OPTICAL ISOLATOR for the HQ, 20TH CBRNE COMMAND

PERFORMANCE WORK STATEMENT (PWS)

Description.

HQ, 20TH CBRNE Command requires isolation of cable or satellite television connections entering classified processing areas. The locations are Aberdeen Proving Ground, Maryland, 21005, buildings 5016 and 5046.

1.0 Background.

The HQ, 20TH CBRNE Command requires isolation of cable or satellite television connections entering classified processing areas. An optical isolator is an electronic device that prevents electromagnetic emissions from components in one side of a circuit from damaging or interfering with components on the other side of the same circuit.

Optical isolators regulate electromagnetic emissions levels by converting electricity into a beam of light. This prevents electromagnetic emissions and/or voltage spikes from impacting more than a single circuit and decreases the overall interference and noise that occurs with traditional communications connections. Commercial Cable TV (CATV) and Satellite TV Isolation CATV and satellite television cables that traverse spaces processing National Security Information (NSI) shall be isolated before the cables leave the inspected space. These areas must be isolated either at the point they enter the classified processing areas or at the point they enter the building itself, whichever option is most economically and technically feasible.

2.0 Objective.

Isolate the 20TH CBRNE Command’s NSI by converting the CATV wireline cable to fiber optic cable and then back to wireline; or with the combination of a 12 dB minimum gain one-way Radio Frequency (RF) amplifier and a 12 dB minimum loss RF attenuator in line with the cable.

3.0 Scope of Work

3.1 The contractor shall install an optical isolator at the HQ, 20TH CBRNE Command, Aberdeen Proving Ground, Maryland, 21005, Buildings 5016 and 5046. The optical isolators shall be installed on the first floor telephone rooms (unclassified area). In building 5046, the Optical Isolator will be between the Cable Entry Closet room S194 and the Telephone Room S195. In building 5016, the Optical Isolator will be between the Cable Entry Closet room S111 and the Telephone Room S112 and between Telephone Room N182 and Suite N160. The contractor will be require to confirm installation location at time of contract award.
