About this file

This is a Performance Work Statement (PWS) for Cat6A LAN Drop and Fiber Optic Installation at Building 15177, Eglin Air Force Base, Florida, issued by AFLCMC/EBR.

The contractor shall Engineer, Furnish, Install, and Test (EFI&T) 48 CAT6A network drops and 2 24-strand multi-mode fiber optic cables. Cat6A installation tasks include: installing a 48-port modular patch panel in communication room 006 (Rack C, RU 18/19); installing 40 plenum UTP green CAT6A cables from comm room 006 to room 002 with wall-mounted consolidation patch panel; installing 8 plenum UTP green CAT6A cables from comm room 006 to room 005 with white LD10 Panduit and deep device boxes; creating three wall penetrations and sleeves (4.5-inch/4-inch, 4.5-inch/4-inch, and 2.5-inch/2-inch); and installing approximately 65 feet of J-hooks with retaining clips. Fiber optic tasks require installing two 24-strand aqua multi-mode cables in comm room 006 (Rack A, FODP 1) terminating to comm rooms 202 and 120, with new wall-mounted FODP installations in both destination rooms, and completing 100% verification acceptance testing per OFSTP-14, OFSTP-7, TIA-568-C.3, and TIA-526-7 standards using Tier One Testing methodology.

All work must comply with the 96th Communications Squadron Cyber Infrastructure Standards and Installation Specifications (CISIS) dated May 2025, including requirements for patch panels, work area outlets, horizontal cabling, fiber patch panels, grounding/bonding (TIA 607), and labeling (TIA-606). The contractor shall submit product catalogs and specifications with the proposal, provide all tools and test equipment, repair any damage to existing facilities, and restore the site to original condition. Deliverables include ISP/OSP copper/fiber test reports and as-built drawings in PDF format. The government will conduct witness testing of 10% of installed drops and fiber strands; if any fail, testing expands to 100%. The contractor has five duty days to correct discrepancies identified during final QC inspection before work acceptance.

Address: Bldg. 15177 Eglin AFB, FL 32542

1. Purpose:

The contractor shall Engineer, Furnish, Install and Test (EFI&T) the installation of (48) CAT6A network drops, and (2) 24-strand Multi-Mode (MM) cables in Bldg. 15177.

2. Specific Task Objectives:

2.1. Cat6A Drop Installation Tasks:

• In comm room 006, install a new 48-port modular patch panel in Rack C utilizing Rack Units

(RU) 18/19.

• Install 40-total Plenum UTP Green CAT6A data cables and jacks from comm room 006 to room

002. Reference drawing T-101.

• In room 002, install a 48-port modular patch panel on a wall mount bracket as a consolidation point using Green CAT6A jacks.

• Install 8-total Plenum UTP Green CAT6A data cables and jacks from comm room 006 to room

005. Reference drawing T-101

• In room 005, install White LD10 Panduit and White deep device boxes for the Green CAT6A jacks. Downward sloped 4-port face plates shall be used.

• Contractor shall create a 4.5-inch wall penetration and install a 4-inch sleeve from the hallway into comm room 006 above the drop ceiling, and a 4.5-inch wall penetration and 4-inch sleeve from the hallway into room 002. Reference drawing T-101.

• Contractor shall create a 2.5-inch wall penetration and install a 2-inch sleeve from the hallway into room 005. Reference drawing T-101.

• Install approx. 65-feet of J-hooks with retaining clips as illustrated in drawing T-101.

18 March 2026

• Sleeves or slots shall not be left open except during cable installation and shall be properly fire stopped. All new work area outlets shall have a j-hook placed either above the ceiling or with in close proximity to, and a minimum of 12-inches of slack provided on the j-hook.

2.2. Fiber Optic Tasks:

• In comm room 006, Rack A (FODP 1), install (2) 24-strand MM cables, Aqua color, 1-each

24MM to comm room 202, and comm room 120. Provide/install LC cassettes and terminate the 24MM cables in existing FODP 1. Reference drawing T-201.

• In comm room 120, utilize existing pathways the Green NIPR cables use from comm room 006.

Fiber will then be terminated on a NEW wall mounted FODP in the back corner of the room.

FODP shall be mounted at a height of 6’ from the floor to the bottom of the mount.

• In comm room 202, utilize the existing pathway that Green NIPR cabling takes from comm room 006. The 24-strand fiber will terminate into rack O, installing a NEW FODP on RU 1/2.

• Perform 100% verification acceptance test and provide a test report for multi-mode optical fibers, (all strands) end-to-end and bi-directional attenuation tests IAW OFSTP-14, OFSTP-7, TIA-568-C.3 and TIA-526-7. Installer shall use Tier One Testing using an Optical Power Meter and Light Source for all Inside Plant (ISP) multi-mode optical fibers.
