PERFORMANCE WORK STATEMENT (PWS)
Assembly and Training for Drone Arrival GPR Package
May 15, 2024
General: This is a non-personal service(s) contract under which the personnel rendering the service(s) are not subject, either by the contract’s terms or by the manner of its administration, to the supervision and control usually prevailing in relationships between the Government and its employees.
Description of Services/Introduction: This is a non-personal service(s) contract to provide assembly and training for one (1) Harris H6 E and Zond Aero 1000 NG GPR System.
Background: The Geospatial Information Science (GIS) program requires the addition of an sUAS capable GPR platform and sensor to bring the program’s capabilities to that of comparable research universities. The requested Harris H6-E sUAS would provide the ability to use a mounted Zond Aero 1000 GPR sensor for improved development of sub-surface mapping. The acquisition of an aerial GPR system is essential for our organization due to its unparalleled capability in noninvasively mapping subsurface structures, detecting buried objects, and ice/snow depth measurement. This cutting-edge technology offers a cost-effective and efficient mapping solution for geological surveys, archaeological investigations, infrastructure assessments, and environmental monitoring. By utilizing an aerial GPR system, the GIS program can significantly expedite data collection over large areas, enhance the accuracy of subsurface mapping, while being at the forefront of this developing research.
The requested assembly and training associated with the Harris H6 E and Zond Aero 1000 NG GPR package will provide the department with an out of the box functional sUAS as well as provide faculty with relevant training on how to operate the system to its full potential. Training and assembly are crucial to the program’s success using this equipment in order to conduct research and instruct cadets. This directly meets the requirements that support the GIS program’s USGIF accreditation. Further description of training and assembly are outlined below:
Assembly
- Assembly and testing of integrated system (remote assistance) o This service is to help customers of integrated systems products to get their systems up and running.
Training
- GPR Basics (GPR-1) o This training is for integrated systems/GPR users who don’t have GPR experience/ Remote over videoconferencing. Duration 4 hours. Group of up to 4 students.
- GPR on a UAV (GPR-2) o This training is for integrated systems/GPR users with at least basic GPR and UgCS experience and is dedicated to GPR applications on a UAV.
Remote over videoconferencing. Duration 6 hours. Group of up to 4 students.
- GPR Advanced Module (GPR-3) o This training is for integrated systems/GPR users wishing to dive deeper.
Remote over video conferencing. Duration 8 hours. Group of up to 4 students.
- Training UgCS Basics o Software specific training. Remote over video conferencing. Duration 4 hours. Group of up to 4 students.
- Training UgCS AreaScan and True Terrain following missions o Software and UAV operations specific. Remote over video conferencing.
Duration 4 hours. Group of up to 4 students.
Scope: Assembly and testing of integrated systems and trainings. The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary to perform services as described in the PWS and associated contract. The Department of Geography and Environmental Engineering GIS Program shall attend virtual trainings to gain required knowledge for proper use of equipment.
Period of Performance: This is a one-time service for assembly and training.
Security: The contractor will perform the service off-site from West Point, CONUS and is unclassified.
Coverage: The equipment covered under this Performance Work Statement consists of:
