PERFORMANCE WORK STATEMENT (PWS)

Nuclear Accident Incident (NAI) Exercise Meals

1. Description of Service. The contractor shall coordinate and furnish all personnel, food items, supervision, parts, tools, materials, facilities and transportation necessary to provide individual prepared boxed meals for military personnel at New Mexico Army National Guard Base 47 Bataan Blvd Santa Fe, NM 87508 Exercise Training Play Area for the Nuclear Accident Incident (NAI) Exercise to be held 25 February 2025 through 27 February 2025, as defined in this Performance Work Statement (PWS).

2. Scope of Work. The contractor shall provide/deliver individual prepared hot and/or cold boxed prepackaged meals for each day of the exercise, 25-27 February 2025, for each meal period in the quantities as specified in the table below.

2.1. Meal Times. The contractor shall deliver breakfast, lunch, dinner, and midnight meals on site in the proper warmer/cooler no later than 15 minutes prior to the below listed meal serving time periods.

Breakfast: 0600-0800 (6:00 AM-8:00 AM) Lunch: 1100-1300 (11:00 AM-1:00 PM) Dinner: 1600-1900 (4:00 PM-7:00 PM) Midnight: 2000-2400 (10:00 PM – 12:00 AM)

2.1.1. At this time the Government does not have an exact count of how many meals will need to be designated for the meal period Dinner vs. Midnight Meal. The Government will provide actual meal quantities for the Dinner and Midnight Meals NLT 48 hours prior to the start of the exercise on 25 February. In total between the two meal periods, Dinner/Midnight Meal, the total number of meals required is projected to not exceed 95 meals.

2.2. Meal Plan/Menu.

2.2.1. Contractor is required to provide a sample meal plan/menu in the Solitation response for Government review/approval upon contract award. Contractor shall allow up to two

(2) meal plan/menu revisions after contract award. Requests for meal plan/menu revisions will be made by the Government no later than 3 days prior to the exercise kick-off on Tuesday, 25 February 2025.

2.2.2. Cost per meal per person should not exceed $23.00 for any given meal period.

2.2.3. Meals must be prepackaged individual bag or box meals for all meal periods to allow for easy transport/consumption in exercise field conditions and be labeled with the date and meal type (e.g. “Day 1 – Breakfast”).

2.2.3.1. Meals for individuals with dietary restrictions and/or allergies (primary concern is peanut/nut allergies) should be properly marked and kept separate from standard meals.

2.2.4. Meals should consist of at least a protein, carbohydrate, fruit, dessert, and beverage option.

2.2.5. It is desired that Breakfast, Dinner, and Midnight Meals be hot meals and Lunch be cold meals, though the Government is open to deviations to this upon review of proposed meal plan/menu.

2.2.6. All meals shall have enough disposable tableware (forks, spoons, knives, etc.), condiments and sauces (salt, pepper, BBQ sauce, mayonnaise, mustard, ketchup, salad dressing, and any other condiments, etc.), appropriate for the meals requested.

2.2.7. The Government may modify up to ten percent (5%) meal counts (increase or decrease) within 24 hours advanced notice to the service/product provider with no penalties and/or additional cost.

2.3. Hot Water/Coffee Station. ***OPTIONAL***

NOTE - Due to possible funding constraints the Solicitation will have a separate line item for costs associated with providing Hot Water/Coffee Station services for 24-hour operations during the entirety of the exercise (beginning 12:00 PM on 25 February through 12:00 PM on 27 February 2025). If there is not enough funding for this service, then the entirety of section 2.3. of this PWS will be removed upon contract award and these services will not be required.

2.3.1. The Government requires a 24-hour operations Hot Water/Coffee Station for approximately 95 Air Force personnel during the duration of the exercise. It is the contractor’s responsibility to ensure this station remains properly stocked with all consumables (water, coffee, sugar, cream, etc.), cups, napkins, stirring sticks/spoons, etc. during the entirety of the exercise from 12:00 PM on 25 February 2025 through 12:00 PM on 27 February 2025. Space within the already provided FOB tent will be available to setup this station.

2.4. Delivery Location.

2.4.1. New Mexico Army National Guard Base 47 Bataan Blvd Santa Fe, NM 87508

(Exercise Training Play Area; map/directions of exact delivery location on base installation will be provided after contract award.)

2.5. Trash/Waste.

2.5.1. The contractor shall at the conclusion of each meal period, or as necessary remove trash and waste related to the provided meal service. The contractor will be responsible for providing waste receptacles within FOB tent and removal/disposal of trash off the installation.

3. Government Furnished Property and Services.

3.1. Except for those items or services specifically stated as Government provided in this section of this PWS, the contractor shall furnish everything required to perform all required services for this contract.

3.2. The Government will provide the following listed property and services for the contractor’s use in performance of this contract.

3.2.1. Facility. The Government will furnish a FOB tent to serve as a distribution area for meals to military personnel within the New Mexico Army National Guard Base Training/Exercise Play Area.

3.2.2. Equipment. Tables for placing/staging meals will be available for use in the FOB tent.

3.2.3. Utilities. The Government will provide electricity; FOB tent will be set up with some 120V outlets/power sources for the contractor’s use.

4. General Information.

4.1. Food Preparation and Handling Safety Requirements.

4.1.1. The contractor shall comply with all National Food Safety Code and other applicable federal, state, local health guidelines and is required to meet local and federal sanitary requirements for food preparation and handling. Food preparation shall be carried out in accordance with sound hygienic principles. In all places of employment where all or part of the food deliveries are provided, the food dispensed shall be wholesome, free from spoilage, and shall be processed, prepared, handled, and stored in such a manner as to be protected against contamination. The contractor shall provide, with their offer the means and methods for quality assurance and control to ensure prepackaged meals arrive to point of service/delivery within acceptable temperature ranges and quality parameters in accordance with commercial practices.

4.1.2. Prior to delivery and inspection, the contractor shall:

4.1.2.1. Ensure that the meals are maintained at the correct temperature during delivery, distribution, and storage. This may require the use of refrigerated trucks, coolers, or warming equipment (e.g. chafing dishes, warming trays) to keep meals at a safe temperature.

4.1.2.2. Delivery method shall be in a clean, sanitized, and covered vehicle, to prevent any type of contamination of food delivered.

4.1.2.3. Food shall be ready for inspection to confirm that quality meets serving criteria.

5. Installation Access.

5.1. The contractor shall obtain personal identification passes for all employees and vehicle passes for all contractor and personal vehicles requiring entry onto the New Mexico Army National Guard Base. The contractor shall work with the Contracting Officer and/or Government representative to obtain base access for their employees. Vehicle registration, proof of insurance and a valid driver’s license must be presented for all vehicles to be registered.
