Performance Work Statement (PWS)
Performance Work Statement (PWS) For Mental Health Training sponsored by the Office of the Assistant Secretary for Administration and Management
PART 1
General Information This is a non-personnel services contract to provide mental health overview training in-person for approximately 50 managers and supervisors in Atlanta, Georgia and virtually for approximately 125 managers and supervisors around the country to cover (1) how to manage their own stressors and (2) recognizing signs of stress in others.
Description of Services/Introduction:
The contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and non-personal services necessary to perform Mental Health Training as defined in this Performance Work Statement (PWS), except as specified in section C-3 as government furnished property and services. The contractor shall perform to the standards in this contract action.
Background:
The U.S. Department of Labor (DOL or the Department) developed a Diversity, Equity, Inclusion, and Accessibility (DEIA) Strategic Plan that establishes a framework for the Department’s DEIA initiatives for FY 2022-2026. As included in this plan, “the Department understands that the mental health of employees is a priority as stress and burnout can sometimes lead to unforeseen mental health issues. Furthermore, we know that members of racial and ethnic minority groups and other underserved communities can feel racial and other types of traumas from personal experiences or stemming from systemic discrimination.” Per the plan, DOL began “a mental health initiative focused on providing information about the importance of maintaining and supporting mental health. This initiative will include an education program to help all employees, including supervisors and managers, understand mental health conditions and how to make the workplace more welcoming, supportive, and inclusive for all employees.”
Following from the DEIA Strategic Plan and requests from managers and supervisors, DOL, Office of the Assistant Secretary for Administration and Management (OASAM) is looking to provide a comprehensive mental health overview training for managers and supervisors.
Objectives:
The objective of this procurement consists of a contractor developing and offering a 1-2 hour training to DOL managers and supervisors that will aid them with managing their own mental health stressors and providing tools that will allow the managers and supervisors to more easily recognize signs of stress in their staff members and co-workers.
Scope:
OASAM requires mental health training support services to assist with the enhancement of the Department’s DEIA strategic plan initiatives for FY 2022-2026. The scope of work consists of a 1-2 hour in-person and virtual training session to support DOL managers and supervisors with managing their own stress and addressing signs of stress in others. Services include producing a slide deck and talking points, reviewing that deck with DOL staff in advance, conducting a dry-run training, and the training itself. The contractor shall accomplish giving managers and supervisors additional mental health knowledge, tools, and resources as identified in the DOL DEIA Strategic Plan.
Period of Performance:
The period of performance shall be from the date of award through December 15, 2024.
General Information Quality Control:
The contractor shall develop and maintain an effective Quality Control Plan (QCP) to ensure services are performed in accordance with this PWS. The QCP shall document the overall approach to quality assurance activities. The QCP shall provide specifics regarding how the contractor defines, implements, and assures quality during the Period of Performance. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The contractor's QCP is the means by which the contractor is assured that the work complies with the requirement of the resulting order. The QCP is to be delivered with the contractor's quotation. After acceptance of the QCP the contractor shall receive the Contracting Officer's acceptance in writing of any proposed change to his QCP.

The Government shall evaluate the contractor's performance under this order in accordance with the Quality Assurance Surveillance Plan. This plan is primarily focused on what the Government must do to ensure that the contractor has performed in accordance with the performance standards. The Quality Assurance Surveillance Plan will be established within 10 days of award.
