About this file
This Performance Work Statement (PWS) details repair and maintenance services for the AN/APN-241 Low Power Color Radar (LPCR) used in the C-130 aircraft fleet. The contract covers repair, maintenance, and conversion of multiple National Stock Number (NSN) components including antennas, navigation indicators, receiver transmitter processors (RTP), power supplies, and control panels. The period of performance is 12 months after contract award, with four additional 12-month ordering periods, and repairs will be conducted at depot repair shops, contractor, or subcontractor facilities.
Key objectives include repairing items to Original Equipment Manufacturer (OEM) specifications, maintaining strict quality control (no more than two quality deficiency reports per contract year), and achieving specific turnaround times (30 calendar days for Appendix B items, 60 calendar days for Appendix C items). The contract benefits the United States Air Force, Navy, Coast Guard, and Foreign Military Sales by increasing the readiness of the C-130 Fleet. A public-private partnership between Northrop Grumman Corporation and the United States Air Force Sustainment Center governs some aspects of the repair process, with different NSNs being handled through various repair and conversion arrangements.

1.1 Objective(s): This Performance Work Statement (PWS) describes the services required to repair the AN/APN-241 Low Power Color Radar (LPCR), National Stock Numbers (NSNs) Part Numbers (P/N) listed in Appendix B, C and D. For this contract, services shall include maintenance services and repair of recoverable items, packaging, handling, storage, transportation and data collection while meeting required performance thresholds. The contractor shall provide management organization, systems and processes to effectively and efficiently accomplish component repair. The contractor shall furnish all material, support equipment, tools, test equipment and services. The contractor is responsible for providing, maintaining and calibrating all support equipment required at their facility or a subcontractor’s facility.
Contractor furnished material or parts used for replacement shall equal or exceed the quality of the original material or parts. The contractor shall repair and test the NSNs listed in Appendix B and C to Original Equipment Manufacturer (OEM) specifications, returning the assets to the United States Air Force (USAF) in serviceable condition. The contractor shall convert NSN listed in Appendix D to OEM specifications, returning the assets to the USAF in serviceable condition. The contractor shall deliver repaired assets on time and maintain turnaround times for priority backorders (Mission Impaired Capability Awaiting Parts (MICAP) and Surge requirements). Additionally, the contractor shall track and resolve items affected by Quality Deficiency Reports (QDR). The contractor shall provide prompt and correct Data reporting of Commercial Asset Visibility Air Force (CAV-AF) system.
1.2 Benefit to United States Air Force (USAF): This acquisition will benefit the United States Air Force (USAF), Navy, Coast Guard and Foreign Military Sales (FMS) by providing serviceable assets to the warfighter, thus meeting mission needs and increasing the readiness of the C-130 Fleet.
1.3 Background: The AN/APN-241 LPCR is a dopplar radar that provides ground mapping and safety of flight measures through windshear detection. The NSNs are critical application items that are essential to weapon system performance and operation. The LPCR NSNs are currently repaired under contract FA8538-16-D-0014 awarded on 30 September 2016.
The AN/APN-241 LPCR includes an antenna, indicator and control panels, a receiver transmitter processor (RTP), an RTP mount, an antenna power supply, a wired chassis and several line replaceable modules (LRMs). A public private partnership agreement (AFSC-NGC-14-001) was established between Northrop Grumman Corporation (NGC) and United States Air Force Sustainment Center. A Direct Sales Implementation Agreement (AFSC-NGC-14-001-WR-ALC- IA001) was established between Warner Robins Air Logistics Center, EMXG and Northrop Grumman Defense Systems. This Implementation Agreement (IA) defines the specific requirements for depot level maintenance and repair of the AN/APN-241 LPCR NSNs listed in Appendix B. NSNs listed in Appendix C and D are repaired/converted by NGC or a sub-contractor independently of the partnership agreement with no involvement from the 402 MXW.
