levels (performance thresholds).
2.0 Applicable Documents.
3.0 Requirements. The Contractor, as an independent Contractor and not as an agent of the Government, shall provide the necessary resources (except for those identified as Government furnished property or assistance) to perform the following work.
3.1 Individual enhanced leak test screening of Qty 34 specialized Type II tray filters. At a minimum, Qty 34 test will be performed, but if additional tests are needed to confirm performance, the total Qty will not exceed 45.
3.2 The following are the test parameters for each individual test:
Feed air flow rate = 26 cfm Feed time = 12 min R134a Mass feed rate = 92 g/min Feed conc. = 124,500 mg/m3 Co current purge air flow rate = 40 cfm
Co current purge time = 8 min
3.3 The following are measurements that must be made for each test
Challenge air temperature Challenge dewpoint temperature Effluent air temperature Effluent air dewpoint temperature Effluent concentration – the detection method must be able to accurately measure 0.25 ppm of R134a Total mass of R134a delivered for each test
Calculated DMMP sensitivity using a 5,000 mg/m3 feed = 0.046 mg/m3
3.4 Individual tray dimensions are as follows: 5.875” x 22.25” x 38” and the dimension drawing is attached. A test fixture to support these dimensions is required.
4.0 Government Furnished Property.
Item Quantity Delivery Date Type II Tray Filter 34 5 calendar days when requested for testing
5.0 Deliverables: The Contractor shall deliver the data and data trends plots for the filters as follows: Via email in an excel file with individual filter data, as well as a plot showing combined data from all Qty 34 filters. Trays can be delivered and picked up from vendor in local area, and will be delivered within 5 calendar days when needed for testing.
6.0 Travel. N/A
7.0 Delivery Schedule: See Section B and F of the contract.
8.0 Government Point of Contact/Contracting Officer Representative.

10.0 Security. The Contractor shall safeguard all Government equipment, information, and property if provided for Contractor use. This contract is unclassified and does not contain security requirements or a Contract Security Classification Specification, DD Form 254.
However, the Government may require Operations Security (OPSEC) measures (when applicable) to protect sensitive unclassified contract information. If access to unclassified sensitive information (Controlled Unclassified Information - CUI) is authorized, the contractor may access only the information related to the subject matter of this contract.). Should the government determine that the technology has developed to a point where the information warrants protection, a DD Form 254 and an approved classification guide will be issued.
