USVRON-1 MUSV Remotely Operated Camera System - Requirements Statement

This is a Requirements Statement for a manned/unmanned surface vehicle (MUSV) remotely operated camera system dated 15 July 2026. The operational problem is CSG's need to employ mUSV IoT to enhance maritime domain awareness across the strike group and area of responsibility (AOR).

The required capability encompasses a hi-resolution electro-optical and infrared (EO/IR) camera system with full motion video (FMV) and bearing/range capabilities, providing 360-degree coverage with a target detection distance of 5nm (threshold) and 10nm (objective). The system must include radio frequency (RF), VHF voice, and AIS transmission detection and capture capability. Live-streaming video capability is required at approximately 720p resolution with the ability to save video at 2-4k resolution, capture screenshots at 2-4k, and distribute camera feed to multiple parties. The system must support remote operation and control of FLIR from Zulu Mod on CVN, with visual identification/classification of contacts. Short-term storage requirements include one week of 2-4k video feed onboard the USV, 30 days of 2-4k video at UOC/Shore facility, and approximately six months of video storage for investigative record-keeping. Minotaur integration is required to enable more effective MDUSY employment and proliferate data distribution across operations centers. The contract requires manufacturing, delivery, installation by 10 August, and operational training. The period of performance spans 17 months to cover deployment timeline, structured as a 12-month base contract with a 5-month option period.
