Performance Work Statement Summary: Joint Service Mask Leakage Tester (JSMLT) Repair

This Performance Work Statement (PWS) outlines requirements for repair services of Joint Service Mask Leakage Tester (JSMLT) equipment for the United States Air Force. The contract is issued by the Department of Air Force, Warner Robins Air Logistics Complex, Human Systems Division (AFLCMC/ROU, Operations and Support), with repair services to be performed at Air Techniques International (ATI) facility located in Owings Mills, Maryland. The primary objective is to repair unserviceable JSMLT units (NSNs 6665-01-506-9002 and 6665-01-665-5513) from Condition Code F (unserviceable) to Condition Code A (serviceable) through tear-down, evaluation, component replacement, calibration, testing, and engineering support. The contract period consists of a basic year with four option years extending one year beyond the final order date or contract completion. Repair work includes incoming inspection per ISO 10012-2003, initial evaluation testing, internal calibration and repair processes, and 100% acceptance testing of all deliverable items per contractor-established Acceptance Test Procedures (ATP).

Performance thresholds require a 60-calendar-day turnaround time after receipt of repair order, with no more than one late delivery per month. Quality metrics mandate no more than one validated Product Quality Deficiency Report (PQDR) per contract quarter and minimum 90% first-pass acceptance rate on initial inspection, with remaining items passing on second attempt. The contractor must maintain ISO 9001:2015 certification and serves as Design Authority, with all changes requiring government approval through the Configuration Control Board. Contractor responsibilities include government property management, Item Unique Identification (IUID) marking and registry reporting, Commercial Asset Visibility Air Force (CAV-AF) reporting, counterfeit electronic parts prevention, software management with CPIN tracking, and sustaining engineering services with two-business-day initial response requirements. Deliverables include multiple Contract Data Requirements List (CDRL) items such as Government Property Inventory Reports, Calibration and Measurements Requirements Summary, test procedures and reports, engineering change proposals, service bulletins, and bill of materials for supply chain risk management. The contractor must achieve CMMC Level 3 certification, comply with OPSEC and COMSEC requirements, and maintain security procedures per DoD 5220.22-M (NISPOM).

5513): The JSMLT is a portable, unit-employable device that can determine serviceability, proper fit and identifying defective components of current and future Chemical, Biological, Radiological and Nuclear (CBRN) protective masks. This system combines all these features in one unit, providing a capability not available in the battle space, to both quantitatively test protective masks for defects and to assess the fit of a mask on an individual. The device provides the operator with an audible and visual indication if a mask component is defective or if the mask fit does not meet accepted Service specific standards. The JSMLT is interoperable with the M40/M42, MCU-2/P, M45, M50/51 (JSGPM), M53, and the Joint Service Aircrew Mask (JSAM).

After repair is completed, the contractor shall inspect each item to ensure that all tools/foreign objects have been removed.

4.3.1 JSMLT Calibration: Air Force Metrology and Calibration (AFMETCAL) shall take over calibration responsibilities for the JSMLT. AFMETCAL will re-format the procedures into a Technical Order for Government use only. The Contractor shall prepare a Calibration and Measurements Requirements Summary (CRMS), which shall be developed using DI-QCIC- 80278C and MIL-STD-1839D as guidance. The CRMS shall identify the System’s calibration and measurement requirements and procedures, the measuring and test equipment, and the calibration equipment or standards required to maintain a proper calibration system. The Operational/System Equipment shall be reflected under Category I of the CRMS; the Test, Measurement, and Diagnostic Equipment under Category II and the Calibration Equipment/Standards under Category III by each system (tester) as applicable. Standards shall be traceable to National Institute of Standards and Technology (NIST) or other DoD approved measurements sources.
