About this file
This document is a Performance Work Statement (PWS) for the corrective maintenance and repair of a Reverse Osmosis (RO) Unit on the USNS CARL BRASHEAR (T-AKE 7) ship. The PWS outlines the requirements to provide an authorized Parker Sea Recovery technical representative to troubleshoot and repair the RO unit under Contract No. 24-005, Item No. 24-049. It provides details on the location and description of the RO unit, the required scope of work, including tagging out the unit, reviewing the casualty with the ship's force, troubleshooting and repairing the unit, and conducting an operational test upon completion. The PWS also specifies the need for the contractor to provide a condition report with recommended repairs and parts, and the possibility of obtaining updated software for the RO unit. The related federal contract opportunity is Solicitation No. N4044624Q0011, issued by the Department of the Navy Military Sealift Command, for the troubleshoot and repair of the USNS CARL BRASHEAR's RO unit.

6.0 QUALITY ASSURANCE REQUIREMENTS: None Additional.
7.0 STATEMENT OF WORK REQUIRED:
7.1 Tag out and secure RO Unit with the assistance of SF.
7.2 Review casualty with Ship’s Force and troubleshoot RO
unit. Crew reports that unit is inoperative, alarms cannot be cleared, it blows a fuse and has multiple error messages on the PID. Unit has not operated properly since significant downtime during a recent ROH. If available, provide 5 spare fuses for the Diversion valve (FB18) as contractor furnished material.
7.2.1 Additional details: After replacing some
fuses and sensors, the RO started in Auto. It shut itself down due to the Diversion Valve (MV- 1010) not closing. The fuse for the Diversion valve (FB18) blows immediately so there is probably a short in the operator or likely in the connector. We only had one and it blew immediately when it was installed. We have another operator, but we'll need a couple 4A fuses after we sort that out.
7.2.2 We also tried doing an automatic back flush
and the other automatic valves did not shift.
This can be done manually, but we noticed that different operators were installed. We'll source some new fuses. Further, it actually looks operable after we get the Diversion Valve operator squared away. It appears to have some issues with back flushing. I'll also make sure we have spare membranes for it. The unit does not appear to have been placed in a lay-up with the Drew R/O chemical during the ROH. So I'll want new membranes prior to operating it.
7.2.3 If we get the OEM here, would recommend
operators for the various valves and some new fuses although, I'm sure I can dig up fuses here.
7.3 Provide a condition report with recommended repairs
and parts.
7.3.1 Any additional parts or repairs that are
required with be the subject of a CCO.
7.4 If new or updated software is available, technician
shall upload and operate with new software.
24-005 - 3
7.5 At the completion of repairs, perform an operational
test in the presence of Ship’s Force and the MSCREP.
7.6 Provide documentation certifying completion of work
performed as described above.
