About this file
This is a Performance Work Statement (PWS) Draft for a Pilot Transportation Service at Naval Station Rota, Spain. The contractor must provide harbor pilot transportation services using contractor-furnished pilot boats to transport US Navy Harbor Pilots to and from US ships entering or leaving the Naval Station. Services must be available 24 hours per day, 7 days per week, 365 days per year, including all weekends and holidays, with notification provided no later than 3 hours in advance of pickup requirements. For inbound vessel arrivals, the contractor must arrive at least 1 hour prior to pickup time; for outbound departures, arrival is required at least 30 minutes prior to vessel departure.
The contractor must provide a minimum of two oceangoing, power-driven marine vessels meeting specific requirements: at least 45 feet in length, capable of speeds exceeding 20 knots, able to withstand extreme weather conditions and rough seas up to 2.5 meters, occupancy capacity of at least 10 personnel, rubber beading/fendering on hull exterior, and marine-certified fixed metal handrails installed at specified heights. Each pilot boat must be manned with a minimum of two personnel—one boat captain and one crew member—who speak and understand English. All personnel must be certified in Basic First Aid and CPR, trained in boarding/landing procedures, pilot transfer positioning, safety procedures, emergency response (including man-overboard and loss of propulsion/steering/communications scenarios), and recovery-at-sea procedures. Initial demonstrations of recovery techniques in calm and adverse weather conditions are required, followed by quarterly drills. The contractor must obtain and maintain access to Naval Station Rota and comply with all Spanish regulations and laws for vessel operation, including navigation licensing, registration, and insurance. Pricing is structured through exhibit line-item numbers: ELIN XA for standard pilot transport (inbound or outbound trips), ELIN XB for government cancellations without sufficient notice (60 minutes for inbound, 30 minutes for outbound), ELIN XC for discounts on consecutive transfers occurring within one hour of each other, and ELIN XD for hourly compensation when government-caused delays exceed 30 minutes, with partial hours paid as whole hours. The contract will have a 5-year ordering period beginning on the award date, and performance will be monitored by Harbor Pilots and a Contracting Officer Representative through a Quality Assurance Surveillance Plan.
