About this file
This Performance Work Statement (PWS) outlines requirements for extending a software solution that enables Army program managers to execute and analyze variations of the market mechanism used to assign West Point and ROTC cadets to branches. The Office of Economic and Manpower Analysis (OEMA) needs a software product that allows users with basic statistical skills to execute multiple iterations of the cadet branching mechanism across three dimensions: branch allocations, Branch of Choice (BRADSO) contract allocations, and Branch Detail contract allocations.
The contractor must provide a renewed software license through December 2025 for the branching mechanism used for Classes of 2026, train two additional end-users, and deploy the application within OEMA's AWS GovCloud environment (FedRAMP authorized at impact level High). Required software improvements include: modifying branch-detail combinations per Army requirements, adding Logistics branch while removing Quartermaster, Transportation, and Ordnance branches, and enabling direct modification of BRADSO allocations in input files. The contractor must be available for additional customization and configuration, with costs for improvements to be funded through remaining or future contract billable funds as mutually agreed upon.

Performance Work Statement (PWS) Matching Market Execution Software
The objective of this contract is to extent a software solution that provides a flexible, efficient, and cost-effective method for Army program managers to execute and analyze multiple variations of the market mechanism the Army uses to assign cadets to branches. Since 2019, the Office of Economic and Manpower Analysis (OEMA) has been responsible for executing the mechanism used to assign cadets at West Point and the Reserve Officer Training Corps (ROTC) to their initial branches. Each year, OEMA fields requests from Army leaders that requires the Talent Based Branching program manager to use OEMA resources to compare outcomes from multiple variations of the cadet branching mechanism. These requests typically require comparisons along three key dimensions: 1) the number of allocations for each branch; 2) the number of allocations eligible for Branch of Choice (BRADSO) contracts; and 3) the number of allocations eligible for Branch Detail contracts. The Army currently does not have access to a software that can produce a satisfactory, cost-effective response to such requests.
OEMA requires a software product that enables Army program managers with rudimentary statistical software skills (e.g., capable of basic data analysis via Microsoft Excel) to easily execute multiple iterations of the current cadet branching mechanism along the three key dimensions described above (e.g., number of branch allocations, number of Branch of Choice contract allocations, number of Branch Detail contract allocations). The product must have a simple user interface that allows users to execute multiple variations of the branching mechanism in a manner that requires minimal user training. We request the Contractor provide a renewed software license that permits end-users to execute the branching mechanism used for the West Point and ROTC Classes of 2026 (which received branches in December 2025). The renewed license should extend through the end of December 2025. We request the Contractor provide additional service hours to train two additional end-users on how to execute the software.
To implement this technology in compliance with Department of Defense and Army Information Technology regulations and policies, the Contractor will provide software or application code that OEMA can reasonably deploy within its Amazon Web Service (AWS) GovCloud environment.
The AWS GovCloud is Federal Risk and Authorization Management Program (FedRAMP) authorized at impact level High, as well as DoD Provisionally Authorized (PA) at impact levels 4 and 5. By deploying the application code within OEMA’s AWS GovCloud environment, OEMA maintains control and governance over all data uploaded by end-users in the operation of the software.
If incorporated into the final contract, the Contractor must be able to provide service hours to customize and configure the software to ensure it meets Army requirements. The Contract will bill the government according for different types of services at rates that are mutually agreeable to the government and the Contractor where necessary.
The current software is capable of efficiently executing multiple iterations of the branching process. As a part of this contract, the Contractor will make the following improvements to the software.
1. As necessary change the branch-detail branch combinations in support of current Army requirements.
2. Add Logistics (LG) branch as a basic branching the branching algorithm. Remove Quartermaster (QM), Transportation (TC), and Ordnance (OD) when the change is approved by the Army.
3. Teach the Talent-Based Branching office to directly change the number of allocations preserved for BRADSO in the input file.
The contractor must also be able to continue improving the software to support a wider range of matching parameters or to potentially support other Army labor markets. Any cost adjustments required to improve the product must be mutually agreeable to the Contractor and the government and will either come out of any billable funds that remain on the final contract or will come out of billable funds from future contracts.
