5.1 APPENDIX B: FREQUENTLY ASKED QUESTIONS (FAQ)

Questions and Answers

Question # Question Answer

Is there a specific type of fiber optic cable to be used? We see that it is multimode, but is it armored, how many strands, etc.?

Fiber specifics are determined per project, minimum FO requirements are OM2 or better, SMFO for outside plant and MMFO for inside plant.

2 Is splicing required to support this effort?

Splicing may be required and be determined per project and per CLIN.

Will trenching/directional boring/conduit installation be a requirement of the contract?

If trenching/directional boring/conduit installation is required, a contracted estimate will be requested.

4 Is the contract meant to be on-call work or is it full-time on site? Requirement is only scheduled work

Is it the intent to purchase racks/cables/FODPs etc. through this contract and if so, will there be an additional CLIN?

If no additional CLIN is available a contractor estimate will be requested

6 Does this work entail confined space permitted work? Yes, very limited confined space may be required.

Due to the uncertainty of work, would the government consider making this a CPFF or CPAF contract? I believe this would be more cost effective for the government, because we would not have to price to the worst-case scenario.

This is a contracting question, 341CS supports anything to get contract in place.

Since this is a government facility, I assume mean Cat6a will need to be pulled. Plenum? Riser? Or will it not matter due to the conduit?

Cat6 cable will be installed IAW BICSI standard

9 I understand it needs to be in conduit, what size? Will there be future runs

Conduit size is dependent on cable count to include future growth

10 Is this an open-air building or drop tile is areas? Dependent per project

11 There is no map associated with this, unsure about labor. Labor would need to be quoted per project

How is past performance being considered as it is mentioned in FAR 52.212.2

SPRS and CPAR Rating

13 Is there a requirement for past performance submittals and technical There is not narratives prior to bid or is this going to be done post bid?

14 What equipment would you need a breakdown of? 341CS does not need a breakdown of equipment used

15 Is this a requirement for a technical narrative? This contract is utilizing FAR 12 and 13 procedures

Cat6 specification: Confirm flame rating and performance (CM/CMR/CMP; plenum vs non plenum) and minimum test limit (permanent link vs channel).

Dependent per project, BICSI standard

Fiber specification: Confirm multimode type (OM3 vs OM4), strand count per run, jacket rating (OFNR/OFNP), and connector type (LC vs SC).

Dependent per project, BICSI standard

Terminations/hardware: Should per-foot rates include jacks/faceplates, patch panels, labels, and certification at both ends? If not, identify which will be separately CLIN’d per task order.

Baseline unit costs (per drop/unit, including labor, materials, and testing) have been utilized for this assessment

Pathways: Will existing pathways (ladder rack, tray, J-hooks) be Government-furnished and adequate, or shall the contractor furnish/expand where insufficient?

If project exceeds pathway standards, new pathway will have to be furnished by contractor.

Conduit details (for “with conduit” CLINs): Confirm conduit type/size/schedule (EMT/PVC/HDPE), pull boxes, stub-ups, fittings, and firestopping responsibilities.

Specific requirements are dependent on project.

Demolition/abandoned cable: Is tracing/removal/disposal of abandoned cabling required per NEC/NFPA? If yes, provide locations/estimated quantities by facility.

Abandoned cable can be identified during site survey.

Racks/grounding: Are racks, vertical/horizontal managers, bonding bars, ladder rack, and UPS/GFCI outlets contractor-furnished? Any OEM or part-number preferences?

If necessary, project dependent

Labeling/as-builts: Confirm required standard (ANSI/TIA-606-C), label schema, and deliverable format (PDF plus native CAD/GIS), including layer standards.

As-builts will be required upon completion of Outside Plant project only, digital PDF butterfly drawing

Copper testing: Confirm Tier I requirements, adapters, and pass/fail limits; specify results file type for submittal

See paragraph 1.2.4 of PWS

Fiber testing: Is Tier I plus Tier II (OTDR) required for all strands?

Specify wavelengths and bi-directional testing requirements.

According to Industry Standard, if a higher rate is required it will be identified per project

Warranty: Is an OEM system warranty (e.g., 20–25 years) required, and must the prime be OEM-certified? List acceptable OEMs if applicable.

Standard factory warranted on equipment installed will suffice

Acceptance: Confirm acceptance criteria (test results, as-builts, labeling sign-off) and the acceptance authority.

See paragraph 1.2.4 of PWS, 341CS will conduct QA assessment prior to project completion

Locations covered: Is scope limited to main base facilities or does it include remote/missile field sites? If remote, provide distances, security, and travel expectations.

See paragraph 2.3 of PWS

Site surveys: Are pre task order surveys separately funded or included in unit rates? State expected survey response time after request

Separate CLIN for site surveys/task orders should be added to ensure payment of contractor in the event that task is not accepted.

Building access constraints: Identify areas with above ceiling permits, infection control, or environmental (asbestos/lead) protocols

No work will be done where access constraints will be required as stated in question.

Staging/storage: Will secure laydown space be available on the base? Provide location, hours, and escort requirements for deliveries.

Project dependent, if needed for days/weeks, contractor can work with 341CS to accommodate.

Hours of work: Beyond M–F 0730– 1630, are after hours/weekend outages anticipated? Will premium time be preauthorized by task order?

Unscheduled maintenance is unlikely.

Outage coordination: Define required notification lead times, blackout periods, and any penalties for overrun.

If necessary, outage will be scheduled through 341CS

Badging/escorts: Confirm unescorted access eligibility, background check lead times, and whether escort time is billable on task orders

Post contract award, contractor will be added to Contractor Entry Access List (CEAL) following background check. If escorts are required for area conducting work, customer will provide escorts.

CUI and photo control: Identify restrictions on photos needed for as-builts and the approval process.

Controlled Areas will not allow photography, no restrictions on uncontrolled areas. Coordinate with 341CS if necessary.

Ordering period: Confirm ordering window (currently stated as 31 Aug 2025 through 30 Aug 2030) and alignment with anticipated award timing

The ordering period is 2 Feb 2026 to 1 Feb 2030

Task order minimums: Is there a minimum order quantity/value per task order to avoid uneconomic mobilizations?

The ordering minimum will be determined after quotes are received.

Mobilization/specialty equipment: Will task orders include separate CLINs/NTEs for mobilization, lifts, specialty tools, coring, and firestopping, or should these be embedded in per-foot rates?

Project dependent

Annual estimated quantities: Provide expected yearly quantities by CLIN to support balanced pricing across option years.

FY26 $40K minimum and following FYs. Once $40K is depleted, customer will fund project.

Supply chain risk: Will equitable adjustments be considered for extraordinary market shifts in cable/connectivity commodities?

An Request for Equitable Adjustment is available for the vendor to complete.

Applicable wage determination:

Confirm the correct SCA wage determination for Malmstrom AFB/Cascade County, MT, and whether DBA applies to OSP civil/trenching elements.

This will follow attached Wage Determination on the SF 1449; Wage determination No. 2015-5391 Revision No.

Wage increases: Clarify treatment of WD/EO-driven increases across option years and whether a separate escalation schedule is expected
